Rheumatism
Is a disease of the blood. Local applications may furnish tem
porary relief, but to CURB the disease it is ntcessary to treat it
through the blood.
Locomotor Ataxia
is a disease of the nerves. The one successful method of treat
ment Is by a remedy that will restore nutrition to the nerves.
Such a remedy is
Dr. Williams'
Pink Pills for Pale People
These pills are a specific in cases of Rheumatism, Locomotor
Ataxia, Paralysis, and other diseases of the blood and nerves,
because they supply the necessary elements to build up the blood
and strengthen the nerves. It is in this way that the pills effect so
many cures in diseases of apparently widely different character.

that tho uologittes to tho peace con

much what Andrew D. White, United
States ambassador at Dorlln nnd hoad

cast to tlio preBB correspondent In tho
intervlow cabled to tho United States
last Monday.
So far as armamonts are concerned,
the utmost that It Is oxpected to accom
plish is some slight recommendations
to tho governments participating.
Tho various commlttcos have now
settled to work, nnd tho doleEntes
havo begun a formal exchange of
views. It was decided yesterday to ap
point committees to recelvo all sugges
tions, proposals nnd petitions emanat
ing from outsiders, but, so far as Is
yet ascertainable, theso will bo plgeon-
lioiea without consideration unless
thoy conio within tho purview of tho
questions enumerated in the circular
of Count Muravleff, the Russian minis
ter of foreign affairs, in outlining the
subjects for consideration.
The disarmament committee met yes
terday morning, and M. Boornaert.
chief of the Bolglan delegation, who
presided, set forth tho points submit
ted ior consideration. Tho two sec
tions Immediately divided and nro-
cceded to a discussion of tho questions
of firearms and explosives, which con
tinued till tho hour for adjournment.-
'l ho arbitration committeo mot In tho
nfternoon, under tho prosldency of tho
chief ot tho French delegation, Leon
uourgeois, who wns flanked by tho hon
orary presidents of the committeo. Sir
Julian Pauncefote, chief of tho British
delegation, nnd Count Nigra, chief ot
mo Italian delegation. M. Bourgolos
presented tho questions of mediation
and arbitration, and suggested a pro
gram tho committee might foflow, urg
ing recourso to all pacific means to set
tle international questions before a re
course to war. Ho submitted a lone
list of possible subjects of disputes
which might arise between nations
nnd yet might find solution in arbitra
tion, closing with tho moro difficult
probloms. He then presented a scheme
already Introduced to the full confer-
once by a Russian delegate, a schemo
consisting of 40 articles. The state
ment of M. Bourgeois was clear and
concise, commanding tho closest at
tention.
Sir Julian Pauncefote proposed that
the committee should immediately
proceed, beforo all else, to consider tho
question of a permanent tribunal of
arbitration. He did not, however, sub
mit any plan, and eventually withdrew
hla motion, In view of the suggestions
offered by Count Nigra and others.
who urged tho wisdom of following tho
program of tho president. In which tho
questions of a permanent tribunal fol
lows the general subject of arbitration.
M. Bourgeois observod that tho com
mitteo, by not opposing It, gave adhe
sion to the principle favoring a peace
ful solution of international questions
before a recourso to arms.
Recognizing that tho committee was
too large to constdor tho Russian pro
posals, M. Uourgeols appointed tho
following sub-committee: Chevalier
Pescampa-Davld, of tho Belgian dele
gation; Professor Asser, privy council
lor, of the Netherlands delegation;
Baron Estournelles do Constant, of tho
French delegation; Frederick Holls,
secretary of the United States dele
gates; M. Lamassch, of the Austro-
Hungarlan delegation; Professor Maar-
tens, of the Russian delegation; M. E.
Odler, of tho Swiss delegation, and Dr.
Zorn, of the University of Konlgsberg,
representing tho German delegation.
Sir Julian Pauncefote and Couut
Nigra wore appointed honorary presi
dents of the sub-committee, and M.
Bourgeois and M. de Staal were em
powered to attend Its meetings.
This arrangement gives representa
tion to all the great powers, as well ai
to Holland, Belgium and Switzerland.
Chevalier Descnraps-Davld was ap

tee.
Great Importance Is attached to tho
meeting held yesterday and to tho
unanimous acceptance of tho general
principles of arbitration and media
tion.

Yesterday morning the doors of alt
the mills and factories and several
stables and stores were found placarded
with the following notice, written In
a fairly good and bold hand:
"To the negro and to whom It may
concern:
"The object of this Is to put you on
notice that after next Saturday night
no negro will be allowed to ask for
employment at either of the following
named place, to wit: The two cotton
mills, the oil mill, tho machine shops,
wood shops, wood yards, or to do any
carpenter work or any public or pri

to his groans and petitions."
The city, county and stato authori
ties are co-operating to the end of de
tecting and arresting the "regulators."
