According to the latest advices front there the place Is seething with dis content, ns on the eve of the Jameson raid, In consequence of recent and pro posed government measures which the Ultlanders regard as being a fresh scries of Impositions. In addition racial nnltnoslty Is Intensifying nt the vexatious troattrient of the British-Indians and Cape "Boys," which Is arous ing much bitterness. There was a serious development last week, when a Boer policeman murdered an Englishman named Edgar, entering the lntter's house and shooting him. The policeman was arrested upon tha charge of murder, but on the following day the charge was reduced to one of manslaughter, and the policeman was allowed his liberty on ball. The British agent demanded a restitution of the charge of murder, and a mass meeting, which was nttended by 5,000 Ultlanders, was held at Johannesburg on Saturday to protest against the murder of Edgar and to present the British consul with n strongly worded petition to the queen reciting the wrongs of the Ultlanders and appealing for protection and de manding such other steps as may be found necessary to "terminate the ex isting Intolerable slate of affairs." There were no speeches, owing to tho laws prohibiting political gatherings. The demonstration was very impres sive. The petition was presented to the consul on the balcony of the consulate, the whole multitude signifying assent by uplifting their hands. References to the Boer policeman elicited shouts of "Lynch him!" The meeting, how ever, was peaceful vlth the exception of a slight affray with the police at Its conclusion. The newspapers publish venomous articles on the subject. The Boer or gan, The Band Post, discusses the pros pect of war with Great Britain and ad vises that on the first British act of war the women and children at Johan nesburg be given 24 hours to leave, and that the whole place be then razed. President Kruger, In the course of an interview, has asserted that he depre cates the warlike 'article published by the Boer organ, and declares that he will prohibit a proposed antt-Jameson demonstration. The Johannesburg correspondent of The Dally Mall, who utters a warning against the optimistic reports cabled to London In the Kruger Interest, says: "I have Interviewed the British con sul, who said that the Saturday dem onstration Impressed him as based upon deep public feeling, while the deputa tion which presented the petition was, to his personal knowledge, composed of men of high character and standing. "Signs are multiplying that the Ult lander sentiment has been aroused to the point of asserting claims for Jus tice. The ex-reform lenders n,re debar red, under pain of banishment, from Interfering In polities, but they declare that despite Pretoria terrorism they will not keep silent much longer. Yesterday a deputation consisting of Dr. Juan Ofarrlo, Frederlco Mora, An gelo Cowley, Emlllo Nunez and Alfredo Zayus waited upon General Ludlow to nsk whether no portion of the program might be carried out. General Nunez, acting as the spokesman of the depu tation, handed General Ludlow a writ ten copy of a program of six days fes tivities. It provided for the following: On the first day. a genernl ringing of bells; on the second, n parade of Cu ban soldiers, followed by a dinner; on the third, a civic procession; on the fourth, public assemblages and speech; on the fifth, a carnival; on the sixth, races between the American men-of-war's boats. The program called for fireworks and music every night. Senor Cowley argued that General Ludlow need not fenr disorder. He said that the people who had long been op pressed merely wished an opportunity for public rejoicing, and as the Amer icans were going to demonstrate the Cubans wished to participate. General Ludlow, who was very polite to the deputation, asked them to leave the program with him, and promised to give the matter careful consldera tlon. After the deputation had with drawn he conferred with General Brooke, and It was derided that it would be wiser to not allow any public manifestations on the part of the Cu bnns.
