f tho staff of General Antonio Lunn,
returned hero yesterdny to renew and
press tho request of General Luna for
a cessation of hostilities. The two
officers wore received In conference by
Major General E. 8. Otis. The pro
posals which they had to submit dif
fered but slightly from those which
they brought from tho Filipino com
mander In the first place. Thoy do-
sircd a little time In which to sum
mon congress, and expressed them
selves as being confident that the con
gross will decree peaco, bocause the
peoplo desire It. Thoy represent that
Agulnnldo Id without power to surren
der the army, and that congress must
decldo tho question. Incidentally tho
Filipino envoys asserted that Aguln
aldo had not yet made a fair test of
his strength against tho American
forces, because only one-third of hU
urniy has been assembled together.
Tho envoys presented a letter from
Senor Mahlnl, president and minister
of foreign affairs In tho cabinet of
Agulnnldo,- and who Is the backbone
of tho Filipino organization. The
communication Is personal and un
official, and seconds Major Arguclles'
arguments.
The envoys met General Otis ngatu
today, having slept last night In Man
ila. The second conforonco was held
this morning, and terminated with
out any definite results.
whether or not General Luna Is sin
cere In his overtures, the negotiations
are giving tho Insurgents a much ncod-
ed opportunity to rehabilitate their
demoralized forces. The truth Is that
dissensions among the leaders of tho
rebels Is helping on tho disorganization
of tho Filipino army almost as much
as the American campaign.
In the course of tho conference with
the Filipino envoys General Otis
agreed with the statement of Major
Arguelles that the people of the Phil
ippine Islands wanted peaco, and he
added that requests for protection are
pouring In upon him from all parts
of tho country.
Major General Lawton was engaged
In hard fighting early yesterday morn
ing. Telegraph communication wan
cut at 9 o'clock a. m and there have
been no telegraphic reports from Gen
eral Lawton since that time, but
couriers have brought dispatches to
General Otis, which were not made
public here.
Major Shields and Lieutenant
Hayne, who went to the Filipino llne3
under a flag of truce, carrying money
and provisions for the American pris
oners In the hands of tho Filipinos,
have returned. They found a span of
the railroad brldgo, a mile from St.
Tomas, broken. The officers left ten
days' provisions for the prisoners on
a hand car at the end of the bridge,
placing the car In tho keeping of
Filipinos, whoso conduct throughout
the various negotiations has been all
that could be expected of a civilized
nation.
Itefugees report that tho Filipino
army is deserting San Fernando and
massing at St. Tomas, where General
Luna's headquartors are located, and
that strong entrenchments are being
constructed at the sides of the railway
and on the swamp front. In the best

city went out on strlko yesterday. Tho
employes presented a demand of $2 a
day for turn, '$1,50 for common labor
and ,$2.75 for ,lron carriers. The de
mand was granted and all the em-
ployes of the four furnaces returned to
work. The new rate Is the highest
ever paid hero.

mentioned tho name of Secretary Alger

thusiastically. After tho reading of
several letters of regret Secretary Al
ger was called upon. He said In part:

been unfurled against an enemy but to

ple. 'Within tho last year we have again
been called to arms, and upon April 21,
1898, under tho first call for volunteers.

of war, we had no provisions of war,
we had no equipment for war, but wo
had nion nnd we had the manufac

other nation on earth, could equip that
army, an army which, Including the vol
unteers of the first arid second calls,
numbered approximately 275,000, and
this army was marshaled In camps
nnd equipped, 50,000 of whom wore sent
to distant Islands, 10,000 miles apart;
battles were fought, victories were won
without a single roverso or without
the loss of a gun or a color, and all
this within 115 days from the dec
laration of war to the signing of tho
protocol. Supposing they had a llttlo
beef spoiled, what of It? If thoy had
had no beef at all thoy would have had
moro than General Joo wheeler and I
had In the other war.
"The flag of this nation has been
hoisted over Cuba, Porto Rico and tho
Philippines, In lands whose pooplehave
for conturles been oppressed by Span
ish misrule. Whatever else may bo, wj
can bo assured as It has been raised In
Porto Rico nnd tho Philippines, them
It will remain. One of these Islands
wo hold in trust, the others aro ours."
General Joe Wheeler tnlked along
similar lines. He reviewed tho circum
stances of the mobilization of the
army during tho war, and asserted
that history will record that the Uni
ted States humbling of Spain was
without parallel. General Wheeler as
serted that he had heard no complaint
about rations. The only question was
whether tho benefits of American civil
and religious liberty should not bo
given the people whom Providence had
placed under our control.

the commonly accepted sense of that
word. As to tho Philippine campaign
he declnred that the Filipinos ware
not to be tyrranlzed over by the United
States, but were to have some one Uko
General Sherman to tell them, "Go
home, stop raising hell and go to rais
ing crops."
A feature which was of peculiar In
terest was a speech by General Wesley
Merrltt warmly defending Secretary
Alger. He declared Alger tho best sec
retary of war the world has ever seen,
