AGUlNALpo, who in his recent proc
lamation spoke of the Democratic
party in the United States as his
principal ally, finds no occasion to
change ids views on that subject.
It seems probable that the Demo
crats in 1000 are about to repeat their
action in 1804, when they declared in
national convention that the war
policy was a failure and demanded its
abandonment. It is recalled that it
was many years thereafter before the
Democracy secured even a measure of
the country's confidence. Is history
to be repeated ?
Thk evening paper is coming to be
more and more the paper of the
family and the main reliance, on the
' one hand, of busy men and women
for the news of the day brought to
them fresh whenthey have the leisure
to give attention to it ; and, on the
other hand, the most servicablo and
best devised means of bringing to the
attention of the buying public the
wares and prices which the men of
trade have to offer.
Next year's political platforms will
denounce business combinations that
encroach upon publio rights. All
parties alike will take this position
and all are taking it this year in the
statement of principles. The Repub
lican party ranged itself against
trusts as early as the national plat
form of 1888. There is much talk
among Democratic leaders of mak
ing trusts the paramount issue in
1000. But their sincerity' may be
doubted when it is found that they
can not discuss trustB without brandl
ing off into an assault on the protec
tive tariff. i
Poisons In Poods.
The poisoning of sixty four persons
by ice cream at a festival in Clarion
county was traced to the fermenta
tion of the milk. The wisdom of
testing food articles that are to be
used for large parties is enforced.
Milk is always a possible source of
danger, either from the development
of poisonous qualities in this manner,
or from the existence of typhoid, or
scarlet fever, or diphtheria in the
family of the milkman. In the cities
there is a system of inspection that
measurably protects the people, but
In the country effort is seldom made
to meet the danger. And, in spite of
the warnings of pure food congresses,
the people of large communities are
subjected to dangers quite as grave.
The health of oities is threatened
by polluted water, infected air and
adulterated food articles, of which
tlio health offloials take little account.
Chemists have found injurious quan
titles of lead in oonfectionery, and in
some bakery produots which it is
used to color. Cases of chronic lead
poisoning have followed the eating
of cream puffs, tea buns and the like,
and whenever the vigilance of the
health officers is relaxed milk is
adulterated not only by water, but
by deleterious substances that giye
color and an appearance of richness.
It Is the proper business of publio
health offloials to relieve the people
of the responsibility for these dangers
and to insure a reasonable measure of
safety. They are endowed witli an
authority that is arbitrary and virtu
ally absolute. It is within their
province, and it is praotioable, to
prevent the sale of all things calou
lated to impair the health of the
people. They are supposed to have
the special knowledge that enables
them to discriminate between real
dangers and the exaggerations of
alarmists.

Washington, Aug. 2t. According to
rocent advicos received at tho war de
partment, tho experiment of enlisting
natives of the Wost Indies Into tho
American navy has proved qulto suc
cessful In tho case of tho Porto Ulcan
battalion of United States volunteers,
which body completed its organization
a few week ago. This battalion is com
manded by- Major L. P. Davidson, and
Is the only ono of Its kind in the army.
Lieutenant Brland, who is the bat
talion adjutant, says that tho Porto
Itlcan soldlors aro a fine lot of men,
obedient and willing to learn. They
take great pride In being Boldlcrs of
tho United States army, and always
dress very cloan and neat, and aro a
valuable addition to tho army.

Victoria, B. C, Aug. 24. Advices
from tho Orient by steamer Kinshu
maru aro brought of a battle between
Formosan soldiers and Japanese gar
rison troops at Keolung. Ten Japanese
and 31 Formosans woro killed. In a
conflagration tho village of Echijo was
wiped out. Four hundred houses were
destroyed and 120 Japanese were
killed. The captain's boat of the
wrecked steamer Nunoblki Maru has
been found. It Is feared all were
drowned, as the boat was empty. A
British pilot boat was looted at the
mouth of the Yang Tso Klang by Chi
nese pirates. Captain Roberts was in
jured by pirates and removed to Shang
hai for medical treatment.
Killed by Lnwloss Nocro.
Pittsburg. Aug. 24. William Law-
ler, white, was shot and instantly killed
yesterday by an unknown negro at
WHIock, a small station on tho Wheel
ing division of the Baltimore and Ohio
railroad, about ten miles from this city.
The murder has so Incensed tho white
men of the community that a race war
is threatened. Wlllock Is the terminal
of a big tunnel being cut through tho
hill and many negroes are employed
at the works. Saturday was pay day
and since then fighting, shooting and
lawlessness generally has been the
order of tho day.

Kansas City, Aug. 24. A letter to
The Star, from Manila, says: "General
Frederick Funston has been tempor
arily relieved from duty at San Fer
nando, and will go to the Second re
serve hospital to receive treatment ne
cessitated by the reopening of a wound
incurred while in the Cuban army. It
Is thought General Funston will not
again return to active duty, as his
term of service will expire Sept. 2, and
ho has requested and been granted per
mission to return to tho United States
with tho Kansas regiment."

City of Mexico, Aug. 24. The minister
of war says General Tores, command
ing the federal forces near Torin, has
the Yaqui situation well In hand. He
has 300 National Guards, 1,700 infantry.

gagement. They have escaped to the
mountains and guerrilla troops havo

miral Sampson's flagship.
Alabama's Trial Trip Noxt Mondny.
Washington, Aug. 24. The navy de
partment has been notified that the
battleship Alabama Is so far along that
her builders trial will be made on next
Monday, whon she will leave Cramps
shipyard for a trip down to the capes
and back.

Big Rapids, Mich., Aug. 24. John
Fonnlng, of this city, was driving yes
terday with two daughters of John
Drager, residing near Beghold's Mill.
A Detroit. Grand Rapids and Western
train struck the rig at Maynard's cross
ing. The oldest girl was killed in
stantly and the other may die. Fen
nlng has a bad scalp wound. Ho was
carried 40 rods on the cowcatcher.
