OF THE QUALIFIED ELECTORS,
Constitution of Pennsylvania
Article VIII.
Section 1. Every male citizen
twenty-quo years of age, possessing
the following qualifications, shall
be entitled to voto at all elections:
First Ho shall have been a citi
zen, of the United States at least
one month.
Second Ho. shall have resided in
the State one year, (or if hairing
previously been a qualified elector
or native born citizen of the Stato,
bo shall bavo removed therefrom
and returned, then plx months)

OF ELECTION OFFICERS.
Constitution of Pennsylvania Art.
VIII.
Section 1 4 District election
boards shall cpnsist of a judge and
two Inspectors," who shall be chosen
annually by tho citizens. Each
elector shall have tho right to vote
for tho -judge and one Inspector, and
each inspector shall appoint one
clerk. Election officers shall be
privileged from arrest upon days of
election, and whllo engaged in mak
ing up and, transmitting returns, ex
cept, upon warrant Of a court of
record or Judge thereof, for an elec
tion fraud, for felony1, or for wan
ton breach of the peace.
Section 15 No person shall be
qualified to serve as an election of
ficer who shall hold, or shall with
in two months havo held any office,
appointment or employment under
the government of tho United States
or of this State, or of iany city or
qounty or pf any municipal board,
commission or trust In any iclty, save
only justices of the peace, and al
dermen, notaries public and persons
In military service of the State; nor
shall any olectlon officer be eligible
to any civil office to be filled by any
election at which ho shall serve,
save only to such subordinate' muni
cipal or local offices below the grade
of city or county offices as shall be
designated by general law.
ACT OF JUNE 2G, 1885, SEC
TION 10.
Every person excepting justices
of the peace who shall hold any of
fice or appointment of profit or trust
under the government of the United
States, or of this stato, or of any city
or incorporated district, whether a
commissioned officer or otherwise,
a subordinate officer or agent who 13
or shall bo employed under the leg
islative, executive or judiciary de
partment of this state, or of the
United States of America, or of any
city or incorporated district, and . also
every member of Congress, and of
the Stato Legislature, and of, tho
select or of common council of any
city, or commissioners of any in
corporated district, is by law incap
able of holding or exercising at the
same time the office or appointment
of judge, inspector or clerk of any
election of the commonwealth, and
no inspector, judge or other officer
of any such election shall be eligible
to any office to bo then voted for,
except that of an election officer.
ACT 2 JULY, 1839.
Section 1C if any
vacancy shall continue In the board
for the space of ono hour after the
time fixed by law for the opening
of the election, and qualified voters
of the township, ward or district,
for which such officer shall have been
elected, present at the place of elec
tion, shall select one of their num
ber to fill such vacancy.
ACT 30 JANUARY. 1874.
Section 9 All Judges, Inspectors,
clerks and overseers of any election
held under this act, shall before en
tering upon their duties be duly
sworn or affirmed in tho presenco of
each other. The judge shall be
sworn by tho minority inspector, if
there shall bo such minority Inspec
tor, and In case there bo no minor
ity Inspector, then by a justice of
tho peace or an alderman, and the
Inspectors, overseers and clerks shall
be sworn by .the judge. Certifi
cates of such" swearing or affirming
shall be duly made out and signed
by the officers so sworn, and at
tested by the officer who adminis
tered tho oath,
PRIVILEGES OF ELECTORS AND
OFFICERS.
Constitution of Pennsylvania
ARTICLE VII.
Section 5. Electors shall in all
cases except treason, felony, and
breach of surety of tho peace, be
privileged from arrest during their
attendance on elections and in go
ing to and returning therefrom.
Section 14 Election officers shall
be privileged from arrest upon days
of election, and while engaged in
making up and transmitting returns,
oxcept upon warrant of a court of
record or judge thereof, for an elec
tion fraud, for felony, or for wan
ton breach of tho poace.
OF THE CONDUCT OF ELECTIONS
Act 30 January, 1874.
Section 5. At all elections here
after held under tho laws of this
Commonwealth, the polls shall be
opened at 7 o'clock a. m. and closed
at 7 o'clock p. m.
Section 8. At tho opening of the
polls at all elections, it shall be the
duty of tho Judges of elections for
their respective districts to desig
nate one of tho inspectors, whoso
duty it shall be to have In custody
tho registry of tho voters, and to
make the entries therein required
by law and it shall bo the duty of
the other said Inspector to receive
and number tho ballpts presented
at said election.

Section 13. As soon as tho polls
shall close the officers of the elec
tion shall proceed to count all tho
votes cast for eaph candidate voted
for, and make a full return of the
same in triplicate, with a return
sheet in addition, In all of which the
votes received by each candidate
shall be given after, his name,i first
in words and again in figures, and
shal( be signed by all tho said offi
cers and by overseers If any, or If

A JOINT RESOLUTION.
Proposing an amenament to the
Constitution of the Common
wealth of Pennsylvania, so as to
consolidate the courts of common
pleas of Allegheny County.
Section 1. Bo It resolved by the
Senate and House of Representatives
of tho Commonwealth of Pennsylva
nia in General Assembly, met, That
tho following amendment to tho
Constitution of Pennsylvania be, and
tho same is hereby, proposed, in
accordance with the eighteenth ar
tlclo thereof:
That section six of article five be
amended, by striking out the said
section, and inserting" In place there
of the following:
Section C. In the county of Phil
adelphia all the jurisdiction and
powers now vested in tho district

subject to such changes as may be

shall bo In Philadelphia vested in
five distinct and separate courts of
equal and co-ordinate jurisdiction,
composed nf three Judges each. The
said courts in Philadelphia shall be
designated respectively as the court
of common pleas number ono, num
ber two, number three, number
four, and number five, but the num
ber of said courts may be by law
Increased, from time to time, and
shall be In like manner designated
by successive numbers. The num
ber of judges in any of said courts,
or iu any county where the estab
lishment of an additional court may
bo authorized by law, may be In
creased, from time to time, and
Whenever such increase shall
amount In the whole to three, such
threo Judges shall compose distinct
and separate court as aforesaid,
which shall he numbered as afore
said. In Philadelphia all suits shall
bo Instituted in the said courts of
common pleas without designating
the number of the said court, and
tho several courts shall distribute
and apportion tho business among
them in such manner as shall be
provided by rules of court, and each
court, to which any suit shall bo
thus assigned, shall havo exclusive
jurisdiction thereof, subject to
change of venue, as shall, be pro
vided by law.
In the county or Allegheny all the
Jurisdiction and powers now vested
In the several numbered courts of

the following Is' pr6posed as an
amendment to tho Constitution of
the Commonwealth of Pennsylvania,
In accordance with tho provisions of
tho eighteenth artlclo thereof:
Amendment to Article Nino,
Section Eight.
Section 2, Amend section eight,
article "nine, bt tho Cdnstltutlon of
Pennsylvania, which reads as fol
lows: "Section 8. The debt of any
'county, city, borough, township,
school district, or other municipality
or incorporated district, except as
herein provided, shall never exceed
seven per centum upon the assessod
value of the taxable property there
in, nor shall any such municipality
or district incur any now debt, or In
crease its Indebtedness to an amount
exceeding two per centum upon such
assessod valuation of property, with
out the, assentof the electors there
of at a public election in such man
ner as shall be provided by law; but
any city, tho debt of- which now ex
ceeds soven per centum of such as
sessed valuation, may be authorized
by law to increase the' same three
per centum, in the aggregate, at any
one time, upon such valuation," so
as. to read as followp;
Section .8. Tho debt ot any coun
ty, city, borough, township, school
district, or other municipality or In

of tho taxable property therein, nor
shall any such municipality or dis
trict Incur any new debt, or Increaso

any city, tho debt of which now ex
ceeds seven per centum of such as
sessed valuation, may bo authorized

one time, upon such valuation, ex
cept that any debt or debts herein
after Incurred by the city and coun
ty of Philadelphia for the construc
tion and development of subways for
transit purposes, or for the construc
tion of wharves and docks, or the re
clamation bf land to bo used in the
construction of a system of wharves
and docks, as public Improvements,
owned or to be owned by said city
and county of Philadelphia, and
which shall yield to tho city and
county of Philadelphia current net
revenue In excess of the interest on
said debt or debts of the annual in
stallments necessary for the can
cellation of said debt or debts, may
be excluded in ascertaining the pow
er of the city and county of Phila
delphia to become otherwise in
debted: Provided, That a sinking
fund for their cancellation shall be
established and maintained.
