This session of Congress, beginning
to-day, will be very important. Greut
business interests, such us the Nicur
agua Canal, the laying of the Piioitlo
cable, the building up of our mer.
chant marine and the fixing of gold
as the uiouetary standard will occupy
considerable time. Then there Is the
grave question of the government of
our possessions won from Spain. So
far as Hawaii and Porto Hico are
concerned there should be little dlfTl
culty. Cuba may give us some
trouble, but the Cuban question is
not particularly pressing. 'As to the
Philippines, some form of govern
liient must be Instituted. The re
bellion Is practically at an end.
Dk. Edwaiid BnooKS, Superin
tendent of Public Schools of Phila
delphia, has published a report which
will be interesting to parents as well
as school children, because It deals
with what he regards as tho proper
limitation of home study by pupils
of the public schools. Among other
things he says : "It Is my judgment
that no definite amount of home work
should be assigned in the first two
years of a child's school life. Be
ginning with the third, and especially
in the fourth year, some home work
may be required, but it should be
wisely limited so as not to become
burdensome to the children nor in
terfere with the freedom and spon
taneity of their home life. In the
grammar grades the work may be
gradually increased in time and in
deflnlteness of requirements, so that
the pupils may feel that there is some
thing for them to do in acquiring an
education, and that it does not all
Test with their teachers."
The Orat Battle of i9oo.
The Chicago platform of '9(5 made a
new departure for the Democratic
party, and it is not disposed to get
away from it, because it brought
them the aid of the Populists and all
elements of discontent. It is this fact,
more than any subsequent election
result, which makes Bryan the in
evitable nominee, and it makes the
reaffirmation of the Chicago platform
equally inevitable.
When this is done the gold Demo
crats not controlled by the machine
will jump the traces and vote for
McKinley. The new issue of anti
imperialism will be dead before the
campaign begins, and both parties
will line up against the trusts. Mc
Kinley has already won his renomina-
tion, and his election will follow,
barring the unforseen.
It is said that the Democratic Com
mittee favors the holding of its na
tional convention much earlier than
that of the Republicans, and even a
date as earlv as some time in March
is suggested. This would be revers
ing the usual order, to what valuable
end is not conceivable, unless it Is ex
pected that the ularm caused to bus!
ness might tend to arrest the progress
of the prosperity which now dis
courages all Democratic hopes.
It would act the other way, how
ever, by increasing the determination
of the prosperous people to prevent
the blight of possible Democratic
triumph at the eleotion. The sooner
the convention meets the sooner it
will be made manifest to everybody
that the Democratic party is fighting
against the continuance of a period
of national prosperity unexampled in
American history.

Chicago, Dec. 4. A novel boycott of
the wares of the .piano manufacturers
who have locked out their employes
has been decided upon by the Chicago
Federation of Labor. The plan is to
induce the renters of pianos to shun
the product of the factories Involved
in the labor troubles. Wherever tha
tabooed Instruments are found on rent
the users are to be asked to return
them to the warerooms where they
were obtained and to replace them at
once with Instruments made in fac
tories that have refused to Join the
lockout.

Tho place where this engagement

fighting was very sovcro and lasted

why so many of their w-omeii were
captured. There were several other en
gagements of minor Importance dur
ing tho week following.
Miners OiiNtfd by Women.
Choyenno, Wyo., Doc. 4. A week
ngo 600 miners employed In tho mines
of tho DIamondvlllo Coal and Coke
company, at DIamondvllle, Wyo.,
struck for an Increase In wages. Their
demands were refused hy the com
pany, and after a short shutdown
operations were resumed with a small
forco of non-union men. Yesterday a
mob of 300 women and girls, armed
with guns, knives, clubs and stones,
marched on the mines and compelled
the operators to flee. The miners at
work wore dragged from the mines and
also driven away. Several were se
verely Injured. The deputies were
powerless. More trouble Is expected.

been expecting that the growth of the
empire's revenues would yield the
funds required by Emperor William's
naval project, thus avoiding additional
taxation. If, however, the present do
crease In receipts continues the pas
sago of the bill will be Imperilled, h'ot
several months there hns been a rela
tive nnd absolute decrease, that for
October being 3,500,000 marks, when
the receipts for tho month are com
pared witii those of October last year.
The government had expected an In
crease of 30.000,000 marks annually,
but the total inciease during the last
nine months has been only 500,000.

from Santos, Brazil, with coffee, are
detained at Quarantine, having come
from a bubonic plague port. They are
the J. W. Taylor, Roman Prince, Las
sell and Ragusa. Seven lighters, with
the cargo of coffee discharged from
the J. W. Taylor, aro anchored oft
Clifton, S. I., under close observation
of the police patrol. Three lighters ol
the seven have served the eight days
detention required by Health Olllcei
Doty and are free from further quar
antine restrictions as far as Dr. Doty's
department is concerned. The plague
patients on Swinburne Island are doing
well. There is no illness among the
crews or stp-edores detained on board
of the ves.-!" or at Hoffman Island.

Bryan, who Is here with ex-Governoi
Hogg, on an outing, spoke yesterday
at some length on next year's cam
paign. Mr. Bryan states that the Dem
ocrats will make gains next year
among large classes of people. "It will
not be a question of whether or not
the Democrats can win," said he, "but
how large the majority will be. I .have
no fear for the outcome. The recent
elections to. an unbiased mind plainly
Indicate that the Democrats had the
better of It in nearly all states In
which elections were held."
