Rules and Regulations which will Govern Nominating of Candida' es
for Municipal Offices in (he Borough of Reynoldsville Adop
ted Wednesday Evening, January 20, 1904.
1 The local members of the Republi
can County Committee shall ' meet and
choose a date for holding a suggestion
meeting, which date shall be ton dnys
or more preceedlng the time of holding
the primaries. Tbey shall give atli iist
ten days notice of such suggestion
meeting by posting ten or more written
or printed notices in conspicuous plat es
and by publication in at least one local
paper. The committee shall also
choose a date for holding the prlmai ies
and shall give' ten days notice of i he
same in the same manner as prescribed
for holding the suggestion meeting.
2 In odd years the suggestion meet
ing shall be held in the First Precinct
Hose Houe and In even years it shall
beheld in the Second Precinct Hose
House.
3 At such suggestion meeting candi
dates shall be suggested for all 1 lie
borough oftlces to be tilled at the Febru
ary election, and no restriction shall be
placed on the number of candidates to
tfb so named.
4 Candidates named at the sugges
tion meeting shall each pity to the Local
Republican Committee a fee of one
dollar te pay the expenses of printing
tickets and holding the primaries.
Upon failure of any candidate to uiy
the said fee within five days after t lie
suggestion meeting, bis name shall be
stricken from the ticket.
5 The committee shall cause tickets
to be printed, bearing the names of
candidates named at the suggestion
meeting, and no others; but blank lines
shall be provided in which the names
of any persons not named at the sug
gestion meeting may be Inserted by the
voter. The ticket shall also state the
number to be voted for for eaoh office.

PRIMARY ELECTIONS.
6 A primary election shall be hold
in each voting precinct under he
direction of the local members of t he
Republican County Committee for i he
product In which it occurs, and shall be
conducted by one judge and two in
spectors to be designated by the c at
mlttee. The primary In each preci ct
shall be held on the same date and i he
polls shall bo opened at three o'cloct p.
m. and be closed at eight o'clock p. n.
No vote shall be received before 'he
hour of opening or aftor the hour of
closing the polls. The judge and In
spectors chosen to hold the electron
shall be sworn to perform their duties
as the election boards are sworn at
general elections.
7 The qualifications for voting at
the republican borough primaries si all
be the same as those of the general
election and the primary election of
ficers shall refuse to receive the vote
of any person not so qualified. These
qualifications to apply to the primnry
election the same as though It were a
general election. No votes exci pt
those of republicans shall be received
by the primary election officers and If
any person be challenged on his politics
he shall be sworn to a statement setting
forth the fact that ho voted for the
candidate heading the republican ticket
the last general election, or that he w 111
vote tor the entire republican ticket
nominated by the primary at which he
Is offering to vote.
8 Immediately after the polls are
closed the election boards shall proceed
to count the votes for the several candi
dates and ascertain the result. The
officers shall also make, sign and post
in a conspicuous place at each election
house a- statement showing the total
vote received by each candidate, for
the inspection of voters. Aftor counting
the votes the election boards of the
several precincts shall immediately con
fer and make out tbo returns declaring
the candidates having received the
highest number of votes to be duly
nominated. The returns, when com
pleted shall bo signed by all the mem
bers of each election board, whereupon
they ahull appoint one of their numhor
to file the same with the county com
nilsslonors in aue time una manner as
prescribed by law.
0 Two correct lists of voters shall be
kept ; also two tally shoets., One list of
voters and one tally sheet together
with all tickets voted shall be preserved
by tho judge of each election precinct
for a period of thirty da.ys, after which,
If there be no contest, he Bhall destroy
the same without permitting the bal
lots to be examined by any ono,
10 All rules or parts of rules adopted
by the republican voters of this borough
at any previous meeting, Inconsistent
with the foregoing are herby annulled.
