. See. 1. That it mIiiiII be unliiwful for
any person or persons to scat tor or
throw any waste paper. rugs. icelings,
skins, hulls or shells of any kind on tho
pavements. streets or alloys of tho bor
ough of HeynoldHVllle.
Sec. 2. Ittihallho unlawful for any
person or persons to move, damage, de
foeo or In any way to meddle with, In
jure or destroy any of tho said barrels,
boxen or other receptacles placed on tho
rubllc streets of said borough by tho
.ndies' Improvement Society of Hoyn
oldsvlllo for tho purpose of receiving
and depositing therein any waste pa
per, rags, poolings, skins, hulls or shells
of any kind.
Sec. .1. It Is tnnd.i the duty of tho
policemen and constables in tho said
borough without warrant and upon view
to arrest and commit for hearing, any
and all persons guilty of violating t hiaor
dinance. or offending against it as afore
said and upon summary conviction as
in criminal cases as provided by law be
fore the Chief Burgess or Justice of the
Peace, and before whom complaint is
made or tho proceeding begun, shall
pay a fine or penalty of not loss than
one or more than (10.00 for each offense
as aforesaid and upon judgment, pay
ment thereof to lie enforced as may bo
provided by law and In case of delimit
of payment of fine or jicnalty so imposed
by said judgment, the defendant may
be sentenced and committed in manner
and form and for the time as directed
by law, unless the plalntiffin tho action
elects otherwise to collect thosnid judg
ment for fine or jwnnlty and costs as
may bo provided by law.
Sec. 4. That any ordinance or part
of ordinance, conflicting with the pro
visions of this ordinance bo and tho
samo Is horohy repealed so fnr as the
samo affects this ordinance.

AN ORDINANCE to protect public,
water fountain and water at the corner
of Main and Fifth Directs in the borough
of Hoynoldsville.
Whereas. Tho citizens of the said
borough have by public subscription
erected a public water fountain for the
benefit of tho public generally, for tho
use of both man and beast. Said foun
tain whs erected by and with the con
sent of tho town council of snlii borough.
And Whereas, Complaints have been
mado to said council by somo of the
citizens of said borough, that the side
of the fountain made for men and
women to obtain water at, has been
used for watering beasts, thereby pol
luting the water and endangering tho
health and life of the citizens, that
sticks, stone, gravel and other sub
stances have been wantonly and reckless
ly thrown into tho fountain by persons
' to its injury and damage and tho pollu
tion of the water. That vehicles have
been driven against said fountain wan
tonly, carelessly and recklessly.
Thorefore be it enacted by the town
council of the borough of Roynoldsvillo
In council assembled, and it is hereby
ordained by authority of the same:
Seo. 1. That it shall be unlawful for
any person or porsons to water or at
tempt to water any kind of an animal
or beast at that aide of the aforesaid
fountain used as adrinking place for the
pooplo, being the smallest bowl there
on, or to place or to put in said fountain
any sticks, stones, gravel or other sub
stances to the damage or injury of said
fountain or to the pollution of the water
therein or coming therein or to wanton
ly, carelessly or recklessly ride or drive
any horse, horses, carriage, wagon or
other vehicle against the same or wan
tonly, carelessly or negligently do any
other act or thing to the injury, dam
age or defacement of said fountain or
tho pollution of the water therein or
coming therein.
Seo. 2. It is made the duty of the
policemen and constables in the sa d
borough without warrant and upon
view to arrest and commit for hearing
any and all persons guilty of violating
this ordinance or offending against it as
aforesaid and upon summary conviction
as in criminal cases as provided by law
before the Chief Burgess or Justice of
the Peace before whom complaint is
made or the proceeding begun, shall
pay a One or penalty of not loss
than one ($1.00) nor more Mian twenty
five ($25.00) for each offense as afore

Clarion, Pa., for somo young lady or gentleman who
receives the highest vote. This will entitle the re
cipient to all tho privileges of that splendid Institution.
Tho Scholarship offered by Thk Stak will bo furnished
five of cost to tho successful contestant and tho readers
and patrons of tho paper will be asked to award tho prize
by a popular vote.
To tho Second highest contestant Thk Stah will give
a Free Trip to Niagara Falls over tho nuffalo, Rochester
ft Pittsburg Railway.
Coupons will bo printed in each Issuo, and when cut
out nnd proiHjrly addressed, will bo used. They can be
mailed or sent to Smith M. McCrelght, Esq., Secretary,
who will place them in a sealed box until counted by tho
Judges each week.

tions, or in advance one year or more, can secure a Pre
mium Couion, at this office, which will entitle them to .'111
votes or three votes for each month so paid. Any one
sending or bringing in a new yearly cash subscriber will
bo entitled to a Premium Coupon, equal to fit) votes.
Persons desiring to enter tho contest should begin as
early as possible. As soon as tho names ai sent or hand
ed in to THK STAK ofltce they will bo published, but tho
number of votes accompanying samo will not be published
until four weeks from this date (May 17th), when tho vote
