The Call publishes the roport of ho trl-pnrtlto commission sent to Samoa, making various recommendations regarding the hew form of government decided upon by them as most suitable for the Isl anders. Theso resolutions are based upon the best features of tho Berlin treaty and Include tho principal feat ures of the proposed new treaty as amended and modidod by the commis sioners. The oQlcIal report ot the com missioners and the draft of tho pro posed amended treaty are said to be now on the way to the respective gov ernments. Tho roport Is signed by Commission ers Bartlett Tripp, for the United States, C. N. Klllott, for Great Britain, and II. Sternberg, for Germany, ana is in substance as follows: Wo have temporarily abolished tho kingship and recommended that It ho permanently abolished. The action which wo have taken in tho matter does not nppear to havo nroused any hostile feeling among the natives. No doubt many great chiefs regret that they will no longer havo an oppor tunity of gratifying their ambitions and lndulclnc that passion for rank and ceremony which is lnnato in tho breasts of overy Samoan. But oven tho chiefs have acquiesced In the change; some of tho mo3t Important navo stated that they think It Is for tho good of Samoa, and wo believe that tho population, unless worked on uy ex traneous Influences (which Is unhap pily not lmnosslblo). will assent to the abolition without a murmur and with out regret. It seems imposslblo to say ox tna offlce any good whatever. It Is com paratively modorn as an institution. It served no usoful purpose. In recent years, at any rato, tho king had no authority or practical powor to oven collect taxes beyond tho limits ot tho municipality and within those limits his authority was superfluous. Tno greater part of tho population was to all Intents and purposes In permanent rebellion against him, and tho more fact that orders wore Issued through him was liable to nrovoko disobedi ence in many districts. Further, It seemed Impossible to dovlso any plan by which an undisputed or even peace ful succession can be secured, In the place of the kingship wo pro- Dose to create a system or native gov ernment analogous to tnat wmcn works successfully In Fill. Tno ibi nnds will be divided into certain ad ministrative districts (corresponding as nearly as possible with those rccog nlsod by Samoan usage), for eacn 01 which a chlof will bo responsible, and theso chiefs will meet annually at a place In a native council to discuss such matters as Interest them, and make recommendations to tho admin' ,Rtmtor and council. Perhaps tho evils which it Is least oasy to curo aro thoso which arise from tho rivalry and mutual hostility or tho different nationalities. This hostility pormoates all departments of llfo. Wo propose to introduce an element of unity and centralization into tbo gOV- ernment by the appointment of an ad mlnlstrator, who will doubtless bo ohoson from some disinterested power, Ho will be assisted by a council of delegates from tho throo governments, who might exorcise such consular functions as nro necessary In Samoa. We propose to give this administrator a largo moasure of authority, which, if exercised by a just and capable man, should onablo him to put an end to many disputes Wo propose that the administrator and the three delegates should form a legislative council, and we havo la troduced Into the act several clauses giving them power to modify existing ordinances. We aro of the opinion that the orig' inal act of Berlin was drafted and has been construed in too rigid a manner, and that greater elasticity In its pro visions would havo a beneficial effect. Wo have, theroforo, empowered tho council to make such alterations as It may think fit In tho boundaries of dls- trlcts. the details of natiVO COVernment and other matters enumerated In tho proposed act. Wo hono to create a greater har- . .. . mony among thO White residents by abolishing consular Jurisdiction.
