The brief synopsis of the annual report of Mine Inspector Stein, pub lished in our edition of last evening, was .read with a great deal of interest by those employed in and about the mines. It is certainly creditable both to the Inspector and those in charge of the operations that twenty-six per cent, less fatal accidents occurred last year than in 1807, and one less non fatal accident. The Pennsy's" Report. The annual report of the Pennsyl vania Railroad Company shows that the affairs of this great corporation are in a most prosperous condition. The facts and figures of the report are most interesting and instructive, and show that the olllcinls of the company have displayed business ability of the highest order in the management of the great interests committed to their care. Extensive improvements have been made in straightening main lines, in creasing the number of tracks in im portant sections and improving stations at terminal points in large cities, among others the ferry stutlon at Delaware river. Other large opera tions of similar kind are planned at terminal stations in Hew York, Pitts burg and elsewhere. Everything indicates not only a conservative policy in many things, but a wide-awake comprehension of the business demands for essential improvements in order to the greater accommodation of the public and the more rapid transaction of business. Compulsory Voting. Mr. Grady has introduced'a bill in the Senate at Harrisburg providing for compulsory voting, any citizen neglecting to exercise his right of franchise without good cause being subject, under the terms of the meas ure, to a fine of five dollars, which shall go into the public school fund. Perhaps the spirit which prompts tlifs measure is wise, butitis not clear that the proposed law would be of any practical benefit. A good citizen will never neglect to cast his vote, while all the laws that the Legisla ture might pass could not reform a j bad citizen, 'who would contirfue to be undesirable, even though he cast Ilia vote td save the amount of the fine. Voting is a precious privilege, valued by all lovers of free popular government. The man who values Ills citizenship will never forego this privilege, and the man who does not cannot by any law be made to dis charge his duties as a citizen in the comprehensive manner which is to be desired. He may vote, but he will vote without interest, mechanically, listlessly, like a machine. Votes so cast are more dangerous to the state than votes withheld. True, the man who enjoys all the privileges of citizenship and refuses to discharge the one supreme duty Is rather a drag on the state, but that is one of the things which a free gov ernment must submit to. He has n fractured skull, with compression of the brnln. nnd tho left side of his face Is crushed in. The surgeons at the hospital say that his death is only a question of hours. Charles Bl- nnchinl, wife of the famous scenic artist, of that name, and whose trial on tin; charge of attempting to poison her hus band began on Mondny Inst, was yester day sentenced to live years' penal servi tude. As she was leaving tho court toom the prisoner made a futile attempt to commit suicide by stabbing herself with a bnt pin. The convicted woman s demeanor was smiling nud nonchalant, even while the advocate general pressed home the proofs of her guilt and of the sordid nnd shame ful character of her married life, and showed her motives to commit the 'crime in her vanity aud love of pleasure and society. Her counsel made a powerful appeal on her behalf, dwelling strongly upon the conflicting medical testimony and upon the lack of motive.
