erate his road so that a passenger
service will bo maintained between
tho hours of tt o'clock a. m. and 10
o'clock p. m., except In case of tem
porary obstruction from unavoidable
accidents, upon removal of which tho
proscribed service shall be resumed as

file the stipulation accepting the same
with all its provisions, and agreeing

part of ordinance conflicting with this
ordinance is hereby repealed, so far
as the same effects this ordinance.

BE IT ORDAINED by the Town
Council of West Reynoldsvllle, in
Council assembled, ana it is hereby
ordained by authority of the same:
Section 1. That the right of way
is hereby granted to E. A. f errln,
his heirs, successors or assigns to
enter upon the public streets, lanes,
alloys and public squares of the Bor
ough of West Reynoldsvllle, to erect,
maintain and control poles and
wires for the purpose of carrying and
oonduotln? electricity, for the period
of fifty years, througn said streets,
lanes, alleys and publio squares of the
said borough of West Reynoldsvllle
as they now exist, or may be here
after changed, extended . or estab
lished for the purpose of supplying
electricity to the citizens and lnhabl
tants of the Borough of West Reyn
oldsvllle, and for the lighting of
the stores, offices, dwelling houses,
streets, lanes, alleys, publio squares
and other plaoos where electrlo lights
may be needed and desired, and for
the supplying of electricity for motor
power, or for beat to such person or
persons as may aesire tne same.
Section 2. Said poles shall be erect
ed on the streets, lanes, alleys and
publio squares at such places and on
Biioh lines as the street committee of
the suid Borough shall (direct, and
the poles shall be straight and of suf
ficient strength to carry all wires
placed thereon, and shall not be less
than twenty-five feet in height above
. tne streets.
Section 3. The said E. A. Ferrln
his heirs, successors or assigns, shall
within ninety days after this ordinance
goes into effect, commence to erect
such lines and prosecute said work
with reasonable diligence until Bald
plant Is completed.
Section 4. This ordlnanoe shall not
go into effect until the said E,
A. Ferrln, his successors or assigns,
shall file the. stipulation accepting
the same with all its provisions,
and agreeing to be bound thereby
Said acceptance to be filed within ten
dnys or this ordlnanoe to be null and
void.
Section 5. That any ordinance or

AN ORDINANCE regulating the UM J closet, sink, receptacle or pipe of any
of public and private sewers. T.kln.d tht w,ould cttrJ'y ft H"y dole;
Sec. 1. Bo it ordained and enacted
by the burgess and town council of the
borough of Reynoldsvllle, and it is here
by ordained by authority of the same,
that there shall be annually chosen by
the council a reliablo and competent
person to bo known as Inspector of Sew
ers, whose duty it shall be to see that
the provisions of all ordinances relating
to drains and sewers are complied with,
and in case the provisions of such ordi
nances are not fully and properly com
plied with, to at once report the same
to tho chief burgess. It shall be tho
further duty of said inspector to ace
that the sewers are discharging freely
and that the flush tanks are operating
and that the main sewer at
ntersection of Grant with Fourth street
is flushed by a full opening of the gate
for at least one hour each and every
week, and that the small gate shall be
kept open at all times, neither the small
nor full gate shall be open, however,
when the water in fitch fine run is
high and charged with silt, grayel or
anything which will obstruct the sewer.
For such services he shall receive a
compensation to be fixed upon quarterly
by the council, it shall also be the
further duty of the inspector of sewers
to decide upon matters of construction,
modification and repairs of sewers and
drains, as provided for in this and all
other ordinances relating thoreto, and
to act in conjunction with the Board of
onjunctlon with the Board of
Health as
provldod for in the following
sections of this ordlnanoe.

changes, connections and modifications
shall be done only under the direct per
sonal superintendence and control of
the suid inspector, and for such super
intendence there Bhall be paid to him
fifty cents by the party having the work
done as his compensation therefor.
Seo. 3. That the drainage of all
buildings, publio or private, within this
borough Bhall be subject to the approv
al of the Board of Health and Bhall be

12, 13, 14, 15, 10, 17, 18 and 19 of ordi
nance No. 20, approved Oct. 2, 1893,
entitled "an ordlnanoe for tho better
preservation of the publio health."
Seo. 4. In addition to the provisions
of ordinance No. 26, it it hereby further
ordained that the connections with the
publio aewers of this borough or any
private sower connecting therewith
shall be made and used for the follow-
.
Ing purposes only, to-wlt: Discharges
from water motors, fountains, the over
flow of pur,) water from tanks, wash
basins, bath tubs, water closets when
Infilled In hiiildlug-i, kitchen, store and
olllee sinks, laundry tubs, water from
roof, wjitnr from hydrant and clean
water from springs; and all wnsh bnslns,
bath tubs, kilcheii, store and olfleeslnks,
laundry luhs mid connections with roofs
and spring must be provided with
suitable strainers, which strainers must,
be approved by thn Hoard of Health
and tlm Inspector of sewers. All such
Mini tiers must be securely (listened
in place and must, not he removed unless
to clean out or repair. As the object
and use of suid xlraiuersls to prevent,
the admission to the sewers of my mut
ter which would stupor clog tin sunn,
any negli e't. or device which will tend
to bring about such stoppage or clog
ging Is hereby declared unlawful and
the partv so offending shall upon con
viction liefnro the chief burgess or a
Justice of the peace pity a line of not, less

by law.
Sec. 5. It is declared unlawful for
any person lo deposit sticks, cloth,
leather, vegetables or any other
substance which would be liable lo
clog or obstruct the pipes. Into any
water closet connected with the sewers
of this borough, or U) use said water
closet and connections for any other
put-nose than what said closet was In
tended for, and the erson so offending
shall upon conviction before the chief
burgess or a Justice of thn peace pay a
fine of not less than Ten Dollars, to bo
collected as other fines and penalties
are collected by law.
Sec. H. If any person owning or oc
cupying any building In the borough
which has a connection with any public
sewer or has a connection with a pri
vate sewer tlmt connects with and dis
charges Into a public sewer, and such
connection and arrangement shall not
b In accordance with this and every
other ordinance relating to sewers anil
sanitary matters and such owners or oc
cupants shall receive notlco from the
Hoard of Health or Inspector of sewers
to change, repair or reconstruct In a
proper manner said connections and
fixtures, and shall fall to do so for
a period of twenty-four hours after
receiving said notice, said owners or
occupants shall upon conviction before
the chief burgess or a justice of the
peace, pay in addition to the penalty
jirovided for violating of section four of
this ordinance, a fine of Five Dollars
for each and every day thereafter unt il
the changes and modifications shall he
made and completed in accordance with
the provisions of tho various ordinances
relating thereto; provided, however,
that In case tbe changes and modi
fications shall bo of such character as
to require more than twenty-four hours
to complete the same, the Inspector of
sewers or Hoard of Health shall have
mwer to grant such further perlm for
completion as may be necessary and
reasonable: also tho Inspector of sewers
shall have full power and authority to
sever any connections on failure to com
ply with this ordinance after duo notlco
as aforesaid.
Sec. 7. No connection with a public
sewer or with a private sower that con
nects or discharges into a public sewer
shall be made whereby any silt, sand,
gravel, earth, ashes or any matter
which will not bo readily and freely
carried away by tho ordinary flow of
water In said sewer, nor shall the drain
age from any stable or pigpen bo allow
ed to enter said public sewer whether
tho same Bhall come from any private
sewer or otherwise, nor shall' any poi
sonous substances bo jtlaccd or dis
charged Into said sewer except upon
order of tho Hoard of Health.
Sec. 8. No connection of any ple
conveying any foul or noxious matter
of any kind shall be male with tho
drain pipe laid nearly umlerncath tho
tho sower pipe for the purpow of drain
ing the collars along Gordon and Wil
low alleys. Which drain pipe must in
no way have any connection with any
torious, foul or unhealthy matter and
any person violating this section of this
ordinance shall, upon conviction before
the Chief Burgess or a Justice of the
Peace pay a fine of not loss than ten
dollars, to be collected according to law.
Seo. 9. Rain water from roofs may
be conducted into house drains that
empty into the sewers, but the pipe or
conductor discharging such rain water
Into the sewers must be provided with
a trap located below frost, the seal of
which shall not be less than five Inches,
said trap shall have a hand hole for
convenience In cleaning, and to have a
suitable cover and protection, rain con'
ductors shall not be connected ouUlde
of the main trap, nor used as soil, waste
or vent pipes, nor shall any soil, wasto,
or air pipe be used as a rain conductor.

Seo. 10. No discharges or exhaust
from any gas, vapor or Bteara engine or
steam heating apparatus is permitted or
allowed into any publio sewer or into
any private sower wnicn connects with
a publio sewer.
Sec. 11. The overflow from tanks
must first discharge into an open fixture
properly trapped before such discharge
can be admitted to any pipe or drain
leading to the sewer, and no waste pipe
from a refrigerator or receptacle in
which provisions are stored shall be con-
nected with .any drain soil, or waste
; pipe connecting with the sewer.

hand hole for convenience in cleaning,
the cover of which shall be properly
fitted.
Sec. 13. There shall be an inlet for
fresh air entering the house drain just
inside tne water seal ot tne trap named
in Seo. 12, and also an inlot for fresh
air at the rear of the system when the
vertical line of the pine is located in
the central part of the building and the
main fresh air inlet is deemed Insuf
ficient, said Inlet shall be at least three
inches In diameter, leading through
the outer wall and opening at a conven
ient place with an accessible clean out.
