more completo system will bo evolved
by future conferences. As time pro
gresses without doubt references to tho
tribunal will become Increasingly nat
ural and normal, and thus we may
bopo to have every advantago claimed
for obligatory arbitration without Its
overwhelming disadvantages. But It
could hardly bo expected that we
should bo willing to accept a require
ment to sweep away at once, hero and
now, tho policy of Monroeism. '
"If any modification Is over made
of that policy It must bo made by tho
United States oftor It has had tho
fullest oportunlty to study tho sub-
ect In all Its bearings. Such change
cannot be made here by Implications
a treaty made distinctly for an
other purpose, and It Is Important that
there should be no doubt on this point.
Mr. white thon referred to "tho
deep, almost religious conviction In
tho hearts of tho American peoplo
agnlnst any foreign entanglement."
He added, however, that the declara
tion of Monroeism would leavo tho
United States policy exactly what It
had been heretofore and would not In
the slightest degree hamper tho opera
tion of tho arbitration plan. On tho
cbntrary, the United States would fully
and faithfully co-operate In the judicial

by means of tho agency and machinery

ted States and European powers. Sec

Colonel Wooten was advised by Cap

Frank Wright, a boy 13 years old, was

tary of Agriculture Martin says the
peach crop this year will be almost an
entire failure. The spring nnd sum
mer have been especially hard on tho
tender poach trees, and the harvest
even In Delaware county will be small.
Mr. Martin received a letter recently
from a peach grower In Snyder county
telling him that he expected to gather
about 2,000 bushels this season. Tho
deputy received word yesterday that
a violent hailstorm had stripped every
I tree of the ripening fruit.

at two ot the local mines yesterday. As
the colored non-union miners employed
at the First Avenue mine came from
work they were met by a crowd of
small trays, who carried tin horns and
tin cans.-. They followed the miners
for about a block, and kept up a con
tinual yell, finally the negroes turn
ed on the boya and pulled their pis
tols. They fired several shots into the
crowd, but no one was hurt. The boys
Jumped behind trees and telephone
poles for protection. Soon there were
several hundred peopl" on the scene,
and many of them had Winchesters.
The police dispersed the crowds with
dliBctilty.
Nearly 1.040 people gathered at the
John IiiRle mine, and when the negroes
topped work they were surrounded by
strikers and sympathizers. Both union
and non-union men carried arms, and
It was Impossible for the o (fleers to
distinguish them. The wife of one of
the strikers made an attack on John
Ingle, the owner of the mine, nnd
struck him over the head with an
empty powder can. The non-union
miners rushed through the line and
were brought to this city on a tugboat.
The men paraded the streets with their
arms, and tho police made no effort to
Btop them. Mayor Akin Issued a proc
lamation last night forbidding the
miners from parading the streets. The
situation 1b extremely grave, and the
officers find themselves unable to con
trol It. The negro miners at tho First
Avenue mine say they will carry Win
