Wild rumors of depredations In tho
western part of the Island continue.
but there Is little foundation for them,
though a certain disorderly element la
still seeking the opportunity of per
sonal vengeance.
Inquiry here as to the stories, which
nre of Spanish origin, shows that they
are greatly exaggerated. For instance.
there Is a report In circulation of tho
killing of a German merchant at May
uguez and of the killing of several men
at Areclho. All this Is entirely without
foundation, though the Areclho story
probably arises from a recent accident
In the vicinity, which resulted In the
killing of an American soldier.
On the order of General Maclo, Issued
last Friday, the Spanish evucuatlon of
Vega Alta, Vega I3aja, Toa Alta, Tou
Daja, Dorado, Harceloneta and Manato
was delayed owing to the rains and
Hoods, but It Is proceeding now.
The American evacuation commis
sioners received an Important com
munication from Washington Sunday,
and a special meeting was at once
called to consider It and to formulate
a course of action. At the Joint session
yesterday the Americans told the
Spaniards It would he necessary to
complete the evacuation by Oct. 15,
undertaking to supply transportation
for the remainder of the Spanish troops
at that date, If It should be necessary.
A Spanish freight steamer, due to sail
for Havana today, has been ordered to
remain here, probahly to be used for
the transportation of Spanish troops.
The American postal commission has
completed Its examination of the postal
needs of Porto Rico. The staff for the
San Juan postal station Is now here,
waiting.
Dr. Huldekopor will return to Wash
ington at the first opportunity to meet
any charges. He will stand on his
Chlckamauga record and his work done
here, which Is approved by his super
iors. He says he will make trouble for
any unjust accusers, and Is prepared
to demand a board of Inquiry.
General Oswald H. Ernst, with his
staff, and tho Sixteenth Pennsylvania
volunteers, with all the convalescents
of that regiment, left Ponce yesterday
on the United States transport Mlnne
waska for New York. The quarter
master was Instructed to provide every
posslhle comfort for the troops, ailing
or well. Colonel John.. B. Castlcman,
of tho First Kentucky volunteers, will
assume command of the troopS at Ponce.
He will report as to any, lack In the
sanitary conditions surrounding the
troops at Ponce and elsewhere. The
men have been cautioned as to the
proper dress, and have been Impressed
with the fact that their general con
duct will reflect upon the country they
represent.
Discovered by a Woman.
Another great discovery has been made,
and that too, by a lady in this country. "Dis

health of tho United States troops now
In the province of Santiago has con
siderably Improved, not more than 10
per cent now belntr on the sick list.
Most of the cases of Indisposition are
merely light malarial fevers. Yellow
fever has been practically Btamped out
of the city by the systematic cleaning
process put Into operation.

of the crematories. General Wood has
shown wonderful executive ability lu
bringing order out of the chaos that

of the Island. In making appointments

takes the verdict of 60 of tho most
prominent Cubans, who are answerable
for the honesty and efficiency of tho
candidates they propose.
General Lawton Is well satisfied with
the soldierly qualities displayed by his
men since they have been here, and all
reports from other places In the prov
ince as to the behavlur of the American
troops are equally satisfactory. There
has been very little drunkenness, which,
when one remembers that, as u soldier
tersely puts It, "drink Is cheap, and
you are always thirsty," Is really re
markable. Officers of all grades, and even en
listed men, are receiving letters by ev
ery mail from persons In the United
States asking for Information as to the
possibilities for Investment In this part
of Cuba. In the early future thete
ought to be numerous openings, hut
at present General Wood advises in
vestors not to come If they Intend their
Investments to take the form of land
purchase, as the records and archives
have been left in a shocking state by
the Spanish authorities, presumably
with the Intention of making additional
dlfilcultles for their successors.
A man with a little capital would do
well here with a small laundry, an
American bakery or a small store with
good groceries. Such enterprises could
be made to pay from the very outset.

of tho Grlgsby rough riders; Dr. Hysell,
chief surgeon of the Second division, lo
cated at Camp Thomas, and Major
Gallagher, who was In charge of va
rious commissary depots In the Santl
ngo campaign. Dr. Hysell's testimony
dealt with the sanitary and hospital
conditions at Camp Thomas. lie said
that there was less typhoid fever In the
troops of the Second division than In any
other division, and stnted that upon
his advice the division had secured its
water from outside springs, Instead of
from the Chlckamauga river, as he con
sidered the river water liable to be Im
pure. Major Gallagher detailed the pro
cess of supplying rations to the troops
In tho field. lie said that at one time
there was a deficiency In coffee and
sugar for two days, and he expressed
the opinion that this shortage would
have proved serious If It had continued
for any length of time. He said the
tupply of lighters was not sufilcient to
permit the accumulation of any consid
erable quantity of food at any one time.
Captain Culver said that he had been
stationed at Camp Thomas, Chlcka
mauga, from May until he was mus
tered out on Sept. 11. His company
had been locnted In the woods, but
while the site was dry, he thought they
would have been better off ln.ho open.
The food generally was abundant and
good. At first they only received fresh
meat two or three times a week, and
for a week the bread was hard, but
this was soon rectified. On one occa
sion the meat was tainted, but It was
rondemned nnd exchanged. He stated,
however, that the tainted meat was not
badly spoiled, and that he would have
been glad enough to have had
use of It In the civil war. Captain
Culver metloned an Instance when tho
bacon received was wormy, nnd when
the command first arrived there was a
shortage of tcntage. but these defects
had been speedily remedied.

case Is likely to develop a sensation
before the alleged poisoner Is removed
from the state. Governor Budd signed
the extradition warrant yesterday af
ternoon and gave It to Chief Lees. At
torney General Fitzgerald thought It
was legal, and that It was sufficient
for her removal. Mrs. Botkln's attor
ney hastened to the federal court to ask
Judge Hawley to Issue a writ of halieas
corpus to prevent the state authorities
from forcibly taking the prisoner from
the state, but Judge Hawley could not
be found. It Is possible that the pris
oner will be taken away today unless
the courts Interfere.

Jersey City. Oct. 11. The disappear
ance of Justice Douglass, of this city,
from the steamboat Dean niehmond at
Albany, N. Y., Sunday Is attributed
by many of his friends to financial
troubles. A mortgage on the Justice's
residence was foreclosed last week and
the house sold. Had ho collected the
$1,600 which the city stipulated to pay
him for revising the laws concerning
the city he could have saved the house.
