soft coal there will always be a depreciation
in quality to be provided against nftcr it lias
hoc n stored for any considerable period, and
further, the liability nf the coal to spon
taneous combustion always keeps tho chance
of at loast a part of tho stock being destroyed
or unfit to use.
"Only recently it was ascertained that
spontaneous combustion in a pllo of govern
ment coal stored in Honolulu threatened the
destruction of the entire stock, nearly 100,
000 tons, and when Anally extinguished a
large quantity of coal had been rendered
practically useless by the heat and wator. In
view of the many serious dangers and losses
which result from the use of soft coal for
siioh purposes, it would seein desirable that
the Navy Department should makensorios of
tests of anthracite, which Is absolutely free
from all danger of spontaneous combustion,
to seo whether, uuder proper conditions, it
would not perform as satisfactory sorvlco
under tho boilers as doos soft coal. It is
claimed that anthracite Is not sultablo for
such work, but slnco no thorough trials have
been mude, there Is not any ground upon
which to baso such assertions.
"As already stated In this letter, tho only
records of using anthracito on board naval
vessels, on file iu tho department, aro tlioso
of years ago, or of sporadic attompts made
with a fow tons, on grates not adapted to tho
coal, and fired by men who wcro accustomed
only to flaming coals. It is manifestly un
just and unreasonable to point to thoso, as
has been done, nnd attempt to provo by them
that anthracito is not satisfactory and would
not be whou tho conditions as to area of grato
and skill of Iking were as much in its favor
as they aro now in that of soft coal."

ence of a distinguished body of men
including a foreign ambassador, cabi

state, scientific and literary men from
all over the country, and tho loading

Miss Margaret Hartman Bacho, a de
scendant of the great philosopher,
statesman and scientist, unveiled the
statue. The oration was delivered by
United States District Attorney Beck
in the Chestnut Street Opera House at
4 p. m. At the close of tho ceremonies

unveiling and presentation took place
