OUR COUNTRY : First, Last and Forever.
Government For the Philippines.
Secretary Long's expression regard
ing government for the Philippines
is so reasonable that it will And favor
nil over the country except among a
few of the impractieablea and Hiallg
contents. He declares that there is not
the least intention of subjugating the
Philippines. All that the President
seeks to do, he remarks, is to preserve
law and order in the islands, nnd if
the islanders would co-operate the
President and the peace commission
"would enter at once upon the work
of their political regeneration, with a
view to giving them all tlio privileges
which the territories of the United
States between the Pacific and the
Atlantic now enjoy.
Of course the secretary knows the
intentions and the desires of the
President. He undoubtedly voices
them in this instance. Nobody either
in the administration or in the party
to which the administration belongs
ever had any desire to subjugate the
islands. The subjugation talk was
an invention of the Bryans, Laugh
ling, Hoars and the rest of the anti-
expansionists. The purpose of the
President has been to restore order
in the islands, and then to talk of
civil government afterward. With
out order and a recognition of AuieriJ
con sovereignty there can be no
chance to set up any sort of a civil
authority. The moment that order
is restored and American sovereignty
is recognized, the work of devising a
civil government will receive atten
tion. The President himself can not
set up a civil authority that will have
any permanence. The framing of a
EOYerninent which, will succeed the
military regime is a function of Con
gress, and will doubtless be attended
to next winter.
The territorial form of government

ing favored by the President does not
necessarily mean a government like
that which Oklahoma, New Mexico
and Arizona have. It is more likely
ro be "a regime on the Alaska order at
first. Fuli territorial privileges may
coma in time, but it is not likely to be
adopted at once. It is the desire of
the American people to give the Fili
pinos all the home rule which they
can use with safety to their own and
American interests, and to increase
their privileges as they can use them
profitably. If the Filipinos had
known the actual intentions of the
administration in "Washington and
the desires of the American people
there would have been no rebellion.
A few reckless leaders among the
Filipinos and a corporal's guard of
blatant renegades an3 falsifiers in the
United States have deluded the na
tives of the islands into the belief
that this country intended to put
them back into a slavery like that
from which we had just rescued them
Aguinaldo, in the Philippines, and
Bryan, Hoar, Laughlln, Atkinson and
a few other copperheads and degen
erates in this country are responsible
lor all the bloodshed which has taken
place In the Philippines, but "which,
despite .the endeavors of these per
sonages, is now apparently near its
end.

other funds, one for current expenses
and one for the relief of widows and
orphans. Of the latter, $43,000 was
distributed last year. The insurance
feature of the order is important,
8,000,000 having been paid on this
account. Ninety per cent, of the 30,
O00 locomotive engineers in tins
country are Brotherhood men. The
secret of the success of the engineers
is found in the fact that they have
been wisely counseled and that they
have abided by such counsel ; also,
that they have not been arbitrary in

and John Mechok, Lehigh Valley rail
road section hands, were struck by a
passenger train near' McAdoo yester
day and instantly killed. They step
ped on the north track out of the way
of a south bound coal train and did
not observ the rapidly approaching
north bound passenger train.

Tnroo Miners Killed hy Dynamite.
Winnipeg, Man., May 19. A dispatch
from Dlnownle, near Rat Portage,
says that three minors, Budd Irish of
Sudbury, Joe Laurin of Ilat Portage
and Dan Quirk of Wablgoon, were kill
ed by a premature explosion of dyna
mite while sinking a shaft at Gold
Hock, on a claim belonging to the Ox
ford Mining company. The men were
on the night shift and were found
dead when the day gang went to work.

Lincoln, Neb., May 19. Miss Lethe
E. Watson, teacher of elocution in Cot
ner university, was found by students
late Wednesday night bound, gagged
and unconscious in a room of tbe
Christian Church Denominational
college, about six miles from
Lincoln. Miss Watson says she was
alone in a classroom on the fourth
floor of the building, and overheard
two mon plotting to burn the univer
sity. She surprised them, when they
knocked her down, bound and gagged
her and locked her in a room. She
was not badly injured. No arrests have
been made.

Buffalo, May 19. The coroner's Jury
yesterday declared that Boss Scooper
William II. Kennedy, who was fatally
injured In an affray on the docks re

Washington, May 19. In response to
the urgent request of the industrial
commission, Senator Kyle has con
sented to continue at the head of the
commission and accordingly has with
drawn his resignation as chairman. In
a letter written at the senator's home
at Aberdeen, S. D., he reiterates that
111 health was the only motive that
actuated him in tendering his reslgmv
tion.

Cincinnati, May 19. 'James Weaver
(colored), aged 11 years, has confessed
to having poisoned his father, Wood
son Weaver, and his half brother,
John Weaver, on Tuesday. John
Weaver died In a few hours and Wood
son Weaver, though still alive, has
but a slight chance for recovery. The
boy also confessed to poisoning his
stepmother, who died suddenly last
month. He used rough on rats in his
murders. The boy's mother was arrest
ed at Chattanooga for alleged com
plicity, but was released.

man Lloyd steamship Barbarossa.

North river, shoving the Bretagne's
bow through two ice barges, sinking
them. No one was injured.

THE HANGING OP CLEMMER.
Tho Murderer Mot Death Bravely and
Mado No Statement.
Norrlstown, Pa., May 19. The hang
ing of James A. Clemmer yesterday in
tho Montgomery county Jail, for tho
murder of Mrs. Emma P. Kaiser, was
without special incident. He went to
his death bravely, and made no state
ment on the gallows. Neither Clem
mer's wifo nor any of his relatives
were present. Tho dead man's last
night on earth was a sorrowful one.
Until long after midnight his spiritual
advisors were with him, and he was
given absolution by Father Gallagher.
Early yesterday morning he received
holy communion.
The body of Clemmer arrived at
Dougiassvllle, a short distance bolow
Reading, late yesterday afternoon. It
was met at the station by Clemmer's
father and brothor and was taken to
the homestead on the father's farm,
near by. There was a small crowd of
villagers at tho station whon tho re
mains of the murderer arrived. The
aged father was bowed wltn grief, and
much sympathy was felt for him.
Clemmer's body was burled today in
tho country graveyard near the church
where he was baptized and attended
sehool.

Guilty Mnrnlinl Convicted.
Muscogee, I. T., May 19. In United
States court here yesterday Nelson M.
Jones was found guilty as accessory to
the kidnaping of Lincoln McGelsey
and Palmer Sampson, Seminole In
dian boys, who were kidnaped In tho
Indian Territory by a mob and after
wards burned to death at the stake
near Maud, O. T. Jones at the same
of the burning was a deputy United
States marshal and had a writ for Mc
Gelsey, but Instead of arresting him
and taking him from the hands of tho
mob, assisted In kidnaping him. This
Is tho first of 36 similar cases.

Philadelphia, May 19. American
bridge builders scored another victory
over foreign competitors yesterday,
when tho Phoenix Bridge company,
whose works are located at Phoenlx-
ville, Pa., and the executive offices in
this city, was awarded the contract for
six additional steel bridges by the Rus
sian government for use on the great
Trans-Siberian railway, whloh that
government is now building. This
makes 18 bridges the Phoenix com
pany Is constructing for Siberia.

The Whooltne Strike Still On.
Wheeling, W. Va., May 19. One of
the most peculiar strikes probably ever
contested In the United States has been
in progrfss for five weeks on the
Wheeling streot railway lines. Tho
men struck for 20 cents an hour, with
nine hours a day work. All the cars are
In operation and the company Is not
having any trouble to run them. It is
estimated, however, that not over live
persons ride on tho ontlrs system dur
ing the day. Bus lines run by the
strikers are largely patronized,

rler, in tho house of commons yester

tional commission as they were when
