In tho courso of his Bpcech ho said
that, owing to tho enormous military
preparations of tho government of tho
South African republic, Great Britain
hnu been compelled to Increase tho
British garrison In Capo Colony and
Natal, entailing an additional ex
penditure of 600,000 annually.

proposed In 1894 had been accepted,"

Boors, Mr. Chamberlain, with great
deliberation and omphaols, added:
"The Transvaal's enormous secret
service fund has procured It friends
and advocates in every country. The
way the British subject there Is treated

terferes with our prestlgo among tho
natives, who now regard tho Boers,
and not the British, as tho paramount
powor.

to say that tho government will draw
back, now that It has put its hand to

now boing made will lead to an ami
cable nrrangemont, for Great Britain
only deslros justice, but there comes
a time when patlcnco can hardly bo
distinguished from weakness and when
moral pressure becomes a farce, that
cannot be continued without loss of
solf respect. I trust that time may
never como in this instance, but if It
does Britons will insist upon finding
tho means to secure a result essential
to tho peace of South Africa."

The freshmen raco was ono of tho
closest nnd most exciting races seon
on tho river In years, the Columbia
crow giving the Cornell crow a Sharp
and pretty fight for first place and
making phenomenal time, considering
tho slownoss of tholr stroko. At tho
sound of tho pistol the three crows
got away In a bunch, but at tno Bat'
tllng down of the stroko to tho crow's
usual stylo It was seen that cornoll
had poked tho pointed nose of hor
Bhell a few feet ahead of the lino, t or

so exciting that tho spectators arose

Cornell was rowing a long, sweeping
stroko of 34, while Pennsylvania was

was rowing a phenomenally long

boat.
As tho crows reached the mile mark,
with tho Cornell boat about a half
length out from tho bunch, Columbia
seemed to gain, and there wero shouts
of approval as the nose of tho boat
crept up. But tho old Cornell rorm
was thero. Never did the stroko go
above tho 34 mark, and tho speed oamo
from Increased power in tho stroke.
Columbia was steady In Its stroko also.
