two places, perhaps, was tho tension

Just beforo tho house rose yester
day a telegram from Mr. Herbort
Gladstono reached Lord Stnnley, an
nouncing that his father was sinking.
Already boforo his death tho hush and
grief seemed to fnll over the sceno oi
his triumphs, and from the present
men turned to tho past, recalling hla
sayings and doings. A great lion lay
dying, his old colleagues his one time
enemies and followers watching hla
last long light with his Inst and im
plncablo foo, as they watched in past
days his lights against foes whom he
could overcome. True to himself, he
was yielding slowly Inch by Inch. It
was generally felt at St. Stephens that
his dying was but the sequel to that
great sceno witnessed four years agu
when, his Inst spcocli spoken, ho quit
ted tho houso without one word of
spoken adieu.
Anticipating the inevitable, the
members of the government discussed
tho appropriate proceduro to bo ob
served, and res.olved that no effort on
their part should be wanting to mark
a suitable sense of their loss.
Disregarding recent precedents, It
was decided that tho program In par
liament should be the samo as that
adopted in tho cases of tho Earl of
Chatham and of the younger Pitt,
namely, an address to her majesty,
praying for a funeral at tho public
charge and a monument erected In
Westminster Abbey.
Throughout tho whole kingdom
overy public gathering added Its words
of deep grief to the volume of national
mourning clearly versed in the tele
gram from tho Princo of Wales to Mr.
Henry Gladstone:
"My thoughts are with you, your
mother nnd your family at this trying
time you aro experiencing. God grant
that your father do not suffer. Albert
Edward."
At tho banquet of the Homo Coun
ties Liberal Federation last evening
Sir William Vernon Harcourt, Liberal
leader In the houso of commons, In
stead of delivering an Important party
attack, only uttered a few words of
grief and left the room. The Duke of
Devonshire, lord president of the coun
cil of ministers, speaking beforo the
Urltish Empire League, roferred touch-
lngiy to the mournful scenes at Ha
wnrden, where "the greatest of En
glishmen was slowly passing away."
In other places Lord Mayor Horatio
Davles, Lord George Hamilton, Sir

mingham, Cardiff, Liverpool, Swansea,
Edinburgh and elsewhere, at all sorts
of gatherings politicians, divines, re

The cabinet met last night and re
solved, on the proposal of Senor Ga
mazo, not to Identify Itself with or ac
cept responsibility for the acts of the
last ministry. No political program has
been formed by the cabinet, since cir
cumstances do not permit It. The cab
inet will undoubtedly be short lived.
In this all those acquainted with Span
ish politics agree.
It is the general belief here that the
cabinet has been materially strength
ened by reconstruction, because It Is
now homogeneous, and with one ex
ception, that of Senor Moret, all the
retiring ministers are succeeded by
stronger men. The accession of Senor
Gamazo will not only add to the ad
ministrative elllclency of the govern- j
ment, but will also fortlfv its par
liamentary position. He consented on
the condition that he should take only
the portfolio of public Instruction,
which carries but a limited amount
of official responsibility In great po
litical questions. Senor Aunon was al
ready indicated by public opinion as the
ablest man for the navy. Senor Ragas
ta had considerable trouble also to over
ride the objections to entering the cab
inet raised by Senor Leon y Castillo.
For the moment all Idea of seeking
open negotiations with a view of termi
nating the war Is abandoned, and It will
not.be revived until it Is recognised by
the public generally, and in military e.'t-
cles especially, that everything has been
done which the requirements of national
honor demand. When that moment will
arrivo it Is impossible to foresee. All
that can be said at present Is that It
will depend on the course of naval and
militery operations.

Point, Princess bay, on the site of the
old quarantine yellow fever burying
