have bieii in the iuteiest of one or two ap
plicants for appointment on tho police force.
Mint of the lJi'inocratie Cnuuciluieu were
also lu attendance 1'. .1. Mulliollaud, ouc of
tlie sliiendest party leaders lu the Second
waul, presided at the mcctiiiK and very
foicibly stated the object of tho gathcrm;.
The lncetini: passi'd resolutions lecomniend
i n k thu appointment of John JcnuiiiKs, of
the Third waid, and Thomas D.iltuii, of the
Second, as members of thu police force.
What is known nsa conference committee
was also appointed. It consists of three
members from each ward, includiiiK the com
mitteeman from each ward. In the event of
a disagreement at the t'otiiicilmaiiic caucus
this committee of fifteen is to be called in for
the purpose of ellectiiiK a compromise. In
other word, they are to usurp the functions
of the Couiicilmen and practically make the
appointments, and tho Democratic nicnibeis
of Council aro supposed to siiuctinn and vote
for the slate presented by this committee.
This program is not looked upon very favor
ably by some of tho Couiicilmen, and thele
aro murmurings of dissatisfaction from that
souico. Said one of them last nislit:
"Wbilo I have no ax to srind, yet I have
some friends to reward men who have
served mo on a number of occasions, and
who wore instrumental In my nomination
ami election. It is unfair to ask mo to turn
down such men and pick up a man who has
never been of any service to mo, simply be
cause nun or two of the leaders feel friendly
toward him. Ilesides, those who engineered
the lncetini,' assuuio a dictitorial spirit in
usurping the powers that rightfully belong
to us. We will organize harmoniously, il
thcsii people will attend to their own affairs.
Otherwise there may be trouble."
Thu appointment of water superintendent
and policemen am causing the greatest
trouble. There aii two pronounced candi
dates for the siiperintcudency, Thomas Hand
and James Hell. There ale two otlier candi
dates in the back-ground who will probably
devchminuch strength. Neither Hand nor
Jtell will give way to each other.
Thcro is a small army of candidates for the
polico forie, but tlie prominent ones ale
l'atrirl. (iiauani, John Jeuuiius, Thomas
Walton, Patrick Murphy, Patrick llutlrr,
Martin Foylo&and Henry Motz. 1'ioniiscs
have been made to the Polish faction to give
them a representative on thu foicc, but none
of the (Jouuciluicti caro to take him up as
their purtiun of tlie spoils.
Michael Kerrigan has strung petitions lu
hisheltatf for Supervisor, and he is certainly
deserving of it. Jieisn nrominent member
of tho Phoenix Fire Company. Councilman

brother, while some are urgi g ex-Chief liur

The secretaryship inn contingency. John
Cardin, the ex-.Iusiice, is an applicant, and
so is John Curtin. While M. J. hawloris not
an applicant, hisappointniontis urged became
of his well-known abilities for tho position.
The name of James Coakley is also men
tioned. Some of tho Couiicilmen favur in
creasing this official's salary tojliOu mouth
and give him charge of the Water Supoiin
teudent's books in addition to his other
duties.
No candidate is mcntioucd in opposition to
T. J. Mullaliey, recently elected Jiorougu
Treasurer. He appears to he tlie unanimous
choice of the Count-union, although some ol
thu members object to the salary, about f 100
a mouth.
The csiucua will take into consideration
tho "man on tlie dump," engineers and Hie
men ut tlie pumping station and the assis
tant tu water superintendent.
The Democratic politicians aro awaiting
tho lumilt of the caucus witli much into est,
while the applicants aro urging their claims
with renewed energy. The position ot tlie
majority meuibersof Council is anything but
an enviable one, cspcciaPy at this time.
