Representative and Senatorial Apportion ment. The next session of tho Pennsylvania Legislature will, In all human probabili ty, reapportion the State Into Repre sentative and Senatorial districts. Tho Constitution of tho Commonwealth clearly prescribes that this shall be done immediately after each decennial census. Tho Governor and every member of both branches of tho legis lature takes a solemn oath to support the Constitution of Pennsylvania, and how any man could deliberately oppose ap portionment and not regard himself us a perjuror, Is something wo could never understand. Tho law-making authori ties should bo the first to set the ex amplo of fidolity to the supreme law of the Stato, and how they can ask or expect to retain tho respect and confi dence of their constituents whileopenly defying an unequivocal mandate of the Constitution Is past ordinary compre hensions. Tho Constitution provides thatreprc sentatlvcs shall be apportioned among the several counties on a ratio obtained by dividing tho population of tho State as ascertained by tho most recent census by two hundred. On that basis Jeffer son County has boon entitled to two representatives for the past fifteen years. With a population of Blxty thousand Bho has had to bo content with ono momber, whllo a number of other counties having little more than half tho population of Jefferson have been rogularly electing two members. Alloghony County is entitled to six more members than she has, and a number of othor counties aro in the same situation. Whllo It Is not to be wondored at that representatives from those counties which lose should be onthuslastio for apportionment, it is scarcely conceivable that they would vote against it when tho measure came before the Assembly on a yea and nay vote. There is now no excuse that we can see either of political expediency or anything else that can longer delay the passage of an apportionment bill, and we feel sure that the matter will bo at tended to by the next Legislature. Hu It ordained and enacted by the town council of the llorough of West Reynoldsvillo In council assembled and It Is hereby ordained and enacted by the authority of tbnsnmn : Thatsectlon six of )i'dlnancii No. 3 relating to tho adoption and regulation of streets, alleys, and side-walks, which now reads as follows : "That all plank walks on Main street from tho creek on lino adjoining Keynoldsvlllo llorough, west to I tread way street shall bo six feet wide, thence to Brown street, shall be live feet four Innhos In width, thence to west lino of the Borough, four feet wide i and on Broadway street side walks shall bo five feet four Inches In width, nnd on nil other streets shall hn four feet In width; the said side-walks to have an Inclination of one-fourth of nn Inch to tho foot towards the street. Plank shall bo not less than two Inches In thickness, and shall be laid cross wlso and well spiked upon threo sound sawed stringers, to bo not less than 3x3 Inches, said stringers to bo so laid as to break joints, and at every Joint of tho outside stringer they shall bo attached together by having a coupling board ono Inch thick nnd threo feet long, samo width as said stringers, well spiked to each end on the Inside of each of the outside lines of stringers. That nil side-walks on Main street from the creek on lino adjoining Reynoldsvillo Borough west to Broadway street shall bo six feet wide : that all side-walks on line of lots abutting upon the following named streets, viz., Main, Ohio, Powers, Central, Warner, Arms, Baxter. First Avenue, Second Avenue, Water, Broad way, Brown, Lewis, Erie, shall lie five feet, four Indies in width ; the said side walks to have an Inclination towards the street of one-fourth of an inch to tho foot. The plank, when used, shall bo not less than two inches in thickness, and shall be laid cross wlso and well spiked upon three sound sawed stringers, to bo not less than 3x5 Inches, said stringers to bo so laid as to break joints, and at every joint, nf tho outside stringer they shall he attached by a coupling board'ono Inch thick and threo feet long, same width as tho Bald stringers, woll spiked to each end on the Inside of eaeh of the outside lines of stringers.
