OUR COUNTRY : First, Last and Forever.
There is a Boivrcity of labor in
Westorn Pennsylvania, tlio manu
factories ami railroads being unable
to find sufficient men to meet the de
mands of the greatly increased busi
ness. Almost every person who
wants work can find It. The labor
ing class is the one on whioli there Is
the greatest drain, and as every mill
of importance in Western Pennsyl
vania Is running the men who want
to work can get plenty of it. "Never
before has there been suoh a demand,
and in many instances the employers
cannot find sufficient men to meet it.
The officials of the railroad lines West
have had considerable trouble getting
men for track work, and for some
time past have been looking for
laborers.
Thk oleomargarine law passed by
the Legislature is already bringing
thousands of dollars In revenue into
the State Treasury. To sell oleomar
garine under this law it Is necessary
that a license be secured at the Pure
Food Bureau. The fees for these
licenses vary. There is a retailer's
fee, which also varies, in that stores,
hotels and boarding houses are not
charged alike, while there is also a
larger fee for those who intend to
manufacture oleo for sale. These
licenses have been going out since
June 1, and the Bureau on Tuesday
turned into the State Treasury more
than $11,000 in fees paid from these
licenses.
It may safely be asserted that no
where in the world are free schools
more universal than in the United
States. There are no restrictions re
, garding nationality or religion. The
children of immigrants from foreign
lands are taught the rudiments of
knowledge, and quickly learn our
language ; and as they advance in
age they are instructed in the prin
ciples of our free government, so that
long before the boys reach the voting
age they have become familiarized
with the duties and responsibilities of
citizenship. While there is much
that is admirable in our public school
system, thero is undoubtedly room
for improvement. Indiscriminate
criticism is, however, unjust, and as
harmful as effusive praise.
Ballot Harking Question.
In tho case of the eleotion of an
assessor in Gearhart township, North
umberland county, the Supreme
Court in an opinion by Ohief -Justice
Sterratt, decided a ballot marking
question.
The Election Board returned that
M. P. Gurlick, Ilepubllcan.-and Theo
dore Koblson, Democrat, candidates
for the office of Assessor, eaoh re
ceived fifty votes. There being no
election, the County Commissioners
appointed Gurlick Assessor. The
requisite number of electors pre
sented a petition to the Court of
Quarter Sessions of tho county sett
ing out that eleven Illegal votes had
been counted for Gurlick which
should have been rejected, because
there was upon them a cross mark in
the circle at the head of the Repub
lican column and a cross mark In the
square on the Demporatic column op
posite the name of a candidate for
Supervisor.
The lower court sustained tho al
legation of illegality as to these
ballots, and declared Roblson to have
been elected. Chief Justice Sterrett
reverses this finding and affirms the
correctness of the return of the Elec
tion Board. He points out that there
were two Supervisors to be .elected,
hat that the Republican ballot con
tained the name of but one candidate
for this, office, and that the voter,
while voting the whole Republican
ticket by marking a cross in the
circle, still had the right to vote for
another Supervisor, because he was
entitled to vote for candidates for all
lie offices that wero to bo filled.

mouth has discarded citizen's clothes
and appeared at the pilot office yester
day arrayed In war paint and feathers
and In a most excited and determined
mood. He said that tho had called a
council of all the Leech Lake Indians
to assemble at the old agency next
Monday to protest against the revoca
tion of tho eviction order. Ho claims
that the government does not respent
the rights of the Indians; that the
reservation Is their territory, and
that If the settlers are permitted
to remain In one part of the reserva
tion there Is no excuse why they will
not be permitted to go to other places.

convince the Indians that the govern
ments Intends keeping faith with them,

ternoon warrants were Issued for tho
arrest of Mrs. Maggie Brown and her
daughter Rosa, aged 18, vagrants, who
are supposed to know something of the
disappearance of the former's husband,
Goorge Brown, a tramp, aged 70 years..
The accused are on the tramp, and
a constable has started to arrost them.'
Brown Is believed to be murdered.

Batoum, July 21. The fleet of war
vessels conveying the empress dow
ager of Russia and the grand dukes
arrived hore this morning, simulta
neously with the train hearing the re
mains of the czarewltch. Tho coffin
containing the body was transferred to
a splendid floating catafalque decorated
with palms and oxotles, and placed
under a rich white silken baldachlno.
After a solemn requiem had been per
formed at the wharf the catafalque
moved in slow procosslon around the
ironclad George The Conqueror, on
which the dowager empress and other
members of the Imperial family were
waiting. The coffin was placed aboard
the Ironclad and after another requiem
the vessel sailed for Novorosslsk.

Trenton, July 21. Tho court of par
dons, in session here yesterday, par
doned John Grabber, who canio from
Essex county In October, 1896, to servo
a 15 year sentence in the state prison
on conviction of criminally assaulting
his 15-year-old daughter. The girl
recently confessed to a Now Brunswick
lawyer that her father was innocent,
and that she had sworn against him
as she did because her mother threat
ened to kill her if Bhe did not. Tho
testimony yesterday satisfied the court
of pardons that Grabher was not guilty.

Trieste, July 21. The steamer Olym-
pia, with Admiral Dewey on board,
arrived hero yesterday. The Olympla
will remain here aout two weeks.
Admiral Dewey's health is perfect. He
has not decided whether he will go
to Carlsbad, as had been announced.
but it is not probable that ho will do so.
The admiral Intends to visit Vienna.
Upon her arrival hero the Olympla
fired a salute of 21 guns, which was
returned from the fort and four Aus
trian and one Greek warships. Subse
quently Admiral Dewey received visits
from the port authorities, tho United
States minister to Austria, Mr. Addi
son C. Harris, and the staff of the
legation and the consuls of the United
States in Austria. The foreign con
suls were received by Admiral Dewey
on board the Olympla during the fore
noon. Admiral Dewey has made a good Im
pression upon all who have come in
contact with him, and his unaffected
modesty has won for him golden opin
ions. In the courso of a conversation
with a newspaper correspondent ho
declared that he had small claim to
be regarded as a hero, as nervousness
and bad coffee made him dreadfully
seasick beforo the battle of Manila
began.
It is understood that the admiral
will return to America shortly via Bre
men In a mall steamer.
The Dowoy Sword Presentation.
Washington, July 21, Sergeant-at-Arms
Bright, of the senate, and Chair
man Moses, of tho local Dewey recep
tion committee, went to Long Branch
yesterday to consult tho vice presi
dent concerning the use of the east
steps of the Capitol as a place for the
presentation of a sword to Admiral
Dewey upon his return to Washington.
As tho bouse Is at present without a
speaker, tbo vice president has full
authority. If he gives his approval a
platform will be erected and the sword
will be handed to tho admiral by Sec
retary Long.
A Spoody Itun to Atlantic.
Atlantic City, July 21. A special
train yesterday afternoon, on which
were about 50 Philadelphia newspaper
men, mado a record run from Camden
to tho shore over the Pennsylvania
railroad. The train covered tho 57
miles In 52 minutes. From WInslew
Junction to the bridge entering At
lantic City a speed of 0 miles an hour
was averaged for 30 miles, which is
said to be the best time ever made
on tho road. The visiting Journalists
wore hero to attend the dedication of
the music hall on the steel pier.

Cleveland, July 21. Rioting was re
sumed In the street railway strike last
evening, serious outbreaks having oc
curred in soveral places. About 9
o'clock a dynamite cartridge was ex
ploded under the wheels of a Euclid
avenue car at the corner of Erie and
Prospect streets. Tho wheels of the
car wero destroyed by tho explosion,
which was heard for a distance of two
miles, and one woman, a passenger,
fainted, but nobody was lnjurod. There
was no crowd In the vicinity, nor was
anybody seen to place the cartridge.
There were two other riots during the
night.
Oro Handler on .Strike.
Ashtabula, O., July 21. Five hun
dred ore handlers on the Pennsylvania
docks hero struck yesterday because
of the discharge of a union holster,
who, it is claimed, refused to work
with a machine that was out of order.
L. C. Hauna, manager of tho docks,
came hore from Cleveland, and It Is
said ho told them tho holster would be
taken back. Last night the men held
a meeting and refused to return to
work, saying thoy had other griev
ances. It Is said then that If a settle
ment Is not reached tho men at tho
Lake Shore dock will strike also.

Trenton, July 21. Clifford Farley,
tho young man who last Wednesday
night shot his sweetheart, Kate Dono
hue, of Bordentown, Inflicting a slight
wound, and who Bhot himself, died in a
hospital hero yestorday.
