BRITISH INCONSISTENCY.
French Ulllelal lllNinmses the Sela-
urr of Ainerltnn Flour.
Paris, Dec. 30. The virtual seizure
by British officials ot vessols laden
with American flour consigned to the
Boers has aroused renewed Interest
In Pars. An official of tho French
foreign office said to a press corre
spondent with respect to the seizure
of breadstuffs:
"Such a seizure Is absolutely outsldo
of International rights and as foolish
as though Great Britain, supposing her
to be at war with Switzerland, snouia
declare a blockade of Hamburg for fear
certain goods, should reach the Swiss
irom uuu guurce.
"A decision to consider breadstuffs
contraband a'ould "be regarded In dip
lomatic circles aa a suicidal policy for
Great Britain, as she would be most
dependent for food supplies upon other
nations In case a war arose Involving
her."
Tho official then proceeded to point
out a number of precedents against the
action of Great Britain In this matter
He cited her own refusal, during the
Franco-Prussian war, to recognize as
contraband coal consigned to Franco
although It was known to be Intended
for warships. A still more pertinent
Instance arose during tho Franco-Chi
nese war, wh'n Great Britain declined
to accept a declaration of France raak
Ine rice contraband.
Obviously, however, the chief ground
for apprehension Is the belief that, If
Great Britain should establish a cor
don of vessels across Delagoa bay, It
would be necessary for all nations to
send naval vessols there to protect
Individual rights.

London, Dec. 30. A press corre
spondent recently Interviewed Lady
Sarah Wilson In a bomb proof shelter
of her own construction nt Mafeklng.
It wbh under the residence of Mr. Well.
Tlieie she 1b enabled to exist with some
degree of comfort, and If she chooses to
spend a part ot the time In tho house
her shelter Is close enough to enable
tier to takp cover between tno ring ot
the warning hell and the arrival of the
projectile.
Tho correspondent was struck with
tho fact, on entering her bomb proof
refuge, that Lady Sarah Is unquestion
ably an old campaigner. Even In this
noisome, dark hole, dug under the
ground, sh manages to make herself
comfortab e. She has whisky and
soda, as well an cigarettes, to otter
visitors.
Lady Surah's adventures wore ex
citing, sometimes amusing and often
spiced with considerable danger. It
was on a Thursday that she left Mafe
klng. She arrived nt Setlagoll hotel
that night. Before morning she was
aroused by the rattle of musketry
and the boom of guns. It was Captain
Nosbltt, of the Mashotialatid mounted
police, now a prisoner in tho bauds of
the Boers, who was lighting desperate
ly, unable to get back or to go forward,
but holding the wrecked armored train
until the last. As soon as daylight
would allow Lady Sarah plucklly rode
to the scene nf action and photograph
ed the wreck.
Finding that her presence nt Setla
goll exposed her to Insults, the Boers
moved her to Mosutl. where she enjoy
ed the hospitality of a colonial farmer.
By moans of heavy bribes she persuad
ed nntlves to carry information to and
fro. Extraordinary stories regarding
her were cltculated among the Boers.
One was that she was the wife of an
Kngllsh general, another that she was
a granddaughter of the queen and had
como to spy upon the doings of the
Boers, and a third that sho was the
only female survivor of Mafeklng, hav
ing escaped In the guise of a woman.
Lady Sarah visited Vryburg. She
was driven there by a young Boer, who
passed her off as his sister. She found
loyalists, who gave her official dis
patches nnd news. She stayed In the
hotel all day and stole out nt night to
do shopping. On visiting the hospital
she found that orders had been Issued
that no one should leave the town.
The gallant Boer had to answer some
curious questions put by the landrost
before be could get permission for him
self and his "slater" to leave. They set
out at 4 o'clock in the morning. In fear
of being recognized, and got away
safely.
After the Boors discovered that she
had been mixed up in dispatch run
ning she wont to Commandant Sny
man's camp wl'h a view of getting
back to Mafeklng, but Snymau revised
o let her go ro Mafeklng or even to
Setlagoll. Ho proposed sending her to
Zeornst as a prisoner of war, or, aa an
alternative, to release her if VHJoen
were given " by the British.
At first she refused to ask Colonel
Bnden Powell to do this, but finally she
changed her mind. Lady Sarah gath
ered from her varied experiences
among the Boers that they are hearti
ly sick of tho war.
