Tho wid ow of Arthur Forbes, alias Blanther, who waB arrested at Meridian, Tex., charged with havlne murdered Mrs. Phtlophena T.angfelt In San Francisco, and who committed suicide In the Bosquo county Jail, has been located In this city by the police ofllclals. The woman now goes by the name of Ada Taylor. She says she married Arthur Forbes at Little nook, Ark., in 1892, and that they taught In the public schools In Bosque county In 1896. They had some trouble, during which Forbes shot her three times. Mrs. Forbes says there Is no doubt as to Forbes being .he murderer of the San Francisco women; that he often told her that he was well acquainted With Minnie Williams and Blanche La mont, having been Introduced to them by Theodore Durrant; that he often referred to the murders In such a man ner that she was convinced that he knew of them. Cincinnati, Nov. 26. Max Ilosenberg, the theatrical manager, has been ar rested and is held for the Indianapolis authorities. He is wanted on a bigamy charge made by Mrs. Blanche Rosen berg, nee Mitchell, of Chicago, who says they were married Nov. 1, 1896, but that after living with her parents awhile he tired of her. Misses Maw and Katie Seaman were drowned yes terday afternoon and their mother is In a daggerous condition as the result of a runaway. In the levering court martial case at Fort Sheridan Lieutenant Colonel J. A. Itunter, ot Fort Snelllng, the department of Da kota, acting as Judge advocate, severe ly arraigned Captain Lovertng; for his treatment nf Private Charles Ham mond. When the testimony was all In and Attorney Blair had addressed the court In defense of Captain Loverlng's action, Judge Advocate Hunter arose. After speaking of the importance of the case he took up the specifications of tho charge, saying that Loverlng was first accused of the failure to use legitimate means to get a garrison prisoner before a summary court, and second that he cruelly abused and 111 treated said prisoner. He reviewed the general evi dence against Loverlng, saying that the testimony showed beyond doubt that Loverlmr, as officer of the day, kicked Hammond, prodded him with his sword and cursed him. "Gentlemen, I submit that In our military community anything In the nature of punishment should conform to law," he continued, "and that a gen eral use of arbitrary power or punish ment without trial is calculated to hasten our disbandment as an organi zation not restrained by law and In opposition to the spirit of our free In stitutions. "lletween the officers who exercise power In the manner the accused dld and the enlisted men who are liable to become their victims there can be no other relation except that of mas ter and slave. The general exercise In the service of power and means such as the evidence shows the accused to have employed. The conjunction doeB not ap pear to have been so extraordinary as to Justify a military officer either making a mistake of Judgment or los ing his temper. "In this trial I think there is some thing more than a serious accusation involved. I think the reputation of army officers for good Judgment, for command of self, for humanity and Justification Is all on trial here.
