the men to take a ballot on 'the presont
situation. The general opinion Is that
the ballot will confirm the provisional

tary of State Henry C. Kelsey to re
cover for the state about 25,000 in fees
which Mr. Kelsey retained, under Ida
construction of the laws, as -belonging
to him. The senate Investigating com
in It tee of 1895 reported that Mr. Kelsey
had no right to Ihe fees, and the suit
Ib brought at the direction of the gov
ernor to get a judicial decision as to
the real meaning of the law under
which Mr. Kelsey retained the fees.
