Savage has the best start, but only the election can toll the tale. A meeting of garment-makers was held in Pittsburg recently to consider what could be done to better their cod.' dition. Some of the statements made go to show that this class of workers have just reasons to oonsider the mat ter of wages. In one case reported six men work in a room 8x10 feet in size, In this room they work not less than fourteen hours and eat and sleep. The wages earned are from 00 cents to $1.25 a day. It is Bald that sack suits of clothing for men are made from 80 cents to 11.00, the latter being paid for the better class of suits. In some cases 8 cents are paid for making a pair of trousers. These are samples and not extravagant ones. Who will deny it that such wages as are paid in these shops, such accommodations as are fur nished the poor victims, and such hours as they must work are a burning shame to our country and our civilization? The people that are always looking for cheap clothing do not stop to oonsider how the garments were made so cheap ly, nor do they care, just so they gat a uit at the lowest possible price. The following Is an explanation given by a lawyer: "This form of verdict is peculiarly a Pennsylvania institution, and It has ex cited a deal of wonderment among poo- ple generally, who do not understand its signficance. The law requires tho judges to charge juries in quarter ses sions cases to make a disposition of the costs whenever the verdict is 'not guilty.' They may put the costs upon the dofendant, or on the prosecutor, or they may divide them between the prosecutor and defendant in such por tions as they see fit; or they may put the costs on the county. It would be hard to tell what the astute member of the legislature who originated the idea had in mind, but the probable explana tion is this: Under our system of Bond ing petty cases of assault, malicious mischief, etc., for trial in the quarter sessions, a large number of frivolous cases make their appearance at every term, and, of course, a bill of costs Is attached to each one of them. Quite often the parties are both more or less blame-worthy, and one or the other is muloted in the costs. If the verdict was put In this form, "just guilty enough to pay the costs,' it would be more in telligible and express exactly the idea intended to be conveyed. A good many of those petty cases are throttled by the grand jury (at times more than half of all they invesigate) but still justices send them in believing that they are required to do so."
