Our Government Starts a Midnight Expedi tion For the Shores of Cuba, Bearing Arms, Ammunition and Provisions For the Insurgents Preparing to Send An other Load in the Immediate Future. Pennsylvania Volunteers to Be Sent at Once to Chickamauga National Park. WaslilnRton, May 10. There is tin best authority for the statement that the navy department does not expect to hear from Admiral Sampson within several days. The authority for thh statement is fully acquainted with Admiral Sampson's plans, and the re mark would seem to indicate that the admiral, liaviiiK failed to find the enemy ut the place expected, had turn ed his attention to the alternative pro ject. What this is cannot be ascertain ed. It is evident, however, that the department Ik under no apprehension an to the Bafety of the American ileet nor of any vessel of the fleet. The war department yesterday issued orders showlnsr. where the various state volunteer organizations are to be con centrated. The order is thought to warrant the assumption that the de partment contemplates a speedy move ment of tlio United States military forces upon Cuba, and In much greater force thun was originally planned. The oIllclnlH refuse to say anything on this point, but there is every evidence that they expect a short, shnrp, conclusive and Immediate campaign, such ns could not bp waged by &.000 or 10,000 soldiers. It Is also to be noted thnt provision Is being made for mobilizing nnd trans porting and feeding many thousands of men outside of the United States. It Is the expectation that the first regiments organized and reported from tho states will be sent to Chattanooga, thence going to Cuba via Mobile, Tumpa, New Orleans and Galveston, for oxpedltlons will be dispatched from each of those ports. Probably about one-third of the entire levy called for by the president, or about 40,000 troops, will constitute the force to be sent south to take part in the first Cuban service, following the regular army forces, These troops will be the first to receive their equipment. The second contingent, including s regiments and two troops of New York volunteers, are assigned to duty under command of the department of the cast, commanding coast defenses nnd reserves, which pioimbly will result in their employment In New York harbor and aleig the shines of Long Island pound. In the case of Pennsylvania Jive regiments, two battalions und two troops are also assigned to duty In the department of the east, which will pluou them nlung the shores of the Delaware bay and river as coast guard to protect the Important shipping In terests of that section. When these are equipped the govern ment will turn Its attention to the third class, comprising the last third of the 125.000 volunteers called for. It Is the sincere hope of the war department that It will not be called upon to fully equip these troops liefore hostilities are ut an end, but the work of preparation is proceeding on the contrary assump tion. It Is possible that the men never will he called upon to leave their own states. It may be remarked, by th way, that out of the first class will come the troops which will be sent to the Philippine Islands. dancer of I its anticipation MOTHER mm A GRATEFUL NATION Will Honor Admiral Dewey and All the Other Heroes of the Battle of Manila. Senate rinnnco Committee Still Dis cussing t ho War llovcuuo Mil. Wnsh'i gton, Mny 10. When the sen ate finance committee adjourned last night the consideration of the Republi can amendments to the war revenue bill had been almost entirely complete ed, although there were some puz zling problems still unsolved, one of which was the mnnner of dealing with proprietary medicinal articles. There probably will be a uniform tax on nil of these. Tlie committee has decided to place a license upon banks nt the rate of $100 a year nnd upon brokers nt the rate of K0, but hns not yet determined whether the professions shall be licens ed or no. On life Insurance compa nies the rate has been Increased five fold, being made 10 cents on every $100, and It is estimated this increase will add about $1,000,000 In revenue. The provision for an Inheritance tnx and for a tax on bills of lading were both adopted, as were tho provisions for taxing all dealings In futures, includ ing bucket shop" operations. The Democratic amendments will be taken up this afternoon, and there Is very little doubt that they will all be adopted, as Senator Jones, of Nevada, has Indicated his purpose of standing with the Democrats on ail the principal changes they suggest.
