"Francis A. Woaver, Chlnf of the
Division of Lands and Railroads,
6oorotury'8 olllce, Department of the
Interior, was appointed to office by
S-cretary Noblo on April 29, 1889.
Ho is a native of Pennsylvania, and
his appointment is accredited to that
State. Mr. Woaver has been engagod
in editorial work for more than
quarter of a century. When the War
of the Rebellion broke out It found him
at a printer's case In the office of the
Greensburg Herald, where he had just
e impluted an apprenticeship In thatart,
and, imbued with the patriotism common
at that time, he threw down his stick
and rulo to follow his country's flag,
bttcoming a member of the 11th Regi
ment, Pennsylvania Volunteers, the
first three months' men. He left the
sorvlo i in July 1805, a member of the
Bth Ohio Vol. Cav., and Immediately
tht-ruaft t took up his residence in
Brook villo, the county seat of Jefferson
Canity, Pa., where he became the
editor and associate publisher of the
W'snkly Republican, and in the long
y ain that have intervened his name
Iiuh ev t remained at the mast-head of
that paper. In 1888 he was elected a
. m inb-rof tha Pennsylvania legislature,
a position ho filled to the entire satis
faction of his constituents, until ap
pointed to his present position, when he
tend-'r d his resignation. The Division
of Lands and Railroads during the
administration of the Department of
the Interior, under Secretary Noble,
has disposed of a large and constantly
increasing volume of business, and Mr.
Weaver's work in that connection has
given evidence of ft high order of
executive ability.
