Insurgent captain, called upon Major
General Otli yesterday and announced
that "we dealro to surender our per
sons and proporty into the hands ot
the Americans." The surrender was
rranged by Chaplain Pierce, ot the
Fourteenth regiment, who knew Ro-
sarlo before the war. Uosarlo corres
ponded In cipher with General Luna,
so he has been closely watched by tho
officials at Tarlac slnco the Insurrec
tion has been weakening. Rosarlo
only escaped by persuading General
Luna to send him on a secret mission
to Manila for the purposo of collecting
funds. With tho captain, 10 men and
tholr families, Rosarlo traveled at
Isht through the swamps and moun
tains, passed the lines ot both, armies,
and entered Manila Monday evening.
He has been liberated on parolo.
According to the story told -by lio-
sarlo General Luna Is absolute dictator
and Agulnaldo foars him. Every Fili
pino leader, It Is added, suspocts tho
others of treachery. Tho recent meet
ing of the Filipino congress was to
secure a new cabinet, ana me ques
tion of peace was not formally con-

eral Luna's .displeasure. The Filipino
government was unable to secure a
secretary of tho treasury. All thoso
who wero ouereu the portfolio declined
to accept It.
Tho Filipino commissioners spent
the day at tho residence of the Ameri
can commissioners. They discussed
every point of the schemo of govern
ment and the peace proclamation de
tails, asking for Information as to
what personal rights would be guar
anteed them. Colonel Charles Denby,
of the American commission, explain
ed that they would bo tho same as
under tho Unttod States constitution.
The Filipinos also desired Informa
tion as to the school system to be es
tablished, and approved of the Ameri
can policy of the separation of church
and state. They chiefly objected to the
scheme on the grounu that It gave
them personal liberty, which they
know they wouid have, but did not givo
them political Uborty.
Finally the Filipinos said they were
personally pleased with the plan, but
could not endorse It officially.
General Otis, from ante-bellum ex
perience, and owing to the Filipinos
fondness tor discussion, has main
tained the attitude he assumed with
the first commission. He has had no
offer to make tho Filipinos save that
they lay down their arms without
terms. The army believes that If we
Intend to remain In tho Philippine
islands It will be cheaper In the long
run to whip the Insurgents so tnor
oughly that they will be glad of the
opportunity to surrender, rather than
to parley with them and maKo terms
which they would construe as a corn-
promise.
Professor Sonurman, speaking of tne
commission's policy, said: "I believe
force was necessary, bocause they
thoughtus weaklings and cowards; but
believe also that conciliation should
accompany force. My endeavor nas
been, ever since I camo here, to oxer
else conciliation.
The professor Is most optimistic as
to the results of the negotiations and

mar the occasion the weather was

The day opened with the boom of
big guns from the Dolphin, which, an

tional salute at sunrlso and church

noon the departments closed nnd
poured their thousands out to Join the
crowds on the streets and nt the same
hour a salute of 45 guns was fired.
Over 5,000 men were In tho parade.

Cheers and nnplause greeted favorite
organizations. The president and Sec
retaries Hay and Gage, who stood on

stand, were ropoatedlyand tumultously
applauded as they uncovered each time
the American color3 trooped by. Gen
eral wheeler was accorded the largest
demonstration. In full uniform he
rode In a cnrrlage. He was everywhere
cheered. As he reached tho reviewing
stanf he arose and saluted the presi
dent. The people went wild. Anothor
Interesting and significant incident
was the cheering of Sousa's new march
'Hands Across the Sea." The ap
plause which greeted It was started by
the -diplomats, spread through the
Btand and broko In a roar of cheers
along the whole length of the court of
honor.
Probably 75,000 people went to the
white lot last nlghfto view the mag
nificent display of fireworks, which In
cluded a realistic reproduction of the
battle of Manila and portraits ot Presi
dent McKInley, Admiral Dewey and
other mCable characters of the war.

and most of the members of tho cabinet,
with the ladles of the families, occu
pied vantage seats and were Interest
d spectators of the exhibition.
There were many special electrical
devices on business houses, whllo the
court of honor, stretching along Penn
sylvania avenue In front of tho presi
dent s house, formed an obloct of
much lntorest to thousands of specta
tors. The great centre pieces were
handsomely Illuminated and decorated,
as was also the grand Btand from
which the president and his cabinet
viewed tho parade In the day.
His Life Was Saved.

of age.

Constructor Suesenguth, of the Ger
man navy, which appeared recently In
the Marine Ilundsehati. It comprises
a comparative sketch of the navies
of the world, with tholr Increases dur
ing the next three years so far as pro
vided for by present appropriations.
The writer calls attention to tho fact
that tho demands made on Germany
for naval Increase In the nsxt three
years la not nearly so great as has
been popularly supposed, falling be
neath that of either the United States,
