the pier of the Fiench line steamers
two big balloons and equipments.
Which the government hns purchased
for use n army operations. They were
obtained from the French manufac
turer of bnlloons and proprietor of the
captive balloon In Fails, Maurice Mal
let. 11. Mallet Is also In this country,
with Antony Vnrlcle, both of them well
known aeronauts, and It Is likely that
their services will be secured In con
nection with the use of balloons In
military operations In Cuba and Porto
Hlco, nnd possibly In the Philippines.
M. Mnllctt has made no less than 350
ascensions, and Is regarded ns an ac
complished aeronaut In every respect.
The balloon used by Andree was built
by him In conjunction with M. Ln
chambre, of Pniis.
The plan hns been proposed of send
ing one of the bnlloons now at Tnmpa
on suitable vessel of high speed to

The Spectator, continuing, says It Is

that the half drilled, half fed Spanish
conscripts will prove lighting superiors
to the hardy volunteers. Nevertheless,
the Americans who expect a short war
will be Eriovously disappointed.
The Speaker says: "Probably tho
real aim of Admiral Cervera's opera
tions Is less naval than political, and Is
meant less for use In America than
Kurope. It is nil desirable for the
Spanish ministry to gain time. The
revolutionists cannot move until a dis
aster comes. Meanwhile Spain can
point to the Intensified agonies of the
reconcontrndos nnd bid Kurope behold
the results of American humanltarlan
lsm. There Is also the possibility of an
Kuropenn war that would give Spain
unexpected allies. Kvery moment of

Universal Peace union met yesterday,
and a copy of the letter which Alfred
Iove, national president of the union,
wrote to the queen regent of Spain in
the interests of peace, was read. After
considerable discussion a resolution
was passed that "the New Y'ork Uni
versal Pence union does not Indorse
the stand taken by President Love, of
the national organization, nnd that
peace must not be purchased with dis
honor, but must come only with a
guarantee of protection and freedom
for the defenseless non-combatants,
women and children, Spain has so ruth
lessly starved and tortured."
