AN ORDINANCE granting to the lied
Bank Telephone Company, its suc
cessors and assigns, the right to erect,
maintain and operate a telephone line
on and along certain streets and alleys
of the borough of West Ueynoldsville
as hereinafter designated. Uo it or
dained and enacted by the town coun
cil of the borough of West Ueynolds
ville, Jefferson County, Pennsylvania,
and it is hereby ordained and enacted
by authority of the same.
Section 1. That the right of way be
and the same is hereby granted to the
Red Bank Telephone Company, its suc
cessors and assigns to erect and main
tain lines of poles, malnB, wires, along,
In, under, over, through and across pub
lic streets, avenues, alleys, bridges, via
ducts and ways in the borough, said
public streets and alleys to be herein
after designated fortho purpose of oper
ating a Telephone Exchange and tele
phone lines, provided said lines of poles
shall be placed under the direction of
the town council so as to interfere Iflast
with the public use of paid streets, ave
nues and alleys as hereimifter stated.
The Company to be responsible to the
borough for all damages caused in erect
ing, maintaining and operating paid
lines. '
Section 2. The poles shall be of sound
timber and kept properly painted and
not less in size than 15 inches in diame
ter, 6 feet from butt, wires not to be less
than 30 feet elevation from ground, and
when placed on street or streets, ave
nues or alleys m hereinafter designated
are to be placed within or without tiro
line o( the curb and at such place as
the council may direct, ho as not to in
terfere with any sewerage, gas pipes or
water lines now built or hereafter to he
built.
Sections. Hereffter the wires of all
electric light, telegraph or te'ephone
ijompanies to be erected or standing at
an angle across the wires of said Tele
phone Company shall not In thl enso or
in any other be allowed to approach the
wires of said company nearer than two
(2) feet nor said Telephone Company he
allowed to place its wires nearer than
two (2) feet to tno wires oi snul other
company. Toe provisions or this sec
tion are to apply with equal force to
motor wires for street railway purposes
except so far as they may interfere with
the proper placing of the motor wires
hereafter to be placed in which case It
shall be the duty of the said Telephone
Company to yield the right of way of
said motor wires and change the plac
ing of their lines accordingly.
In case of the violation of this section
it shall be the duty of the Street Com
missioner to notify the offending com
pany to remove its wires, poles and fix
tures so erected in violation herein
ithln three days of such notification
and in failure to comply with such notifi
cation, it shall be the duty of the Street
Commissioner to remove the same at
the expense of the offending party or
company.
Section 4. That it is agreed by the
said Company that in the consideration
of the grant of the right of way as here
inafter provided that said Telephone
Company will put up and provide a
'phone in the municipal building or
elsewhere in tlv borough as the coun
ell may direct for the use of the bor
ough officers, free of charge.
The u-e of the poles of the company
by the borough for carrying electric fire
alarm wires shall bo permitted free of
expese and charge to the said borough.
Section 5. Said company, its success
ors and assigns, are to remove within
ten days after notice has been served by
the council or street commissioner, in
writing, all dead polo or poles not hav
ing living wires on them.
Section 6. The public streets, ave
nues, alleys, bridges, viaducts and ways
for poles and lines shall be located in
said borough as follows: Pike street,
Brown street, Broad street and First
Avenue. All of said poles are to bo sub
ject to a pole tax of por polo,
said tax to be paid to the borough treas
urer annually on or bofore the first
Monday of March of each and every
year, Said poles and wires are not to
be used in conjunction with the Red
Bank Telephone Company by any other
persons or company at the same time
without the consent of the council of
the borough of West Ueynoldsville, by
ordinance duly paased.
Section 7. This ordinance shall take
effect and be in force from and after its
passage and acceptance by the Ued
Bank Telephone Company in behalf of
itself, its successors and assigns, and its
publication as provided by law, tho
costs and expenses of said ' publication
to bo paid by the said Red Bank Tele
phone Company, provided said company
shall file with the clerk of council its
written acceptance within ton days af
ter the publication of said ordinance
and paying for said publication at tho
time of such written acceptance, and
provided further that its poles are
erected on or before January 1 1907,
otherwise thiB ordinance becomes null
and void and of no effect.
Section 8 That the rights and privi
leges hereby granted shall be held and
used subject to the terms and provisions
of the laws and ordinances of the bor
ough of Wert Reynoldsville, now In
force or hereafter to be passed, regu
lating and relating to the same.
Section 9. That any ordinance or
nart of ordinance, conflicting with tho
provisions of this ordinance be, and the
samo is hereby repealed, so far as the
;nme effects this ordinance.

council of the borough of West Reyn
oldsville, Pennsylvania, at a regular
meeting held at the council chamber
on February 5th, IfOfi, at 9 o'clock p. m.

Prescottvllle wore in town Sunday.
Mrs. Jamos Ross attended tho publio
school exercises In Reynoldsville on
Washington's birthday.
Rev. Wilson, of Ridgway, preached a
very interesting sermon last Sunday in
the Baptist church.
Quite a number from this place at
tended the funeral of Thomas J. White,
of Reynoldsville, who was hurt in tho
shaft at Glen Campbell and died from
his injuries in the Adrian hospital Feb.
19th.
Washington's birthday was observed
at our schools. Tho four rooms united
in one and gave a very nice program.
A number of persons visited tho schools
that day and a great many more would
have been there but for tho mud. Roads
are almost Impassable.
A Polish miner, whoso name could
not be learned, wus hurt while at his
work In Suinbonu mines one day last
week. The body from the hips down
was paralyzed. Dr. Mills, of this place,
dressed the man's Injuries and sent him
to tho Adrian hospital for treatment.
When last heard from he was in a
critical condition.
Gifted Orator Witty and Humorous.
Dr. Driver is 'peculiarly adapted for
this lino of work. He possesses an ex
ceptionally fine phy-ique, and a face
which attracts one as belonging to a
man of rare mental power. Years of
fruitful travel and a close study of tho
history of all lancls in all ages have
made him especially lilted to render
discourse on tin; great subjects which
etVeet the destiny of parts or tho whole
of the human race. In his lecture here
he showed all the powers of a gifted
orator great 'wholesome thoughts, a
pleasing delivery and the power, seem
ingly, to carry the emotions of his
auditors wherever ho would. At times
he was exceedingly witty and humor
ous, but every word ho uttered had
some place in the construction of tho
great thoughts which even humor could
not keop from filling cver.y crnck and
crevice in tho massive structure of fact
and prediction tho orator reared. In
an inimitablo manner ho told of the on
ward march of the Anglo-Saxon and the
characteristics that have marked him
through all his history. Appleton,

At Assembly hall Friday evening,
March 1st. Last number on the publio
school lecture course.
On Monday night the Burko-McCann
Co. will open a three night's engage
ment at the Reynolds opera house with
"Her Fatal Sin," which will be follow
ed by "The Man in tho Overalls" on
Tuesday and "The Girl Ho Left Behind"
on Wednesday, the last night.

Small-pox. As there was no one
take care of these children, and ,as
had all been exposed to the dls

take them with their mother to the
kMpltal. Two of these children being

year before, been vaccinated under the
called "tyrannical" law requiring
teachers to forbid the admission to
school of children who could not pres
ent a certificate of successful vaccina

the mother, yielding to the psrauasion
of foolish neighbors, refused to have
vaccinated. The result la shown in the
illustration taken from a photograph.
Contrast the beautiful, soft, healthy
skins and placid faces of the two ctill
dren on the outside, protected by vac
cination ,wlth the horrid condition of
the little unvaccinated sulferer between
them, evidently in torture from the
loathsome emption and scarcely able
to see out of its swollen eyes. This poor

by its mother and broke oat with the
disease soon after entering the hos
pital. The two others remained sev
eral weelw in the hospital and, al
though living all this time In cm in
fected atmosphere, continued perfectly

of the stockholders of the Roynoldsvllle
Trust Company, held lit their biinklnir rooms
on West Main street, In the HorouKh of Reyn
oldsville, .lull'ei'Mim County, Pennsylvania, on
the eluhtli day of February, A. I)., 1SHW, a
resolution was unanimously adopted by the
said stockholders that The Hoynoldsvllle
Trust Company surrender Its charter to tho
Commonwealth of Pennsylvania, and that
the said Trust Company heeome an associa
tion for the carrying on the business of bank
liiK under the laws of the United Stales.
Therefore, In compliance with the pro
visions of an Act of Assembly of the Com
monwealth of Pennsylvania, approved tho
.Wth dayof April A, I). I8WI, P. L.SlI, notice Is
hereby triven that the Directors of the said
Heynoldsvllle Trust Company have procured
Hie authority of the owners of two-thirds of
the capital stock to make the certificate re
quired therefore by the laws of the United
stales, and that It Is the lutenttnn of the said
Directors to accept the provisions of the
arorcsaid Act of Assembly and to convert the
above named Trust Company Into a National
