is contrasted by them with tho foreign
minister, M. Dolcasso, whoso good

tions to Marchand is at once a way to
let off Anglophobe feeling and to be
little the republic. Ho was educated
by the religious orders and has been
patronized by the Catholic missions In

M. Drummont expressed himself this
morning as delighted with the out
come, "Inasmuch as tho whole affair
shows that the Jews all the world ovor
will act as ono man whenever Jewish
Interests conflict with Christian." As
a matter of fact, there Is not a single
eminent Dreyfusite who Is a Jew. Still,
the Ignorant masses will not see that
this hatred, bred by the Dreyfus af
fair. Is not likely to die.
Tho main feature of the Dorouledo
trial Is the attempt being mado to use
it to blacken Prosldont Loubet as
"Panamlst." Nothing could be more
disingenuous. M. Loubet was never
implicated In Panama affairs. Ho,
with the cognizance of President Car
not, and with his approval, tried to
provent the exposure of 124 Kepubll
can deputies in 1892 as "Panamlsts."
He was minister of the interior and
able to prevent It,
On the day following the suicide of
Baron Relnach tho police were about
to search his papers, which contained
proofs of parliamentary corruption,
Loubet, and Carnot us wol', feared
that the republic would founder if 124
deputies were prosecuted. The min
ister Interfered, and the search was not

Tho few soldiers who could bo spared
from tho trenches came to Battery
Knoll, dusty and bronzed, bearing
flowers with which to strew their com
rades' graves. A silk flag was placod
abovo each mound. Tho day was as
mild as a New England spring day,
when, Just before Bunsot, a few hun
dred Amorlcnns gathered In a circle
around Battery Knoll, In blue nnd
brown uniforms. Among the soldiers
were groups of American ladles, and
brown faced natives peered curiously
at tho unwonted spectacle from points
near by. Tho gunB of tho Monitor
Monadnock, bombarding Paranaquo,
boomed a significant reminder of the
nenrnoss of war. Just ub tho Sixth
artillery band began n dirge tho thun
dor of the Monadnock's guns ceased,
while tops sounded from the bugle.
Colonel Charles Denby, of the United
States Philippine commission, presided
at tho exorcises. Ho spoke briefly of
the peculiar solemnity of the day to
Manila. Tho chaplain of the British

scheme for a permanent tribunal. - In
all practical and essential features the
British and American plans aro iden
tical. A proposal will be submitted at tho
meetlns: of tho drafting committee of
the arbitration committee today, under
which a nation which sees a danger or
gravo disagreement with another state
may npply to some third state, not
hnving an Immodlato Interest In the
case, to act on Its behalf with a view to
mediation. The other party to the
dispute, will then havo an opportunity
of taking a similar countc, and the
mediating states will Investigate with
a view of finding a pacific solution.
If, despite this, war should still
break out, the mediating states shall
continue to represent the belligerents,
without nffectlng their rights nnd du
ties as neutrals, with a view of bring
ing about the speediest possible cessa
