Ilcut mid Power Company, a corporation ' to bo or ganlzed under the laws of IVmisylvu ilia, be nnd Is hereby wanted tho privi lege and right to enter upon the high ways, streets, lanes and alleys of tho Borough, of Beynoldsvlllo, for the pur pose ol laying, placing, constructing nnd maintaining thereon and therein. Sec. 2. That In consideration of tho aforesaid grant the Economic Electric Light, Heat nnd I'ower Company Is hereby required to pay into the borough treasury tho sum of Tilt cents for each and every polo, per nnnuia. Sec. 3, That this permission Is grant ed on tho condition that tho said Econ omic Elcctrlo Light. Heat and Power Company have its plant, work or works fully completed and In operation in ono year from tho date of tho approval of this ordinance, a failuro to do so Is to bo taken and deemed a full and complete forfeiture of all rights and privileges granted by this ordinance. Sec 4. Whereas, Thomas Croon, It. .T. . Thomas, Mary Uillman, G. A. Carroll, P. R. Best, W. H. Lucas, A. P. King and J. G. Musser, a majority of tho resident freehold owners of lots and out lots or tracts of land adjacent to the borough of Reynolsvllle, presented their petition to tho Burgess and Town Council, at a regular meeting of tho said Town Council, held on tho third day of January, 18!)8, praying to have certain territory therein described, an nexed to tho borough of Heynoldsvillo, viz: situate in tho township of Wins low, beginning at a point on the eastern borough line in Mabel street, nenr the south-west corner of lands of David . Reynolds and northern lino of Nell alley; thence along suld line between lands of the said Reynolds and said NotT alley, north iifty-nine and one-half de grees enst, twelve hundred and ninoty bix feet to a point, corner of said alley and another alloy not named; thence along line of the said Reynolds and said last named alley, south thirty-one and one-half degrees east, two hundred and bIx feet to a point on the south tilde of Fourth street; thence along said street, south fifty-nine and one-half degrees west to laud of the estate of F. K. Ar nold, forty-Bix feet; thence along said land south, twenty-three degrees east, one hundred and sixty-eight feet to the southern line of an alley; tbenue along the Bald line ol the said alley south fifty-nine and one-half degrees west to line of land of M. Soo. 1 Bo it ordained by the Burgess nnd Town Council of tho Borough of UeynoldsvUlo, and it Is horeby ordained by the authority of tho same, that Im mediately after this ordinance ahull take effect, and annually thereafter at tirst regular meeting of the newly elect od Council, the President of the Coun' cil shall nppoint throe members thereof who shall constitute a I'lro Prevention Committee, whose duty it shall bo to inspect and examine such flues, chim neys, pipes, furnaces, stoves and any other like devices or appliances for heating (including smlthshops and steam boilers used for any purpose) within tho limits of tho borough when ever any unsafe, improper or dangerous device as abovo enumerated shall be reported to them, or they shall have cause to believe is unsafe and dangerous, whether tho same shall have been here toforo or may hereafter bo constructed In any building, and consider and deter mine, whether the sumo is safe or dan gerous, and in tho porformanco of this duty said committee shall have the riant to cuter in and upon any aud all buildings, structures and premises at all reasonable hours whether such buildings ore already completed and occupied or aro in tho process of construction. See. 2. That if tho said, committee shall find uny Hues, chimneys, pipes, furnaces, stoves nnd other or uny like dovloes or appliances for heating, or smith shops or steum boilers used for any purpose la such a condition or situ ation, whether bv faulty construction or neglect, as to be in their judgment liable to cause a tire in tho building in which said flues, chimneys and heating devices or steam bollors or Bmlth Arcs may be placed, or to endanger an ad joining structure of any kind, they shall give prompt nonce to tno owner or owners, if found within the limits of this borough, and also to the occupier or builder of said premises in which such defective and dangerous device may be situated to immediately change, modify or repair in such manner and method as the committee shall then and there direct, so as to make the same safe from danger or liability of flro. 8ec. 3. Upon the expiration of five (5) days after tho alteration, remedy or substitution, which the said committee shall order and direct, It shall be their duty to again visit the premises, build' ings or structures and ascertain and determine whether the same has been repuirod, altered or modified according to directions given by said committee, and it tno samo snail not have been so done as directed it shall bo tho duty of said committee to prooeed immediately to effect the security of the property in jeopardy according to their judgment and decision. The person or persons owning suoh premises or -structure in whiob said defeotlvo or dangerous ap pliances may be discovered, if found within the limits of said borough, or if not so found, then the occupier, or in case of the erection of a new building. then the builder thereof, who shall not have obeyed the order of the committee within five (5) days named shall forfeit nd pay five (15.00) dollars for the use of said borough, and in addition to that sum all expenses necessarily arising la (No. 411.) Sec. I. Bo itordnlned by tho Burgess nnd Town Council of the Borough of Reynoldsville, &c: That from and after the passage of this ordinance, the Town Council bIihII annually on the first regular meeting night of tho newly elected Council appoint, one or moro policemen, to be selected from tho resi dents of snld borongh. In such localities as the Council may deem proper and convenient, und tho persons ho appoint ed shall bo notified by tho town clerk of their appointment, nnd of the timo and place tho Town Council will meet for tho purpose of administering the oath of offices to suld policemen, at least live duys before tho timo of meet ing of tho Council, for tho purpose aforesaid. And uny person who, ufter being so notified, shall neglect or refuse to appear und take the oath of olllco, and undertake tho duties of his appoint ment shall forfeit and pay for tho use of the borough the sum of ton dollars: Provided, that If after tho appointment of any person us nforcsutd ho shall ap peal before tho Council nnd show causo sutllclent to tho satisfaction of tho Coun cil thnt such person by reason of sick ness, ill-hcuit h or other good cuuso ought to bo excused from tho duties of snid of fice or from paying suld fino, tho Council mny excuse him; und in no cuse shall any person bo compelled to sorvo as police olllcer two yours in succession. Sec. 2. In ense of vnouncy or vacancies in the number of policemen, cither by failure of any person or persons appoint ed policemen undersocttononoof thisor dlnance, to appear und be sworn in, or tho removal from tho said borough, tho Council may, at uny mooting after Biich vacancy occurs, nppoint othor suitable persons to fill such vacancy or vacancies, and tho person or persons so appointed shall have the same notice, and be sub ject to like penalties as If appointed un der tho first section of this ordinance. Sec. 3. 11 shall bo tho duty of the police officers so appointed to perform such duties as may be required of them by the Town Council as woll as to suppress nil riotous and disorderly conduct in said Borough; to prevent breuches of tho penco; to urrest all disorderly or riotous persons und bring them before tho Chief Bur gess, and in his ubsonco any magistrate of said borough, to bo dealt with accord ing to luw. Every police officer who shull neglect to arrest any person or per sons committing any of the hereinbefore named offences, as orten as tne sumo shall come to tho personal notice of such policomun, shull bo subject to a lino, as provided under section iour oi this ordinance.
