construction of a $2,000,000 plant
for the P. D. Armour company. He

Tho United States and Canada have
negotiated a treaty which controls
the diversion of water from tho Ni
agara river and preserves tho scenic
grandeur of Niagara Falls for all
time. Tho treaty goes into full ef
offect automatically In March, upon
tho expiration of tho law which now
limits some of its provisions.
Vho international agreement was
made In responso to a general de
mand that the question of water di
version bo settled onco and for nil
In accordance with expert opinion.
The treaty makor had oxhaustivo
tests conducted by hydraulic en
gineers, and It was determined that
diversions should not exceed 30,000
cubic feot a second on the Canadian
side and 20,000 cubic feet a second
on tho American side, out of a total
flow of 240,000 cubic feet a second.
Tho uso of this quantity of water for
power purposes, tho engineers found,
would not affect the appearance of
tho Falls sufficiently for the eye to
detect. Slnco only about halt tho
quantity permitted by tho treaty Is
now diverted, twice tho present
horse power can be produced with
out affecting the ecenlc beauty of the
fall.
