Restdonta of a City Whose Government
Hm Been Termed an "Absolute Au
tocracy," a "Despotism" and an "Oll
QaroJiy" Will Vote In November.
For tho first tlmo In long years resi
dents of Washington will vote this No
vember In a presidential election. Dis
franchised Inhabitants of the national
capital will le able to register their
political opinions at the poll, and when
Uie returns ore counted Washington
and Uio country will know whether tho
army of government clerks and others
who mako up Uie H.r0,000 population of
Ui District of Columbia favor Mr.
Tuft. Mr. Wilson, Mr. Itooscvelt, Mr.
Chafln, Mr. Debs or any other candi
date. The Bad thing about this election,
however, Is tliat It la not legnL It Is
an experimental election a "fake"
election. Its purpose is to determine,
first, Iww many citizens of voting age
want to voto; second, to show to the
country, including congress that a clty-
ful of American citizens want the right
to voto, and, third, to test the senti
ment for "home rule for Washington."
This "direct action" scheme is the
plan of tho Suffrage league of Uio Dis
trict of Columbia. The executive com
tnlttoG of that body held n meeting re
cently and mapped out its campaign.
Ancient ward linos which existed when
Washington did vote will be retraced.
Booths will be set up in schoolhouses,
drug storcfl nnd corner grocery shops.
Watchers will Ik pressed Into service,
statisticians employed to figure up Uie
results, and all Uio machinery of a No
vemler election will be assembled and
oiled up ready for running. The big
preliminary Job, however, is to rouse
public Interest In Uio scheme, and to
educate a citizenry which has forgot
ten how to vote to Uie necessity of
turning out and making their X marks
before sunset on the experimental
Tuesday.
Women Can Vote.
Alroody nine organizations, including
civic, religious nnd political bodies,
havo bocome alilliated wlUi Uie new
organization, nnd it is Uie purpose of
Uio Suffrage league to Invite citizens'
associations to Join in. Dues range from
$1 up to Uio extent of Uio individual's
doslro for Uio ballot, and the size of
his purso. A feature of Uio plan Is
that ovory citizen over twenty-ono will
bo privileged to vote and tho word
citizen includes women as well ns men.
Thoro Is no color line.
This election is declared to bo but n
preliminary step. When Uie desire for
self government is made clear by di
rect action, the league plans to take
Its grievance to congress.
Tho traditional reason given to new
comers In Washington In explanation
of tho present votelessnosB of tho city
is that tho negroes are In a majority.
The latest statistics, however, do not
warrant this view. They show that
Uio ontiro black nnd mulatto popula
tion Is only a trifle over 125,000, or a
lltUo more than one-third of tho en
tire population of Uio district.
Washington's Kind of Government.
Open air meetings nro taking place in
various parts of tho city, in an en
deavor to stir up enthusiasm for Uio
experimental election. At Uiese gath
erings, held on street corners, sponkers
quote various worthies to support their
view of Uio deplorable political condi
tion of residents of Uio city, where
Homo of tho biggest politics in the na
tion Is played. For Instance, it is
pointed out tiiat a former commis
sioner of Uio District, Henry II. F.I
Macfarland, once stated that Uio people
of Washington nro governed by an
"absolute autocracy, not legally re
sponsible to tho people," nnd that Sen
ator Blair stated on Uie floor of Uio
senate that Uio District was a "vast
community of political slaves."
Saylcs J. Bowen, who was mayor of
Washington when Washington had
majors, is quoted as of tho opinion
that Uio government of tho District Is
"a despotism moro complete, and nn
oligarchy moro antagonistic to Repub
lican Institutions than nny which ever I
existed under an absolute monarchy."
It is urged by Uio agitators that tho.
present appointed commission form of
government "favors some classes of
Uio wealthy, tho burden of taxation Ik
ing maintained by the poor icople."
