The Cape Town correspomltnt of The Dlly Milll, tele grnphlug at 9: 15 last evening, says: General Yule has performed a bril liant strategical movement. Uy a swift march to the south, leaving Glen coe empty, he has effected a Junction of his forces with those of Sir George Stewart White, slightly to the north of Ladysmlth. The two are now In a position to offer battle. I believe the first attack will be made on the large Free State force which entored Natal by way of Tintwa Pimm, and which has since heen harassing Iadysmlth. Tho military authorities decided that by joining their forces the two generals would be better able to cope with one large force ut a time than by having two small detachments to oppose simultaneously two big Doer forces. Accordingly, after defeating the Fre State troops, they will offer battle to Cotnmundant General Joubert. Only 40 miles now separate the two Doe" forces. Hence the need tor swift and telling action. The two sections of the Boer army together outnumber the entire British force by 3 to 1. Hard fighting is cer tain at a very early date. Our men ar confident, and there Is much en thusiasm. The fighting today outside Lady smith was a mere brush. The losses ou neither side were significant. It OENEHAL 8Y110HS. was merely an artillery duel, In which the Boers came off decidedly the worse. Although there Is no reason to doubt the accuracy of the dispatch from Cape Town to The Dally Mall regard ing General Yule's movement, It Is curious that General White's telegram to the war office makes no mention of a Joining of forces, so that It Is Im possible to confirm or deny the news. General Yule's movements wero ac tuated by sound Judgment, since he soon would have been surrounded and in a desperate position. The com bined forces at Ladysmlth, now amounting to some 12,000 men, will be amply sufficient to act on the defen sive. The colonial office last evening pub lished a cable dispatch received from the British high commissioner In South Africa, Sir Alfred MUner, com municating a significant dispatch from Sir Gbdfrey Lagdcn, the British resi dent commissioner In Basutoland, call ing attention to the recklessness of the Basutos, who, he says, he has been trying to calm. The resident commis sioner adds: "Our policy, however, has been made difficult by the bluster ing ef tho Boers, who have freely threatened to attack Masuru and other stations. Those threats, combined with intriguing, have contributed to arouse excitement among the natives. I wish to place it on record that the Boers have unwisely attempted to shake the allegiance of the Basutos and frustrate our efforts toward tran quility. The Boers, therefore, are re sponsible for any commotion and for the alarm regarding native Invasions which now prevails." The colonial office has received a cablegram stating that President Steyn, of the Orange Free Stato, has Issued a proclamation annexing that part oi Capo Colony which is north of the Vaal river. This means Grlqualand West and Bachuanaland, and is ap parently In consequence of the Free State forces having seized the railway and all stations north of KImberley except Mafeking, unless Mafeklng has fallen since the last news from there, which is a week old. The following advices have been re ceived here from Maseru, Basutoland, dated Oct. 23: A reliable native lately visited a laager of Orange Free State troons JuBt opposite Masuru. He found it to constat of wagons, surrounded by turf puea tnreo teet nign. He noticed onlv & few Mausers. The Boer commandant questioned him regarding the feeling oi ine amerent uasuto chiefs, princi pally the paramount chief, Lorothodl, and In order to draw the commandant, the native replied that tho chiefs sided with the Boers. Thereupon the commandant said the two republics wished to kill the Brit ishers and to take over and govern the Basutos, restoring to the latter that part of the country which the Free State formerly took from them. As to the Britishers, those whom they failed to kill they would drive into the sea. The commandant wished a decision on the part of Lorothodl and the other chiefs as soon as possible whether thoy would fight the Boers or the Brit ishbecause his contingent was anx lons to help the Boers elsewhere. He acknowledged that his men were afraid of the Basutos, because their wives and families, as well as their cattle, were within reach of a Basuto Incur sion, and he said he was prepared to enter into an agreement with the chiefs, signing tue same, to give a very substantial recompense to - tho trlbosmen for assisting the Boers. Falling this, It the Basutos would give a written undertaking not to assist either side, the commandant said his forces would withdraw from the Ba sutoland border and go to the assist ance of their countrymen where the fighting was hottest. The Boers on tha Basutoland frontier, according to tho best information obtainable at Maseru, number about 2,600.
