arrival today of Sir Wilfred Laurler.
premier of Canada; Sir Louis Davles,
minister of marine In the Laurler cab
inet, and other officials of the Domin
ion Is to have an Important bearing not
only on the Bering sea settlement, but
on all tho pending questions which
have been sources of International com
plication between the United States and
Canada, namely, the passage of alien
laborers to and from Canada, the North
Atlantic fisheries question, the presence
of many Americans in tho Klondike
territory belonging to Canada and In
the mining regions of British Columbia,
tho fisheries trouble along the great
lakes, the bonding privilege granted
Canadian railroads, the controvers.y
over rights In the Frazer river, British
Columbia, and in the Puget sound, and
also the question of a reciprocity ar
rangement between the United States
and Canada.
There is direct and definite informa
tion that Sir Wilfred comes prepared
to take up all the questions, and If pos
sible Include them in one general set
tlement whereby the constant friction
they have engendered may be over
come. On some of these subjects ho
will confer with Presldont MoKlniey,
and on at least one of them, that re
lating to alien laborers crossing the
border, he will suggest such mutual
modifications of present restrictions as
In his opinion will bo of. material ad
vantage to the thousands of Americans
now lt the Klondike and British Co
lumbian mining country, and at the
same time will be of advantage to Can
ada along the eastern border.
The essential features of Sir Wilfred's
mission were communicated to the of
ficials here by a person fully advised
of tho premier's plans, and it can be
said that the suggestion that the decks
be cleared of existing disputes between
Canada and the United States met with
the favor of tho administration. While
the Bering sea settlement occasioned
the visit, the Canadian authorities at
tach much less Importance to it than
they do to the other questions men
tioned. Little doubt, It Is said, Is felt
by the Canadians that an amicable
adjustment of the sealing question can
be made. Among the plans suggested
Is that of an Indemnity large enough
to permit Canada to buy out the seal
ers and retire them from business,
With this done, tho United States,
Japan, Great Britain and Canada,
would be together In a suppression of
pelagic sealing,
Under the Canadian premier's direc
tion the Canadian parliament passed an
alien Immigration law last spring, by
which American contractors and Amer
ican laborers were barred from compet
ing In the work on the Crow's Nest
Pass railway, a government undertak
ing In weBtern Canada. Dn flie otlier
hand, U s claimed by Canadians,
that about 6,000 Amorcang are In tfte
Klondike territory belonging to Canada,
and that fully 10,000 American contract
laborers are working In tho mines of
prltlsh Columbia. The United States

ion that a relief ship will not be able

cided to send the revenue cutter Bear
to the relief of the whalers. She is now
at Seattle, Wash., having Just arrived
from Alaska.

Sangullly, the Cuban patriot, has re
ceived an order from General Gomez
to report for duty In the insurgent
ranks. The order places him In a most
embarrassing position. Sangullly had
become an American citizen, and when
arrested In Havana, two years ago,
was only released from Moro Castle
upon pledging his word not to again
take up arms against Spain. Secretary
Sherman, It ts said, has informed San
gullly that If he obeys Gomez he will
forfeit his American citizenship. Go
mez declures that If Sangullly, who Is a
major general, does not report by Dec.
10 ne will be reduced to the ranks and
discharged without honor.

daughter, Clara, after being rescueq

Pnterson, N. J., Nov. 9. About 8
o'clock Sunday morning cries for help
were heard Issuing from the Iioubo oc
cupied by George Kennelly and his wife
and two children. Yesterday afternoon
Mrs. Kennelly died as she was being
lifted Into an ambulance. At the hos
pital It was found that there was a
fracture of thp skull at the base of the
brain, apparently caused by a blow
from a club or other heavy Instrument.
There were also a number of contusions
noticeable. Kennelly, who was arrest"
ed, says that lie and his wife quar
reled Sunday morning, but denies that
he struck her,

Havana, Nov. 9. At the solicitation
of Senora Umllla Quesada, widow of
Senor Arteaga Quesada, Captain Gen
eral Blanco has pardoned her sop, Ju
lio Quesada, the nephew of Senor Gon
zalo Quesada, of the Cuban Junta at
New York. The young man was under
sentence of death. Seven Insurgents
were tried by court martial here yes
terday and 63 Insurgents were sent to
the penal settlement on the Isle of
Pines.
New York, Nov. 9. Dr. G. J. De Que
sada, of this olt.v, when Informed of
the action of General Blanco, was al
most overcome with Joy. He said Julio
Ortega Quesda was the young man's
name, and that he was 21 years of age.
"He Is a manly young fellow," said
Dr. De Quesada, and two years ago he
wub a member of the sophomore class
of tho college of the city of New York.
When hostilities broke out he insisted
,on Joining the Cuban force. We tried
to talk him out of It, but he resented
our interference, and said his place was
at the front. Ho Joined General Ber
medei's army, and was operating In
Plnar del Mo province when captured
on May 25.
"Julio took sick, and was very weak
at the time. He was swimming In a
small stream when he became detached
from his companions, and fell Into the
hands of the Spaniards. He was taken
to tho San Ambrosia Military hospital
as a prisoner, and later was sentenced
to be shot. The boy's mother left no
stone unturned to save her boy, but
she met with little encouragement from
General Weyler.
"Several times tho lad was about to
be shot, but something providentially
Intervened. Years ago, when Captain
General Blanco was governor of Cuba,
ho found a warm friendship for Julio's
father, then a professor in the Medical
university in Havana, When Blanco
superceded Weyler Mrs. Quesada took
up the cause of the young man, and
she seems to have been successful. I
know of no reason for Blanco's clem
ency except his friendship In former
years for Julio's father. Let us hope
that his action is a good omen, and
that hence the war will be on civil
ized lines,"
Young Quesada's father died three
years ago in Mexico.

Carlisle, Pa., Nov. 9. Victor Seneca,
a pupil at the Indian school and brother
of Isaac Seneca, right tackle on the
Carlisle football eleven, died Sunday
night from Injuries received while re
turning from a game at Philadelphia
last Saturday. The Pennsylvania rail
road train which carried the Indians
was crossing- Glrard avenue bridge, at
Philadelphia, when Seneca put his head
out of a window and was struck by a
telegraph pole. After the accident he
regained eornclousnesi for only a tew

longed to the Seneca tribe, and had
been at the school several years.
