All teli'irraph, telephone. electric liht and electric railway pule now erected or hereafter ti no creeled In the HnroiUfh of Iteynoldsvllle, which are or shall he ow ned by any linn, Indl vidual or cnritorntinn, shall he dcflir nated hv the names or initial of such ow ner, and each of such poled shall bear a distinctive ntimlier, together with the. names nr initials, and the number slum be legibly marked in nil paint upon the poles so designated; it shall bo the duty nf every sucli owner or owners annually on tho 1st day of April In each year, to make application to tho Street Commit- tco and Clerk for a license to maintain the poIch tlieretolori! erected for the en siiinir year, specifying the poles to ho maintained bv their proper designation as provided for In this Mention and tho Council shall cause tho Clerk to Issue a license to such applicants, which shall authorize the uiaintainanee of the poles designated In tho application only for a period of ono year from the meeting next ensuing the dato of said applica tion, and tlie charge nf issuing such a license shall be tho sum of fifty cents for each and every polo authorized tn bo maintained thereby and shall bo paid to the Horough Treasurer for tho use of tho Borough. Sec. 4. No telegraph, telephone, electric light or electric railway pole shall bo maintained within tho corpo rate limits of tho Borough of Ueynolds villo without an annual license for tho nialiitainaiico of tho same shall have been previously granted in accordance with the provisions of Sec. 3 of this ordinance. Any privilege heretofore granted by resolution or ordinance for tho erection or niaintainnnco of poles for any of said purKises are hereby ro pealco. Any jierson violating the pro visions of this ordinance shall be liable to a flno of five dollars for each and every polo so maintained without a license, to bo recovered as debts of like amount are now by law recoverable. After tho date of this ordi nance it shall be unlawful for any per son, persons, individual or corporation to nail, tack or paste any sign or adver tisement on any telegraph, telcphono, electric light or electric railway ixile or poles within the corporation limits of the borough of Reynoldsvillo and tho nailing, tacking or pasting of any such sign or advertisement on any polo or poles as aforosuld, shall be deemed a public and common nuisance. Any person, persons, individual or corporation violating the provisions of this section of this ordinance shall upon conviction thereof pay a fine of five dollars for each and every sign or advertisement so put up, which fine shall be paid to the borough treasurer for the use of the borough and shall be collected as debts are now by law collected. Any person, individual or corporation owning polos within the corporate lim its of tho borough of Rcynoldsville are hereby authorized to prosecute any per son or persons found violating the pro visions of this section of this ordinance but in Buch prosecutions the borough of Rcynoldsville shall not be liable for any costs, damages or expense incurred for prosecution by individuals or corpora tion.
