Washington, Dec. 19. Tho week In
the senate will be opened with a speech
by Senator Piatt, of Connecticut, on
the question of expansion. 'He has
Riven notice of an address to begin Im
mediately after the conclusion of tho
routine morning business today. Mr.
Piatt will reply to tho speech of Sen
ator Vest made last Monday, and as ho
has given very careful attention to the
xtenslon of our territorial area no lit
tle Interest Is manifested among sena
tors In his presentation of the matter,
nd it Is not Improbable, unless the
Nicaragua bill prevents, that the
speech will precipitate a more or less
general debate upon this question.
Whether It does or not a number of
speeches on the same subject will be
made after the Christmas holidays,
preparatory to the consideration of the
peace treaty.
It Is hoped that the treaty will be
taken up for discussion early In Jan
uary. Already there Is talk of the
robablllty of disposing of the treaty
during the present session, and tho Im
pression Is favorable to this result. A
few senators manifest a disposition to
debate the treaty nt length, and some
profess unalterable opposition, but the
feeling Is so strong against an extra
session and In favor of the postpone
ment of the settlement of the disposi
tion of the Philippines after they come
Into our possession that It now seems
that even the minority will consent to
the treaty's ratification without ma
terial delay.
The friends of the treaty, who are
giving attention to the closet details
f opposition as they develop them
selves, have taken the pains to have
enumerated the names of the Blgners
to the memorials against annexation
which have reached the senate, and
they find that there are fewer than
000 of them, distributed among the
states as follows: Massachusetts, 1,435;
West Virginia, 101; Indiana, 74; Ohio,
50; Florida, 47; New York, 45; Vir
ginia, 39; Vermont, 20; Maryland, 1G;
Pennsylvania and Illinois, 15 each;
Ithode Island, 12; New Hampshire, G;
California and Missouri, 3 each; Wis
consin and Tennessee, 2 each; Maine,
Colorado, Iowa and Nevada, 1 each.
Senator Morgan said today that he
meant to press the Nicaragua canal
bill as vigorously as possible, and he
expressed the hope that he might get
vote before Wednesday, the prob
able date of the Christmas adjourn
ment. The Indications are, however,
against such an early disposal of the
subject, and It may be accepted as
quite certain that even If Senator Tur-
le's motion for postponement till Jan.
10 should not prevail the bill will be
naturally thrown over beyond the
holidays. It Is evidently the purpose
f the opposition to prevent action dur
ing the few remaining days prior to
adjournment.
The holiday recess, by the terms of
the resolution reported by the ways
and means committee of the house, Is
to begin Thursday and extend until
Wednesday. Jan. 4. It Is Hkely.how-
ever, that the resolution will be amend
ed so as to make the recess begin on
Wednesday Instead of Thursday. The
appropriation bills are farther advanc
ed now than they have been for many
years at the short session. Already
the naval and army deficiency, a special
bill, and three of the regular bills
the pension, District of Columbia and
Indian have passed the house. The
agricultural bill was reported Satur
day and will be taken up tomorrow.
Four of the regular money budgets out
of 13 will, therefore, have passed the
lower house before the holiday recess,
an unprecedented thing In legislative
annals. The military academy bill
could have been added to this list had
It not been that Chairman Hull, of the
military affairs committee, declined to
allow the attention of the committee to
be drawn from the bill for the Increase
of the army, even for the limited time
required to prepare the academy bill.
The latter, however, will be reported
before the recess.
The friends of the naval personnel
bill and the bill for the Philadelphia ex
position cf 1899 have been urging the
committep on rules to grant time for
their consideration. Time will be al-
loted for the former bill soon after the
house reconvenes after the holiday re
cess. It Is possible that the Philadel
phia exposition bill .may be called up
nnd placed upon Its passage today. The
bill to extend the navigation laws of
the United States over Hawaii, which
was pending on Saturday when the
house adjourned, may also be voted on
under suspension of the rules.

Battler, who was horribly burned by
the explosion of stove ulacKlng con
taining benzine, died late Saturday
night, aged 38 years. Portions of the

standing yesterday was supposed to
be a day ot rest with the presidential
party, it wns, ns a matter of fact,
filled with Interest and activity. Though
they had sat late to the banquet Sat
urday night It was nearly 2 o'clock
when General Wheeler delivered his
delightful peroration to "Women" the
president nnd ueeompanylng members
ot his cabinet arose to breakfast at
about the usual hour and later they
sepnrnted to attend divine services.
President MuKlnley attended church
at the Wesley Monumental Methodist
church. Mrs. McKInley did not ac
company him. She Is suffering from
a slight cold and remained at the hotel.
Her Indisposition, however, does not
amount to real Illness, and In the af
ternoon she was able to take a carriage
ride about the city.
The president was met at the door
of the church by leading members of
the congregation, who escorted him to
the pew reserved for him. As he en
tered the congregation arose and re
mained standing until he had taken his
seat. The sermon was by llev. John A.
Thomas. D. D. There was no reference
to tho distinguished presence during
the service, beyond an Invocation by
the preacher for divine guidance for j
me president uunng me crisis which
r.ow confronted the country.
Secretary Alger and General Shatter
attended the First Presbyterian church
and after the Bervlce held an Informal
levee In the aisles, many persons crowd
ing nround them to shake hands and
bid them welcome.
General Joe Wheeler and Secretary
Wilson worshipped at the First Bap
tist. After the service they shook
hands with several hundred people.
Secretary Long attended St. John's
Episcopal church, and Secretary Smith
the Independent Presbyterian. They
also were greeted by many members
of the congregations.
After dinner the president visited the
Georgia State Agricultural and Me
chanical college (colored), where he
delivered an address. The route to the
college took the president through the
camp of the Seventh army corps, and
going and coming he stopped at the
camp for a brief Inspection and to
speak words of appreciation and en
couragement to the men.
Secretary Alger and General Shatter
also visited tho camp. Secretary Alger
paid more attention to the camp than
any other member of the party. He
went through several of the regimental
villages from headquarters to kitchens,
and made an examination. He also
visited the hospital of the First di
vision, where he spoke kindly to the
sick men and made Inquiries Into their
wants and how they were supplied.
After his trip he expressed himself as
very much gratified with the camp and
the work of the hospital corps.
Postmaster General Smith, General
Shafter and the newspaper correspond
ents with the presidential party wero
the guests of the oulcers of the Third
battalion, Third Georgia regiment, at
the camp yesterday afternoon. An
oyster dinner was served. Postmaster
General Smith made a short address,
during the course of which he paid a
high tribute to the press for Its Integ
rity. General Shafter made an Im
promptu, conversational talk to the
men assembled, which was full of sug'
gestlveness, and at once placed th1
general In touch with all of his hear
ers. General Shafter did not make a
Bpeech, but In a conversational way
expressed himself, his remarks being
nominally addressed to Colonel Borner,
of the Georgians, though they were in
tended for the whole assemblage.
"It seems to me," said Gc eral Shat
ter, "that a great many pi-rsons have
an erroneous idea respecting our re
lations with the Cubans. As I view It,
w have taken Spain's war upon our
selves. We shall In all probability hear
a good deal more of the 'Insurgents.' "
"How about self government for the
Cubans?" General Shafter was asked.
"Self government," the general re
peated: "why, they are no more tit for
self government than gunpowder Is for
hell."
After the dinner the party made
an Inspection of the camps. Without
exception, the visitors pronounced the
arrangements excellent.
The members of the visiting party
spent the evening In the parlors of tho
hotel until the time came for them to
depart for Macon, for which place their
train left at midnight. On the way to
the depot the president was greeted
with hearty cheers, as Indeed he has
been every time he has come within
sight during his visit here.

London, Dec. 19. The Copenhagen
correspondent of The Dally Mall says
that King Oscar II of Sweden and Nor
way has been suddenly taken 111 and
Is now confined to his bed. King Oscar,
who is the great grandson of Napo
leon's famous General Bernadotte, was
born Jan. 21, 1829, and succeeded to the
throne April 18, 1S72, on the death ot
Charles XV. He married In June, 1857,
the Princess Sophiu of Nassau, daugh
ter of the late Duke Wllhelm of Nas
sau. From this union there are four
sons.
