New York. Dee. 31. When the birth
of another year has been announced
by the booming of cannon, the chiming
of church bells, blowing of horns and
tooting of whistles, the dawn of a
grander, greater New York will be a
fact. A celebration of the occasion
has been arranged, which will begin
tonight at 10 o'clock and will continue
until the new city Is an hour or more
old. Tho front of the city hall has been
draped with the American colors. In
City Hall park electric lights red.
White and blue have been hung. From
the tops ot the buildings about city hall
searchlights will play upon the park.
The larger buildings will be Illumin
ated. Fireworks thrown from mortars
In City Hall park will add to the spec
tacle. A procession of floats sent by busi
ness houses, theaters and aoch th h, es
corted by Independent military orders
civic associations and Individual mask
ers will start from Union Square at 10
o'clock. Hy midnight the pageant wl.l
have reached the city hall. The crash
ing of the bands and the singing by
united societies of Brooklyn and New
York in front of the city hall will be
accompanied by the cannon.
At midnight Old dlory will be run up
to the top of the city hall flagstaff, and
while it Is being run up 37 search
lights, each of 20,000 candle power, will
be upon It. Thero It will wave, while
hundreds of thousands cheer and sing
"The Star Spangled Banner."

opinion yesterday In which he decides
that the reformatory comes within the
provlstlon of the act of June 18, 1S97,
prohibiting the use of machinery In
Btate prisons and other penal institu
tions In the manufacture of goods, and
that the act must control the board of
managers of the reformatory In the
employment of the Inmates of that in
stitution. The attorney general adds,
however, that the act has no applica
tion whatever to the manufacture of
goods to be used exclusively within the
reformatory or for the maintenance of
its inmates.
