Whereas, it is the duty of Council, to establish ordinances to provide for the safety, comfort and convenience and. welfare of the people and to protect them from careless or negligent Use of dangerous substances. The Street Committee shall have direction of the construction and op 'ration of nil wires, instruments, apparatus and work used or intended for power and light in tho interior of nil buildings, public and private and on the streets, lanes and alleys and shall have supervision of every wire and tho manner of placing the same within any building, st -'cot, lano or alley designed to carry and supply electric light or power current and shall have the right to prohibit and forbid the usu of any wire, light, power, instrument or apparatus, which shall be defective, dangerous or Insecure, either In material, workmnnshlp or construction for operation and for each and every inspection of any building, street, lane or alloy, in which such light or power shall bo placed, tho saiilcoiumittoeshnll charge for the use of said llorougli nnd collect from the owner or owners of such building a fee not exceeding one 11. Tho said Street Committee shall notify the person, firm or corpora tion owning or operating any wires or lines, wheneverthoattiichments, insula tors, supports or appliances are unsuitable or unsafe and insiitllclent nnd if the same shall not be corrected and remedied within forty-eight hours after notieo, the said Street Comtnltteo shall causo tho same to bo forthwith removed at the expense of such individual, firm or corporation and shall also require all abandoned onload wires wherever found to be removed and upon fall nro or refusal by anvsiieli person or II rm or corporation to pay (lie same, the said Street Com mittee shall enforce Its payment by proper action at law In the name and lor tho use of the Horough of Keynohls ville. Sec. 4. Tho said Street Commit too shall have the right and It Is nindo Its duty to prescrllm from time to tlmo, reasonable rules and regulations for carrying out and enforcing tho provisions of this ordinance and not Inconsistent herewith such rules and regulations to be approved by Council, and shall have tho right to enforce tho same as well as the provisions of this ordinance through such person or persons as shall from tlmo to tlmo be required, authorized and appointed so to do. Sec. 15. Any person, firm or corpora tion violating or failing to comply with Bny of tho provisions of this ordinance or with any of tho rulesand regulations, which shall from time to time bo mado by tho said Street Com mittee and approved by Council as aforesaid, shall bo liable to a penalty of not less than ten ($10.00) dol lars, and not exceeding twenty-live ($25.00) dollars, which shall bo enforced and recovorcd summarily beforo any Justice of tho i'eaco or Magistrate within said Horough as other fines and penalties aro now by law collectable and all such fines and penalties shall bo by such Justices of tho I'eaco or Magis trate paid to tho Treasurer of tho bor ough and In addition thereto, tho person bo offending shall bo llahlo for all tho costs and expenses Incurred by said Horough, In enforcing any of tho pro visions of this ordinance or of tho rules and regulations aforesaid and which may bo enforced by an action of assump sit beforo any Justice of tho Peaeo or Mngistrato or Court of Common Pleas having jurisdiction thereof. Sec. 6. Council reserves the right to amend, revise or repeal the provisions of this ordinance at any time after the period of two years from the timo it be comes a law. Sec. 7.
