A bill has been Introduced into the Legislature directing the County Commissioners to pay items to con stables for services rendered in mak ing returns to Court and attending elections for the years 1897 and 1898, for which time they have received no pay, but were obliged under the law to perform official duties. Is respect to the bribery investiga tion at Harrisburg, in which serious charges are made against ex-Senator Coyle, public judgment must be sus pended, for the case now becomes one for the disposition of the courts. We differ from the rulings of Chairman Vow, and believe that the accused should be given equal opportunity by the committee to be heard as that which was accorded the accusers. The people seek only justice. . The Governor's Warning. The rather alarming situation which confronts the members of the Legislature in their efforts to meet the needs of the state in the matter of appropriation was carefully con sidered this week at a conference be tween Governor Stone and members of the Committee on Appropriations of the House. The object of the meeting was to discuss plans to pro vide revenue for the state for the next two years. The Governor did not hesitate to express the opinion that unless some unusual source of revenue shall be found, it may be necessary to out the state school appropriation down from $5,500,000 to $4,000,000 per an num. The chairman of tho com inittee, who is familiar with the un successful attempts on the part of former Legislators to make a similar cut, expressed the belief that it would be difficult to get the votes in this Legislature to do this. The Governor has determined that he will not approve of any appropria tion to hospitals or educational insti tutions, including the normal schools, unless additional revenue is provided. Under existing conditions the only bills that will receive his signature are those making appropriations to the executive, judicial and legislative branches of the government, tho In stitutions forthe care of the insane and the National Guard. If the revenues warrant, next to these he would favor appropriations for insti tutions like the House of Refuge, and then the hospitals, giving preference In the last-named oases to institutions that cared for the sick and wounded soldiers in the late war. Governor Stone will insist that pro vision be made to cancel the floating debt of 3,500,000 due on appropria tions made by previous Legislatures and still unpaid, as he desires to have this item liquidated during his term of office. He desires that f800,000 ad ditional shall be given to the National Guard to meet the expense of organ izing and equipping the six new regi ments. Many members of the committee do not hesitate to express the opinion that the appropriation of $11,000,000 to the public schools every two years or about one-half of the entire revenue of the state, seriously em barrasses those who are charged with the responsibility of meeting other state needs, and they feel that this item should be out down. Fifty people nar rowly escaped denth last night lit an nc- cident to a llalstend street electric car on North llalstead street bridge. Ap proaching the bridge nt a rapid rate of bpeed, the motorman of t tie cur failed tt notice that the draw was open. Wheu within a few feet of the river he sud denly discovered the danger and put ou the brakes, at the same time endeavor ing to reverse the electric current. In spite of his efforts the front pait of the car ran down upon the abutments of the bridge and hung there. One foot further nnd it would have plunged into the rivet, 30 feet below, and as it was jammed with passengers the loss of Hfo must have been frightful. The motorman, thinking that the car was doomed, warned the passengers nnd then jumped into the river. The tipping of the car on tho abutment, accompanied by the motorman's warning, caused a panic among the passengers,and they made a wild stampede' for the doors. During the rush for safety four of the passengers were injured. They are: Al bert Itose, sprained ankle; Mrs. Mary Farnsworth, prostrated by fright: Charles Itltchcr, ankle sprained; Minnie O Houlihan, cut by fulling glass from the windows of the car. The arrangement was brought about by the Influence of the large operators who would use the proposed Independent road from Scrnuton to New lork, known as the New York, Wyoming nnd Western. Unless some unexpected obstacle to the present nrrnugement appears that road will not be built. Simpson and Watkins, the largest operators In Scrnnton, have merged nil their coal companies Into one large concern, to he known as theTemple Iron company. These companies have an aggregate cnpltnl of nearly $100,000, 000, mid mine about l,r00,000 tons of anthracite yearly. This firm was one of the principal backers of the proposed road, but Mr. atkins now says they have no further interest in it, ns there is no longer nny necessity for it. In brief the situation may be summed up In the words of the president of one of the coal companies, who said: "There are no papers In any formal consolidation to be signed, no com binntion In the sense of a trust, nnd no new company to take over the present col companies, except in the case .of some Individual operators. There is simply n community of Interests among the hold ers of the coal stocks which enable them nil to have n better understanding of the situation, thereby Insuring- better busi ness for all the coal properties. Cincinnati, March 10. The Ohio river fell here nn inch an hour for six hours ending at 9 o'clock last night, wheu the stage was fi5 feet 0 inches, a full of nearly 20 Inches below the maximum. The rate of fall will increase from now on and will be very rapid by tonight. The river is rising at all points below the mouth of the Kentucky river. The shoe and leather men of this city and the shoe towns of the state are greatly interested in a proposition that has been made to form a national boot and shoe trust. It appears that the matter was broached to manufacturers by Smith & Ryan, of Chi cago. There seems to be a decided dif ference of opinion.
