The reorgani zation of the city council yesterday, which marked tho transfer of the city Government from tho Republicans to the Committee of One Hundred, was marked by scenes of wild disorder, dur ing which retiring City Clerk Vnrney was roughly handled and finally forced from the room. While the excitement was at Its height Mayor-elect Cooper B. Hatch mounted a table and was sworn Into office by Justice Joseph I. Peale. Tho city council met at 4 o'clock, and for an hour the proceedings were with out special Incident. Tho new members had been sworn In, with George U. Taylor as president. Prayer had been offered and tho chamber was Just get ting down to business, when a resolu tion was presented asking for the un seating of Republican Councilman Roberts, of the Third ward, and nam ing Dr. William Schaeffer Instead. City Clerk Varney, who was acting at the request of tho city clerk-elect, was reading the returns of tho ward when a man rushed Into the room waving a paper. The retiring president, C. II. Ellis, snatched It from his hand, and facing President Taylor shouted: "I have here a writ of certiorari from the supreme court." Instantly all was confusion. Varney tried to read the paper, but was shout ed down. City Clork-clect Kramer went to his assistance. A struggle followed, and the paper was torn to pieces. The crowd surged to and fro, and fists were freely used. Varney was knocked down and was hauled from beneath a crowd. A detail of policemen was brought to the scene and restored quiet, but not before Mayor-elect Hatch had taken the op portunity to have the oath of offlce administered, after which he spoke to the members and business was re sumed. The writ was granted by Supreme Court Justice Oarrlson on an affidavit that a resolution to oust Councilman Roberts was about to be Introduced. Mead, was arrested yesterday afternoon while attempting to swindle tho First Na tional bank, of this city. Early In the day Barnett managed to beat the bank out of $400, and It was while making an effort to repeat the trlek for $1,000 that he was caught. He called at the bank In the morning and represented himself as Charles P. Mead, a travel ing salesman for tho firm of William A. Durbln & Sons, of Cincinnati. He asked permission to open an account, and deposited a draft for $700 drawn by the Lafayette National bank, of Cincinnati, on the Chase National bank, of New York. Later In the morn ing he checked out $400, which was paid to him without question. Later in the day he deposited a draft similar to the first, with the exception that it called for $1,500. Then he pre sented a check for $1,000. His man ner of doing business looked suspicious to the clerk, and asking Barnett to wait a moment he notllled President Nlckerson, of the bank, who called up Cincinnati by telephone and was told that there was no firm there by the name of Durbln & Sons. Itosecrans died yesterday at his home near Kedondo. The old warrior's death wan peaceful In the ex treme. For several rlnys he had been between life and death, at limes uncon scious and again in a tomatose state. Ills splendid vitality kept him alive for days. At the bedside when the end came were a Hon and daughter of the general. Curl and Anna ltoseerans, and a number of Immediate friends of the family, besides the attending phy sician, Dr. Hakes, ifls third child, a daughter, Mrs, O'Toole, lives at Helena, Ont. General Itosecrans was stricken with no particular disease, and the end came through a general weakening of the system. When lie was first stricken, more than two weeks ago, It was not supposed the aliment was more than nn attack of the grip. He rallied sev eral times, but the physician never held out much hope for recovery, and for the last three days the family and friends had known that the end was very near. The place where he died is called Bosecrans, in honor of him, and Is near a station on the Kedondo, about 12 miles from the city. The general had made his home there on a large ranch devoted to fruit raising for several years. General Itosecrans was pos sessed of a fine property, and his last days were spent in peace and plenty. Arrangements are being made to have a nubile funeral for General Itosecrans, in which all the military bodies of this city and section will par ticipate. Agens, Jr.. whose trial on the charge of manslaughter has created a great deal of Interest, especially among so ciety people, was acquitted yesterday afternoon. Agens became Involved in a quarrel with Caldwell H. Abeel some time ago, and struck him. Both young men. who were well to do, had been drinking.
