Madrid, July 23. The minister ot
public Instruction, Sunor Oamuzo, Is
authority for the statement that peace,
honorable to the Spanish army, will
shortly be concluded. In n Interview
In the Correspondenzla Milttnlr, organ
of the army, Senar Gomaza Is quoted
as suylng:
"The suspension of constitutional
liberty cannot be agreeable to the
press, because It abrogates freedom
and prevents the publication ot news
which costs much. Hut at this moment
what can tho government do but check
the hostile campaigns waged against
It? 1 was the Hist to beg the cabinet to
treat the question as urgent, and I do
not regret my action. I will say from
my seat In parliament that I am con
vinced t did a real service to my
country.
"At tho same time I can give you
news which will please the press. The
suspension of the constitution will not
last long, for several reasons. One of
them Is the calmness displayed by the
people and the army. It Is not for me
to conceal the Intentions of the gov
ernment, which are to conclude an
honorable peace which will, In the first
place, satisfy the aspirations of the
army. After that, if Senor Sagasta
should think it lit, he will ask thci
queen regent if she still has confident.'!

that It would at any rate put an end
to the preFcnt vacillating policy. Cer
tainly considerable confidence Is felt In
General I'olavleja, In the present dif
ficult juncture. The belief Is current In
Madrid that the delay In Commodore
Watson's starting Is due to a desire to
give General l'olavleja time to form n
cabinet and to sue for peace.
The directors of the leadlns news
papers waited upon Senor Sagasta, the
premier, late yesterday nfternoon and
urged him to abolish the existing state
of selge and censorship.
According to a dispatch from Hong
Kong, the insui gents attacked Manila,
but were repulsed with a loss of TOO,
the Spaniards havinii CO killed ni
wounded. A becund uttack was equally

A dispatch from San Juan de Porto
Rico says a new insular cabinet lias
been formed under the presidency of
Senor Nultz Kivelra.

tion ot almost 5,000 troops will pail fur
Porto Itlco on Monday next from New
port News. They will bo on the auxil
iary cruisers St. Paul and St. Louis and
Hie transports Massachusetts, Rou
manla and City of Washington. The
Ave ships have a carrying1 capacity of
5,000 troops and 1,500 horses. Nearly
the full capacity of the vessels will be
tested by the men, who will comprise
General Haines' brigade from Chlcka
niauga and several batteries f artil
lery. It Is expected that about 1,000
horses will be taken, 700 of that num
ber being artillery horses.

yesterday. The Ollude Kodrlttuez, of
Havre, came In from San Juan. The
Frenchman was making a second at
tempt at running tho blockade on Sun
day last at San Juan and-was hauled
up by a shot from tho New Orleans.
The Ollnde Kodrlguez has a crew of 107
and 31 passengers, the latter chlelly
negroes, who embarked at Puerto
Plato for France. The vessel carried a
cargo of tobueto and coifee. The sec
ond prize Is the small British steamer
Newfoundland, captured by the May
flower off Clenfucgos. She carried a
cargo of provisions and a number of
passengers.

There was no disposition to force any
Issue with the insurgent chief at this
time, but It Is pietty well understood
that he will not be allowed to commit
the I'nlted States eovernment In the
future treatment of the Philippines.
The visit of the German ambassador
to the president and to the secretary
of state was a busls for a belief that
he had called to make some representa
tion on the subject, and perhaps as well
on the question of peace as affected by
the program laid down by Watson's
projected voyage to ISuropean waters.
If so no oflklal confirmation was ob
tainable, and "a friendly visit" was the
only explanation offered.
It would not be surprising If it should
develop that strong European Influ
ences are being brought to bear to dis
suade the navy department from dis
patching Watson's tleet to Europe. But
so far they appear to have been In
effectual, for it is officially stated that
the depaituro of tho squadron Is only
delayed, not abandoned.
The most agreeable event of the day
was the arrival at Jho navy department
of Lieutenant Ilobaon, the hero of th3
Mertimac. The olllelals were not In
formed of his apjiroaclilnK visit except
through the newspapers. Consequently
when he reached the railway station at'
2:3S o'clock In the afternoon there wui
no olllclal there to meet him, aud hi i
reception was truly democratic. He
succeeded In escaping observation as he
passed through the train shod, coat aittl
umbrella In hand, followed by a nortu'
proudly carrying his bag, but before
he emerged from the station some on
spied him. a hooray went up from one
throat close 'iy, and in a moment thu
station was surrounded by a shouting
crowd. The cry of "Ilobson. I'.bson."
rang out, and the crowd close0 about
him, shaking his hand and pushing hlin
about until he wus rescued by the po
lice and escorted to a carriage. lTe
stopped long enough to announce thai
all of tho men who formed the crew of
the Merrlmac were safe and in the best
of health.
The offlcer was driven at once to the
army and navy club and. after brush
ing hlnin'lf up, he drove over to the
navy department. As he approached
the ofllce of the secretary of the navy
there was another demoustratlon. A
large crowd had gathered about the
doorway, and the lMarty welcome It
gave the young oillcer brought blushra
to his cheek?. Secretary long came out
of his prhate ofllce and giasplng Hob
son with both hands said with sin
cerity: "Lieutenant, I am glad, very
glad, toree you." Then he drew him
into Ills olllce. where the lieutenant was
Introduced to Assistant Secretary Allen
and was greeted by Captain Crownln-
shleld. Captain Uradford and Pension
Commissioner Kvans. who happened to
drop In. He spent half an hour in con
ference with the secretary and then re
turned to the club.
Secretary Long stated that Hobson
did not bring the long expected repot t
from Admiral Sampson and his brother
ollleers on the destruction of the Cer
vera lleet. The exact purpose of his
visit was to report to the secretary of
the navy regarding the work upon the
Cristobal Colon. "When this duty is
completed," Admiral Sampson's order
reads, you will ask lor orders trom the
secietary of the navy. Otherwise you
will return to duty on board the New
Yoik."
About 5:00 o'clock Lieutenant Hob
son went to the White House to pay
his respects to the president. Secretary
Lonsr accompanied him. The president
gave Lieutenant Hobson a most cordial
greeting and paid him a high tribute
for what he retarded as one of the
most conspicuous acts of gallantry In
the history of naval warfare.
Lieutenant Hobson returned to New
Yoik last night to confer with wreck
ing companies' agents. In a few days
he returns to Cuba to resume his work
nn the wrecking of the Spanish vessel-!.
