M. Dupuy, the premier, has decided to
wash his hands of Fashoda and to re
call Major Marchand, for whose mis
sion he In not responsible.
This decision Is, to some extent, due
to a desire to allow nothing to Interfere
with the success of the exposition In
1900.
Today will be Important in the his
tory of the crlBls. It Is expected that
Baron De Courcel, the French ambas
sador, will Impart the French decision
to Lord Salisbury, who will speak this
evening at the banquet to be given

Probably the premier's text will be

to hope the political situation ameliorating.
The Daily Chronicle, under reserve,
publishes a remarkable story suggest
ing that the sirdar captured documents
proving that Major Marchand, before
the battle of Omdurman, sent to the

ally, to deter the Anglo-Egyptian forces

French Olllcer.
Cairo, Nov. 4. Major Marchand, the
commander of tho French expedition at
Fashoda, arrived here at 7 o'clock last
evening. He was met at the railroad
station by the French officials and resi
dents. The explorer looked thin and
worried. Directly the major appeared
at the door of the train the spectators
rushed forward, waving hats, sticks
and handkerchiefs and crying "Vive
Marchand." The latter, who was much
pleased and touched at the reception
accorded him, drove off to the French
diplomatic agency amid more cheering.
The French officer, who is short, ac
tive and bronzed, was dressed in
civilian clothes.
Only two Senegalese soldiers ac
companied Major Marchand, whose fu
ture movements depend upon the In
structions which Captain Baratler
brings htm.
At the French agency It was formally
announced that no one would be per
mitted to interview the French officer.
as M. Delcasse, the French minister of
foreign affairs, and the Marquis of
Salisbury must be the first to "receive
all news which may contribute to the
harmony of the two countries.
The major reports that he left all his
companions In good health, and he adds
that they had abundant provisions and
a plentiful supply of ammunition.
The French commander also express
ed himself as being much gratified at
the kindness shown him by the British
officers during his journey to this place.

Paris, Nov. 4. Last Monday the Uni
ted Slates and Spanish peace commis
sioners left tho definite limitations of
the protocol and entered the wide Held
of diplomacy, where an open question
is to be decided. Both commissions
realize that the area Is ample enough
for some maneuvering, though on the
American's side the tendency to evo
lution Is much more compact than
those of the Suanlards. Both would
undoubtedly be gratllled to reach a
mutual roncluslon without compulsion.
At Monday's Joint session the Amer
ican commissioners laid down a prop
osition In two parts. First, that the
United States should take over the
Philippines entire; second, that In so
doing they should reimburse to Spain
the sum of her permanent and pacific
expenditures in the Philippines. The
logic of the situation compelled the
Americans to make tho first move.
Having heurd the American propo
sition, this tho Spaniards might have
Immediately declined It, as they cer
tainly will do at today's session.
"Whether they will accompany the re
fusal with a counter proposition has
not been dellnately ascertained, though
that course seems Improbable. The re
sult will be that the commissions will
retire from confronting positions until
one or the other shall have reformed Its
lines for the next meeting, which will'
probably occur next week. If the
Spanish commissioners entertain a
hope that after the elections In the
United States the American commis
sioners will relax their demands as to
the Philippines, they have not uttered
it here for the public ear, nor has any
thing 'been said or done by any mem
ber of the United States commission
to warrant such a hope.

Paris with no greed for Philippine ter

Henly, vice president of the North
American Transportation and Trading
company, who has Just returned from
a six years' sojourn In tho Klondike,
said In an Interview: "The truth
about tho Yukon country Is that It wllr
yield $30,000,000 between now and next
October, nnd with tho completion of
government roads and the operation of
iiuartz mining machinery the output
will amount to $100,000,000 in gold nn

whites will be at work In the Yukon,
and a hundred years of steady lubor
will not exhaust profitable mining in
Alaska.
"Now the question arises," said Cap
tain Ilealy, "how are these statements
to be reconciled with the hard luck
tales brought out of the Yukon.
Whether It Is believed or not, thp sim
ple truth Is this: Scores o. men who
have gone to that country don't know
pay dirt when they soe it. They aio
farmers and greenhorns, and cannot
set a sluice box or make a rlllle to save
their lives. A sluice box must have a
certain pitch or the washings will not
pan out. Some are quick to catch on
to these things, while others are not."

Holding Hook Would-be Lyncher.

man in Wednesday night's attack, has
a fair chance for recovery. Soldiers,

their part Colonel Brown, of the Sec
ond Georgia, wired Captains Itenkl and
Pry to call In all arms and ammuni
tion, which was done, and guard was
placed over It.

Muskogee, I. T Nov. 4. In accord
ance with the proclamation of Ispar-
hecher, principal chief of the Creek Na
tion, and the agreement entered Into
between the Dawes commission and the
commission representing the Muskogee
or Creek tribe of Indians, the Creek
people yesterday adopted the treaty
by a majority of 344. The ratification
by the Creek Indians of the treaty
makes it the law, except In so far as
Its provisions conflict with the Curtis
act, recently passed by congress.

the United States In tho war against
Spain.
The Insurgent leader and his chiefs
have forfeited their lives. Should the
United States return the Philippines to
Spain Agulnaldo and his fighting fol
lowers must be surrendered to death
or taken away by the United States,
nd the American commissioners feel
that the transplanting of them would
bo as severe townrd them as It would
be Impracticable from the ixilnt of view
of the United States. Territory to
shelter them Is felt to be necessary in
the Philippines.
Your correspondent ascertains from
Spanish sources, beyond question au
thentlc. that before the Philippine
question Is settled the Spanish commls
sloners will declare that they are not
here solely to save or to gain all the
money possible from the United States
Senor Montero Rlos president of the
Spanish commission, and his colleagues,
waiving for argument any classifica
tion of the Spanish or colonial debts,
will point out that Spain has borrowed
on the collateral of her colonial reve
nue. They will concede that the na
tional guarantee may have been added,
but that for all purposes of this con
tention the fact Is lrrevelnnt.
It will then be frankly urged by her
commissioners that Spain has pawned
the revenues of the Philippines and of
Cuba: that she did so In good faith
to her creditors, and this being true,
that she has no moral right to give
away or rehypothecate territory al
ready pledged.
Senor Rlos will urge that should
Spain take that course her creditors
might charge her with defrauding
them to save the Canaries, Carolines
and Balearic Islands, and to avoid pos
sible damage to tho peninsula. The
Spanish commissioners will protest
that Buch a transaction would b In
tolerable to Spain, as It would brand
her as a robber ami potroon. They will
declare to the Americans that rather
than be so pilloried by their creditors
they will, If they must, be deprived of
their remaining colonies and suffer de
vastation of their mainland.
If the United States feels it a high
duty to retain the Philippines Spain's
envoys will declare that she has an
equally sacred duty In holding- them to
the pledge of their revenues In honor
able indebtedness, and that, while pos
sibly unable to make good the In
debtedness In dollars, Spain can, If
only bv a fruitless adhenence' to high
purpose, save ber name from the brand
ot theft.
