port shall he open to ships and the

China having represented that Tn-
Uen-Wan Is certain to supplant Nlu
Chwang as tho chief port of Man
churia and cause a loss In the Imperial
customs revenue, Russia undertaking
to contribute to the Chinese govern
ment tho balance of the customs col
lected at Ta-Llen-Wan, after payment
of expenses.
'Though this arrangement Is obvi
ously temporary, the Chinese are much
flattered by the concessions. The con
ditions generally are cleverly designed to
conciliate the trading nations while
Kussta will consolidate her power and
strengthen her base prior to the ab
sorption of Manchuria. Russia has no
tified China that Japan has withdrawn
opposition to Russian action as to the
Leao-Tong ports In consideration of
Russia's withdrawal from Corea."
The Russians, according to a speclnl
dispatch from Shanghai, having order
ed tho Chinese to leave Port Arthur,
the mandarins and soldiers are bolt
ing pell mell, with their baggage, to
Che Foo, Nlu Chwang and Ta Ku.
Three of Russia's largest battleshlrs,
says a special dispatch from St. Peters
burg, will shortly proceed through the
Bosphorous for Chinese waters.

Cuban relief committee, mot here yes

tween Miss Clara Barton, of the Red

grew out of the latter's visit to Cuba
to oversee the distribution of food and

yachts, nlno fast sea going tugs and
ono coasting vessel, the pick of tho
available small craft In the harbors of
New York anil Philadelphia, wcro ac
quired yesterday to augment the Uni
ted States navy by the special naval
board on auxiliary vessels. Two of the
yachts and one tug were delivered at
tho Brooklyn navy yard, nnd Rear Ad
miral Bunce wns In receipt of orders
from Washington to prepare to secure
the others today. At least two more
ynchts and two tugs will be acquired
today unless the negotiations which are
now practically concluded should fall
through.
The yachts bought by the govern
ment .re the Altny, the Hermolne, the
Columbia and the Alicia. Tho tugB
purchased were the V. II. Wise, the
Taurus, tho Storm King, the Hercules,
tho Pnoll, tho Wlnthrop, tlio Kdward
tiiickcnbnch, the Walter A. Lueken-
bach and tho Argus.
The board Is also trying to obtain
possession of the tugs Ocean King and
Lewis Luckenbnch, the property of
the Luckenbnch Towmg company,
which Is, however, unwilling to sell
them except nt a price that Is almost
prohibitive. The board has also under
consideration n list of 20 yachts sub
mitted by Thomas Manning, a yacht
broker.
Other vessels under consideration are
the Kate Jones, of the Boston Towboat
company,, and the Mutual, of tho Mu
tual Towing company. The board Is
also looking for two larger vessels to
be used as distilling ships for provid
ing a water, supply for the fleet.

derman Joseph R. Clarke, A. L. Jnnsen,
a clerk In Controller Palmer's offlce;
W. II. Goft, former superintendent of
sewers.
The Indictments charge tho former
officeholders with having, by means
of fraudulent contracts for public work,
made away with $50,000 of the fundi
they found In the treasury of the city
of Brooklyn when they took olllce. Tho
athdavlts secured by the district at-
troney and by him laid before the
Brand Jury allege that the accused
made It a practice to meet at the resi
dence of William K. Phillips, where
plans were discussed and agreed upon
for securing contracts upon conditions
of peculiar advantage to those Inter
ested. It Is alleged that Contractor Daniel
Doody supplied the foundation for '
whole Investigation by practically tu
lng state's evidence after Comptro
Coler and his assistants had disc -ered
that $80,000 In cash was missing
from the Brooklyn water fund, and
that there were evidences of other
grave frauds and defalcations.
The records charge the J80.000 In
question to "emergency work." The
law required that all work the cost
of which was to exceed $2,000 should bo
awarded by contracts, upon adver
tisement for the reirular time. To
evade this law. It Is alleged, tho of
ficers of tho Brooklyn city works de
partment had been In the habit of
ordering work and paying for It In
sums of $2,000 or less.
Further search In tho records brought
out the fact that most of these small
Jobs and the money for them had
fallen Into the hands of a firm that ap
peared upon tho books as Thomas
Frazler & Co. Mr. Color was at first
Inclined to believe that the firm was
a myth, but a little detective work dis
closed the fact that Contractor Doody
was really Thomas Frazler & Co.
All the bills for this "emergency
work" had to receive the "O K" ot
Water Purveyor Knapp, be certified
as correct by Deputy City Works Com
missioner Fielding, passed by Auditor
Sutton, thence through the hands of
Comptroller Palmer and were finally
paid by City Treasurer Taylor.
The Indictment of Mr. Clarke was
for accepting a consideration for the
performance of an official act while
In the board of aldermen. It Is sur
mised from this that the grand Jury
took up the action of the board of al
dermen In connection with the grant
ing of trolley franchises and exten
