Havana. May 19. Tho oxooctod manifesto of General Maximo Qomcz was Issued last evening. It reviews bis part In tho negotiation with Gov ernor Ooneral Brooke and speaks of his love for Cuba and his sufferings on her behalf in tho past. General Uomez says: "The hour has now arrived for me to raise my voice In Justification of my position nnd to desorlbo the arduous work I havo done since my first visit to General Drooke. I protested to blm ngulnat the sum offered by the United States as Insufficient to accomplish tho good intended. While waiting an an swer to my protcsUI sought a solu tion of the question. General Ilrooko, representing tho chlof magUtrato of tho United States, announced his In ability to add to tho sum already set tled upon. "Speculators then attempted to In tervene, offering suggestions which were refused by mo. They presented proposition to tho military assembly. but the scheme was frustrated by President McKlnley'a refusal to recog nize that body. I deemed tho forma tion of militia a practical solution, and General Brooke, who approved tho Idoa, asitcu mo for a summary of my views on tho subject. To this I re plied that 10,000 men were all it would bo possible to get from the former Cu ban army without distinction as to race. My answer was sont to President McKlnlcy, together with a personal letter giving explicit reasons why such a corps was nocessary. "I had many conferences with Gen eral Brooko in my endeavors to dis cover such a plan of payment as would not exclude the men who had never carried arms. General Brooke insisted upon tho surrender of arms before the receipt of tho money, and I also de sired that such arms as had already been surrendered and such as should be surrendered hereafter might be de livered to warehouses, In the care of Cuban armorers, to bo paid out of tho Cuban treasury. I do not think it a disgrace that tho Cuban soldiers should receive, from a government which la able to pay, sums that will rolleve their Immediate needs. Special certificates will be given to all, redeemable by tho Cuban republic so soon as It Is es tablished. I am convinced that It is compatible with obtaining peace to have an army, with arms reserved to defend Cuba against her oneralcB, and In the mean time to be guarded as the relics of a glorious struggle. In my Judgment, whether the arms were disposed of to the municipalities or to armorers, it would be alt the same under the In tervening government. Tho Cuban commissioners, however, refused to agree with General Brooke and tho Americans, and declined to flx dates and places where the Cuban soldiery could deliver up arms and receive pay ment from tne American paymasters aftor identification by their respective chiefs." Aftor further pralso of "General Brooke's consideration" and a declara tion of his own desire to correct an error existing In Cuba with respect to the United States, he goes on to say "I did not act alono, as seems to be popularly believed, but always eon' suited with our officers. My advice to you now Is for you to return to your homes with the amounts offered by the intervening government, and to practice patience, which will bo an ad' aitionai prooi or your neroism. in this way wo shall reconstruct most rapidly the homes consecrated by the blood of martyrs. "Let no pretext interfere with tho at' talnment of tbe Independent govern ment for which three generations of Cubans havo struggled with all sacri fice, and which Is now promised by a noble nation, pledged to obtain for ug our rights. 'Mcanwhllo I shall remain where 1 am generously Invited, among the Cu bans. I shall work without cessation for our aspirations, and If It happens that all logical and Just methods shall be exhausted without the desired re sult I will go to Washington and there tell of Cuba and her sacred ldoals of an Independent republic. The peaco con ference, called by tho ciar of Ilussla, was opened at 2 o'clock yesterday af ternoon In tho hall or tho Hulstou Bosch, or tho "llouso In tho Woods," two miles from The Hague. M. Do Beaufort, president of tho council and minister of foreign nffalrn of tho government of tho Netherlands, delivered the Inaugural address and welcomod tho delegates. He concluded by calling attention to tho allegorical group over tho doorway of tho hall, t'enco entering to close the tomplo of Janus, nnd said: 'I trust this beautiful nllogory will bo a good augury ot your labors, and that after you have completed them you will be able to say that Peace, whom Art Introduced Into this hall, left It to sprend Its blessings among tho whole of humanity." Tho delegates decided to send tho following telegram to the czar: The notice conference lays at the feet of your majesty Its respectful con gratulations upon the occasion of your birthday and expresses Its sincere de sire to co-opcrato in the great nnd noble work In which your majesty has taken a generous Initiative, nnd for which It begs you to accept its humble and profound gratltudo." M. Do Staal, the Russian ambassador to Groat Britain and head of the Rus sian delegation, assuming tho presi dency of the conference, said his first duty was to express to M. Do Beaufort his slncore gratltudo for the noblo terms In which ho had referred to his august master, adding that his ma jesty would be deeply touched as well as uy tne spontaneity with which tho high assembly hnd associated Itself therewith. Continuing M. Do Staal said: "Though to tho czar Is duo the Initia tive of the conference, we owo much to tho queen of tho Netherlands for in viting us to her capital. It Is a happy augury of success that we have met under tho auspices of the young sov ereign whose charge Is felt In a wide circle, whoso heart Is open to every thing great and generous and who has displayed much sympathy with tho cause which brings us here. It is on the historic soil of tho Netherlands that the greatest political problems havo been discussed. Here Is tho cradlo of science nnd international law. I cannot consider my election other wise than Inspired by my position as plenipotentiary of the emperor who was the Initiator of the conference. On this ground I accent with deon gratitude the distinguished honor, and I shall use every endeavor to Justify your confidence." Aftor making his address M. If a woman Is troubled in a distinctly feminine way tbe most delicate nerves of her body are in a state of chronic irritation. She has headache and back ache. She is listless and spiritless. She is cross and blue. She feels that life is not worth living nnd her temper reflects the condition of her nerves. Poor, suffering wife poor, dis tracted husband. If the husband is n cheerful, good-humored man he will sympathize if he is nervous, tired and Irritable himself, he will probably go off to the club or seek elsewhere more con genial company. A sick woman is to be pitied because she is miserable and because sho has not yet learned that Dr. Pierce's Favorite Pre scription will make her well The "Favorite Prescription" was de- velopea over thirty years ago in the reg ular practice of Dr. R. V. Pierce who is and was then, chief consult ing physician to the Inva lids' Hotel and Surgical Insti tute, at Buf falo, N. Y. Since then it has been uarrl by millions of women and has brought health, happiness and contentment to as many homes. " My wife ws sick for over eight years," writes Albert 11. Pulte. Esq., of Altamont, Orundy Co., Teiin. " She had uterine disease and wai treated by two physicians and got no relief. At last I read about Dr. Pierce's Farorite Prescription. I ent to the drug tore, got one bottle nnd the nrst dose Rave ease aud sleep. She had not slept any for three nights. Iieing sure thit It would cure her I sent for fire more bottles aud when she had taken the sixth bottle she was sound and well. We now hare a flue boy at our house."
