His measure amonds tho act of 1871, making the period fiva years instead of three for the introduc tion of new school books. He adds pen alties that will make tho law effective, if enforced. It provides that any school superintendent, controller, director or teacher, who doesn't comply with tho act, cuu bj fined $200 and deprived of his oiricu. State appropriations will not be paid, either, to district that do not obey the law. The reports received at the depart ment of Internal affairs show that there has been a steady increase in the total railroad earnings in Pennsylvania slnoe 181I0.- The report also show that there has oeon a decrease in the number of ac cidents.
