At Safata on July 4 somo Mataafa
men attacked tho homo of an opposi
tion chief named Taahul, who, with

had been restored.

cases where the Judgment of the court
had not beon compiled with. Chiei
Lanatla ordered them not to obey, tell-

only words on paper. Some towns did
not appear, while from tho remaining
ones only Malietoa men appeared. The
Mataafa men openly defied the court.
Tho chief justice then asked the com
missioners to support his authority
with warships If necessary, and on
their refusal he decided to leave
Samoa.
After the return of the British war-
ship Torch from Satafa tho Malietoa
men there took offense because tho
persons who attacked Chlof Tanmuls'
houso on July 4 had not been punished

Mataafa has novor been In Apia slnco

render his arms. This ho claims ho
has done, and he accepts without reser
vation the abolition of the kingship.
Mataafa complains that Tamaseso
and his lmmediato suportors have re
mained in the neighborhood of Apia.
After his abdication Malietoa Tanu in
tended to go to Sidney and remain
there for some tlmo, and tho Torch
was put at his disposal to carry him
as far as FIJI, where his sister, the
Princess Famalul, is living. But act
ing on the advice of his chiefs, he de
cided to remain In Samoa.
President Boiento took office on
June 10 nnd Immediately had trouble
with Vlco King Tamasese and his
chiefs, who considered thnt, although
Tanu had abdicated the kingship, they
still constituted a Samoan government.
The commissioners wero appealed to
and they requested the chief Justice to
soo the Malietoa chiefs nnd try and
sottlo thing amicably. This they did,
nnd the chief left Mullnuu Point and
tho residence of the late president. Dr.
Bolf occupies tho resldenco now nt a
rental.
In an Interview Chief Justlco Cham
bers said:
"All Is now quiet In Samoa, but I
cannot answer for the future. Both
Mataafa and Malietoa affect to bo sat-

Candler, since the llslnlirldKe Mrlea of
lynchlngs, has been asked by news
papers In various parts of th country
to glvo his oplnlous on the race ques
tion In the south, and lit reply to one
uf them the governor has fully anil
freely expressed his views as to the
rause of the conflicts and the remedy
therefor, The governor "believes the
present day cause of the uprisings Is
the intermeddling with the relations of
Hie whites nnd blacks In the south by
fools and fanatics" who know noth
ing about the situation, but think th
whole trouble dates from the day of
emancipation. Qovornor Candler be
lieves a restricted suffrage will romedy
tho evil; that the ballot be given only
the intelligent negro. As to the dis
position to be made of the large per
centage of illiterate negroes the gov
ernor makes no suggestion.

trasting the treatment of nagroes uy
the white people of tho south beforo
the war to that ot the "carpet bag
gers" Immediately aftor. He says:

It and utterly Ignorant of Its sanctity
and ot the responsibilities of citizen
ship, notwithstanding he was a Blave,
ho was happy and well contented to
occupy that subordinate placo In so
ciety to which his nature and his con
dition assigned him.
"Ilut after his emancipation camo his
enfranchisement, and with his enfran
chisement came a horde of carpet bag
gers, penniless adventurers, without
principles or patriotism, who took
chargo of him when his former master
and protector, with whom ho had lived
for generations on tho most-friendly
nnd often oven on affectionate terms,
was decltlzenlzed.
Theso carpet baggers, calling thetn-
solvcs Republicans, but really only n
band of maraudors, held together by tho
cohesive power of public plunder,
swarmed nil over the south Hko the
locusts in Egypt of old, nnd falsely
taught tho negroes that the southern
whlto men were sololy responsible for
their enslavoment and were thoir
worst and only enemies.
These evil teachings had but llttlo
permanent effect upon tho grown up
negroes, hut upon the children, tho
generation which has grown to man'
hood since that time, the effect has
been most baneful. These were the
prime causes of the alienation of tho
negroes.

the south, advising them to arm them

"It Is a singular fact, too, that tho
Pharisaical fanatics who have most to
say about 'Apaches,' 'southern bar
