Lowndes, yestetday affixed his sltrmt
ture to the bill changing the nnme of
the Sheppard Asylum for the Insane
to the Sheppard Enoch Pratt asylum,
111 consequtno" of which the residue of
Mr. Pratt's estate, amounting to about
$1,500,000. will go to the Institution
named. A vigorous effort was inud-
to defeat the bill In the house of dele
gates, and failing in that, to Induce
the governor tn withhold Ills signature.
This movement was attributed to the
heirs of Mr. Pratt, and among the
eminent counsel employed by them
were United Stutes Senator Hoar, of
Massachusetts, and Abner McKInley,
brother to the president. The governor
also signed the Crothers untt-ruclng
bill.
Insane Doctor Piitnlly Shot.
Chicago, March 2. Dr. Francis
Brooks, a young physician, was shot
and Deviously wounded last night by
Policemen Uurke and Duffy, who had
been summoned to the house by the
family to control Dr. Urooks. The
mind of the young physician has lately
become affected by overstudy, and last
night he nlnrmed the members of his
family by his handling of a large
carving knife. Olllcers were called
for, and us soon us Uurke and Duffy
appeared Dr. Urooks attacked them
with the knife. Uurke ilred at him
point blank, the bullet striking Dr.
Brooks in the left arm. He continued
his attack, hnwevei, and Duffy fired,
hitting the doctor in the side and in
flicting a wound thai nicy prove fatal.

The case of Mrs. Ellon Sands, of Gllbcr
ton, against Florence Hlackwell, of town,
for maintaining a bawdy liouso, was con
tinued before Justice X. T. llreiinan, in East
Mabanoy township, this morning aud after
the examination of several witnesses the ac
cused was put under $100 hail for trial at
court. After this caso bad been disvosed of
l'ollcomau Edward Kuster, Martin J., alias
"Hutt" Kelly, and Jack Mclliiire, of Shen
andoah, wero charged with conspiring to
place Mrs. Sands' daughter, Lizzie, in a
liouso of ill-famo at Heading. After hear
ing tho evidence in the case Justice, Ilreu
nan honorably discharged Policeman Kester,
hut put Kelly and McGuire under 5100 bail.
