Ktllcd-llrltlMi Consul Mnx.uo Orent
ly Hlnmed For tlio Trouble.
San Francisco, April 11. Tlio Ger
man Democrat, published In this city,
has received a letter from one of the
chief Gorman ofllclats at Samoa giving
tho German vlow of tho complication.!
at Apia. Tho correspondent wrlto.t
that with all tho shooting that has
been done not a single Mataafan has
been killed or wounded, and that tho
Mataafans and Germans havo apparent
ly no respect for the fighting ability
of tho American and British sailors.
The Mataafans are anxious for tho al
lied forces to come out and fight In tho
open, whero they, with tuelr native
Implements of war, will have a chanco
against tho modern weapons used by
tho Americans.
Tho letter says that Admiral Kautz
gave no warning of the bombardment,
but that when It commenced hothought
a salute had been fired. According to
the correspondent British Consul
Maxso Is greatly blamed for the
troublo, and there seems to bo an In
cllnatlon among the Germans to hold
the British responsible for tho war In
stead of the Americans. The German
commander of tho Falke, in addition to
taking on board women and children
of his own nationality, extended to
American and English women and chll
dren tho hospitality of his ship, which
was groatly crowded.
The German correspondent says:
"Admiral Kautz thanked tho Gor
mans for this courtesy by shelling the
German consulate Tho admiral later
attributed tho firing on the consulate
to poor ammunition.
"The inmates of the French mission
wero greatly alarmed at tho firing, and
one girl was slightly wounded. Ad
miral Kautz was requested to take her
on board the Philadelphia, but ho do
cllned, saying tho ship was no Institute
for girls. What a pity that Lieutenant
Hobson was not on board the Phila'
delphla."
The Tanu men are badly scared, and
have to be guarded by the English to
prevent their joining Mataafa. The
writer says that stores aro being open
ly plundered by the Mataafans, and the
English can't stop It. They are afraid
to go out of tho main streets when the
Mataafans are abroad.
On March 24 Mataafa sent word to
Admiral Kautz that he would stop
fighting If the whites would let him
alone. The admiral replied that he
would capture Mataafa and hang him.
Tho English are very much Incensed
against the German Consul Rose and
Captain Sturdeo wants to proceed
against him as a spy. According to the
German writer the only cure for tho
trouble will be the sending of new
consuls and new commanders who will
act In harmony.

New Yoik. April 11. Tlx' distribu
tion of the fortune left by Wallace C,
Andrews, who pertahed in the fire
which destroyod his house last Friday,
may turn upon a curious point In
American nnd Kngllsh law. The value
of the ootate loft by Mr. Andrews ts
estimated at between $1,000,000 and
$1,600,000. The provisions of tho will,
which ho Is said to have made four
years ago, are unknown, but it Is ho
lloved that the groator ponton of his

Ished with htm in the fire.
If this proves to be the rate nil of
Mr. Andrews property will go to his
blood relatives and nothing to those
of his wife, unloee they are named in
tho will, It being woll established law
that whero the wife and husband por
lsh In the same accident or disaster,
and tho precise moment of the death
of either Is unknown, the property goes
to tho husband's blood miatlvos. The
reason for this ruling Is tho presump
tion that tho man, being the stronger.
tho struggle for life In his caae would
bo more prolonged.
In tho case of the Andrews cstato
the : it may bo complicated by tho
fact that Mrs. St. John, Mrs. Andrews'
sister, was carried from the houso
alive, dying a few minutes afterward.
It Is probable that Mr. Andrews pro
vided for his sister-in-law In his will.
Her husband, Gamaliel St. John, tho
only member of the household who
survives, wns closoly connected with
tho management of Mr. Andrews many
enterprises, and would under ordinary
clrcumstnncos succeed to his wife's
share of the Inheritance.
Mr, Andrews had two brothers and
two sisters. One brother Is In an
asylum at Dlxmont, Pa. Tho other
brother, Chauncey H. Andrews, who
died nt Youngstown, O., some yoara
ago, is survived by two daughters, one
of them Mrs. John A. Logan. Mr.
Andrews also leaves a half brother
and a half sister.

troops partly surrounded the city.
while tho gunboats Laguna de Bay,
Napiaau and Oesto, under tho com
mand of Captain Grant, of tho Utah
battery, shelled tho city and outlying
trenches.
Genoral Lawton and his staff ac
companied tho troops, sometimes lead
ing charges In Indian fighting tactics,
which eventually resulted in the com
plete rout of the rebels, with the
smallest amount of damage to tho city
ana siignt loss to tho Americans.
The expedition started from San
Pedro Macati at dusk on Saturday, in
tending to capture Santa Cruz by as
sault at daybreak. But In navigating
tho shnllow, torturous Paslg river,
perhaps through tho cunnlnc of the
native pilots, who wero not anxious to
see the Americans successiul, several
boats grounded, and It was nearly
dawn when tno troops reached tho
lake. Tho expedition then steamed
cautiously forward, tho Napidan and
the Oesto a mile ahead and tho Laguna
do Bay guarding the rear.
Rebel signal fires, however, wero
lighted on the mountain tops, giving
warning of the approach of tho troops.
it was noon before the whito church
towers of the city appeared In the
shadow of the great volcanic moun
tain on a marBhy plain dotted with
occasional palm groves.
A casco, with a force of 200 nicked
snarnsiiootcrs. under Malor Weisen
berger. mostly bolonnlne to the First
Washington regiment, was run into a
shallow Inlet about five miles south
of the city.
Then a few shells were sent toward
tho entrenchments of the rebels at tho
edge of the woods, sending tho enemy
Bcnmpering inland.
Then a number of Americans lump
ed Into tho water and, wadinc for
about a hundred yards, crept forward
and formed In line, covering tho land
ing or tne remainder, which finished
about 5 o'clock.
The three troops of tho Fourth cav
alry, unmounted, wore sent ashore on
a dangerous marshy point, directly
south of tho city, under firo from the
enemy's trench.
Meanwhile In the town Itself thero
was utter silence, and not a sign ot
life. Genoral Lawton, desiring to
make an Inspection and to give tho
inhabitants an opportunity to sur
render, went on board the Laguna do
Bay and, accompanied by tho news
paper launch, steamed slowly to the
dock, tho whole fleet watching anx
iously. When it was discovered by the
glasses that tho trenches and stone
buildings wero swarming with whito
clad soldiers tho two boats withdrew,
receiving volleys from the trencher
thrown up on the marshy plain north
of the city.
The llotllla anchored In compact for
mation for the night, ready to resist
any surprises from the rebel gunboats
supposed to be In tho lake. At sun
rise yesterday tho assault commenced.
The American lino south of the city
stretched two miles inland, and with
its left sweeping the shore It moved
north, while tho cavalrymen on the
point advanced towards tho city, pour
ing volleys upon the trenches. Simul
taneously the gunboats hovered along
the shore, shelling the woods ahead of
the troops and driving the Filipinos In
land. The gatllnga cleared several
trenches.
The whole brigade was divided Into
squads of 12, and tho fighting was car
ried on in the old time frontier fashion,
from behind troos, crawling through
bushes or rushing across the open.
The trenches that were not cleared by
the gunboats gave considerable re
sistance when the line was nearlng the
city, and the Laguna de Bay and the
Oeste bombarded for an hour In tho
hope of making them too warm for oc
cupancy, but did not succeed In clear
ing them entirely.
General Lawton, with the Fourteenth
Infantry battalions, approached a nar
row Iron bridge across the creek on tho
south bordor of tho town. Here it
company of Filipinos was intrenched
across the stream and behind a stone
barricade at the entrance to the bridge.
The Americans rushed forward In sin-
gle nio. demolished the barricade with
their hands and drove tho enemy
from the trenches, killing a dozen
The Filipino soldiers in the town,
eecreted In various buildings and firing
from the windows, gave the Invaders
an interesting hour. Thero was a reg
ular nest ot them In the stone Jail,
whlCh is edged In by a wall. This was
a verltalile pepperpot.
The Americans, singly or In pairs,
entered the houses, and many war
riors were taken prisoners.
A considerable body ot Filipinos fled
northward, crossing tho opon marshes,
but tho gatllnga poured upon them a
deadly hall until they disappeared in
the woods, leaving dozens of doad be
hind. Major Weisenberger deployed the
sharpshooters along the ahore, and

jective of looters. Within an hour
the town was patrolled and all looting
rigidly prevented.
Almost all the Inhabitants had fled
during the two preceding nights, and i
only a few Chinese shopkeepers have
emerged from hiding and resumed
busluoss.
On the marshes on the north of the
town were found 40 dead Filipinos-
some terribly torn by shells and
many others wounded, to whom the
Amorlcans offered their canteens as
though they were comrades. A sur
geon who traversed the field counted
SO killed, and General Lawton will re
port at least 68.
One Filipino, attempting to make his
escape, slashed viciously at Major
Welsenberger, who shot and killed
him.
On Sunday the Insurgents captured
two men of the Fourteenth Infantry,
while unarmed, but the Americans
stole the guns of their captors, club
bed tliPm, hid In the trees over night
and returned yesterday morning.
Today the expedition Is pushing for
ward, the Americans having destroyed
mlloa ot telegraph lines, cutting off
Insurgent communication east and
west.
