skiff ride. Thoy wero out about an
hour, when their boat was caught in

rent and nothing more was seen
ot them. Their cries could bo heard
for blocks. William Cheaney seized
Theresa Onana and reached tho shoro
with hor after a hard light. John

spondent of The Dally News tele
graphs a story taken from a Tiflls
paper of incredible brutality In tho
works of a Belgian iron company in
the Caucasus. According to tho story
a number of lads who were suspected
of theft were horribly tortured by the
Belgian director and six Belgian fore
men, witn a view of forcing a con
fession. Tho lads' eyelids wero pierced
with needles, tholr bodies savagely be
labored until tney lost consciousness,
ineir toetn extracted. large stones
forced into their mouths and their fore
heads hammered with the butts of re
volvers. The public prosecutor is in
vestigating the affair.
Four Killed in Trr.ln Wreck.
Halifax, N. S., July 29. Four men
were crushed to death, seven seriously
injured ana a number slightly hurt
in the wreck of a construction train on
the Midland railway In Hnnis county
yesterday afternoon. A train of flat
cars was proceeding slowly along some
new track when one of tho center cars
Jumped the rails and the others be
hind piled on top of it. There were
25 or 30 men on the train. All those
on board the car that first left the
track, four In number, wero instantly
killed. One or two of those injured are
in a dangerous condition. The acci
dent happened 13 miles from Windsor.

Job a Connelly, a well known resident of
Ashland, died at the Miners' hospital Thurs
day ovenlng. no was partially paralyzed,
the result of falling from a Udder a few
days ago, Tho deceased was 30 years old and
a stone mason by trade.
The funeral of Thomas MoNamara, who
died at the home of his parents in Heck
scherville on Thursday, aged 21 years, took
place this morning, interment being made at
Minersville.

law of this character among them. There was

Shenandoah, Penna.. any pole and wires which
may be necessary for the transaction of the
business of tho said corporation, subject to the
restrictions laid down in the following sections i
Skc. 2. That no pole shall be of a height of
lens than 45 feet and shall be well painted and
Btnoothly shaven 40 feet above the curb.
8ec. 8. That no pole shall be erected In any
street or alley In front of any window, cellar
door or coal chute, nor In front of any door
entrance to any building or lot, nor In any
manner that may obstruct or In any way hinder
the convenient use of any building or lot of
any street or alley In said Borough.
Sko. 4. That the said Corporation shall
furnish free of charge, and keep In repair a
telenhone Instrument at Police Ileadauartcrs in
said Borough and shall also furnish and keep
In repair a telephone Instrument In the Borough
Council Chamber, or any other' place that

Seo. 5. That the right shall be reserved to
tine said Borough to use at any time, any or all
of said poles for the purpose ot Its fire alarm
system, and the top cross arm of every pole
erected by said Corporation shall be reserved
for said purpose.
Seo. 6. That the provisions of this ordinance
shall not be effective until the same shall have
been accepted by the Board of Directors of said
Corf oration, such accept nee entered upo . the
minutes and a transcript thereof certified by
their President and Secretary over the seal of
said Corporation and filed with the Clerk of
Council. If said right of way Is not accepted
within three months from date hereof, the same
to be null and void.
